House clears omnibus spending package

WASHINGTON—The U.S. House of Representatives passed a $333 billion omnibus-spending package by a vote of 300-128 that will extend funding to federal agencies and programs for fiscal 2019. The bill is on its way to President Trump for his signature ahead of the Friday midnight deadline when the current stopgap measure will expire.

This spending measure applies to the seven remaining appropriations bills that were negotiated by House and Senate appropriators. The seven appropriations bills include the following:

  • Homeland Security
  • Agriculture
  • Commerce-Justice-Science
  • Interior-Environment
  • Financial Services
  • State-Foreign Operations
  • Transportation-HUD

The bill includes an overall increase in spending by about $7.4 billion or 2.3 percent over fiscal 2018.

The joint resolution funds $1.375 billion for border barrier spending, less than President Trump’s request.

To come to an agreement and avoid a shutdown, Congress did not include an authorization extension in the bill for the Violence Against Women Act. The bill also does not provide back pay for federal contractors impacted by the shutdown.
