Updates from The Heritage AllianceHeritage Day 2021 - Visit Our Virtual ProgrammeWe are delighted to announce that Caroline Dinenage MP, the new Minister of State for Digital and Culture, will be speaking at this year's Heritage Day. She will be giving a keynote speech at the event, alongside Sir Laurie Magnus, Chair of Historic England. Questions for the Minister - the Minister has agreed to answer some questions at the event. Royal Archaeological Institute The Royal Archaeological Institute (RAI) is a leading national archaeology society, with a history dating back to 1844. Its interests span all aspects of the archaeological, architectural and landscape history of the British Isles. Stephen Bradley Stephen’s primary interests are in built environment heritage and maritime heritage. He chairs The William Morris Society and is involved with heritage management in a number of other organisations including the National Museum of the Royal Navy. He has a background in architecture, planning and governance of capital projects and he has a MSc degree in Sustainable Heritage strategies from UCL. Heritage Recovery PlanHEF (The Historic Environment Forum) Covid Task Group has worked closely with Historic England to compile a Heritage Recovery Plan for the period from April 2021 as the latest national lockdown comes to an end. The Plan covers four themes: re-opening, resilience, skills and return to growth with actions for Government and for the sector. The Task Group is now working with the members of the Historic Environment Forum and the wider heritage sector to take forward the actions set out in the Plan. #HeritageChat#HeritageChat is a monthly, one-hour Twitter chat to discuss collectively important topics for the sector. It is run from the handle @HeritageChat, using a set of questions suggested by users. The next #HeritageChat, on Tuesday 16th March 1-2pm (UK time), will be devoted to ‘Local Heritage & Local Listing’ and will be led in collaboration with the Council for British Archaeology [Alliance member]. Applications have reopened for the Rebuilding Heritage programme! Applications are now open for the next round of support from Rebuilding Heritage, including for new group training offers in financial literacy, digital marketing for freelancers and workplace inclusion. This is in addition to the offers of support in business planning, communications, fundraising, legal issues, leadership and wellbeing. Applications are made through the programme website and the team welcome submissions from organisations (including voluntary), businesses, and individuals (including freelancers) working in heritage, and from across the breadth of the UK – including from Wales, Scotland, and Northern Ireland. Budget 2021Last week, we heard the details of the Budget, announced by the Chancellor. You can read the full document here and access all the key information here. We welcome the £300 million support for culture, arts and heritage through the Culture Recovery Fund, £90m funding for museums, the continuation of the VAT Cut for Tourism and Hospitality and the extension of the furlough scheme and self-employment scheme until September. We have produced a summary, in which we have drawn out the key points for heritage and included details of other funds that are currently available. We await further information on how the £300m will be divided up for the sector. In short, the key details include:

COVID-19We are now past Step 1 of the Government's 4-Step Roadmap out of lockdown with schools returning and 1:1 meet ups allowed in the open air for leisure as well as exercise. As heritage professionals and organisations prepare for the next steps, we will continue to update our Covid-19 Guidance Hub with relevant and helpful guidance. We continue to liaise with liaise with DCMS and sector colleagues and feed through queries about the detail of the roadmap, alongside continued advocacy on the case for the earliest possible safe reopening of heritage sites and funding to see the sector through until it is fully functioning. For now, it continues to be the case that before Step 3, indoor attractions at venues such as botanical gardens, heritage homes, zoos and other animal attractions and landmarks must remain closed (until at least 17 May). However, the outdoor elements of premises can open from Step 1 or 2 (depending on the type of attraction). Self-contained accommodation, where indoor facilities are not shared with other households, can also reopen from Step 2. The latest guidance includes:
The Safety of Indoor AttractionsA new study from researchers at the Berlin Institute of Technology, exploring the safety of indoor attractions, has concluded that the risk of COVID-19 transmission is far lower in museums and theatres than in supermarkets, restaurants, offices, or public transportation. National Worker Testing ProgrammeA National Worker Testing Programme has been set-up to enable the bi-weekly lateral flow testing of workers. Organisations with approximately 50+ employees/ volunteers who are currently going into work (and cannot work from home) can register to order free lateral flow coronavirus tests for your employees by 31 March. Smaller companies and the self-employed (outside of the scope of the National Worker Testing Programme, but who also cannot work from home) should use The Community Testing Programme (CTP). Debate on Covid-19 and the Cultural SectorsLast week, there was a debate in the Commons on Covid-19 and the cultural and entertainment sectors - you can read the transcript of the debate here. Speakers included the Minister for Digital and Culture, Caroline Dinenage, as well as the Shadow Minister Jo Stevens, and members of the DCMS Select Committee. The debate touched on the support offered to culture and heritage, while Shadow Minister Jo Stevens spoke about the professionals in the sector who have been left out of support. FundingThere have been numerous updates to funding schemes with the recent Budget announcements. These include:
Reopening High Streets Safely Fund MHCLG has produced a new version the Guidance and FAQ associated with this £50m fund to councils. The end date for the latest version of the Fund is 30 June 2021, in line with reopening under the Government's Roadmap. Following a review of the scheme, the cost of High Street Ambassadors and Wardens can now be paid for through this funding. This could help with the management of town centres as businesses reopen and help encourage people to visit knowing that it is a safe environment. State Aid Cap Increase The State Aid cap on Covid-19 support grants has been increased to more than £10m (from a previous £3.5m). Now the UK has left the EU, the rules under the EU State Aid scheme will be replaced by a new domestic regime on 'subsidy control', which the Government is currently consulting on (see the consultations section below for details). Travel & Tourism“We’re Good to Go” Links With “Safe Travels” VisitBritain has now linked it’s "We’re Good to Go” consumer confidence scheme with the World Travel & Tourism Council’s international “Safe Travels” scheme. Businesses that will or have already signed up to be Good To Go can update their application to include the Safe Travels stamp from the WTTC. Global Travel Taskforce The Transport Secretary held the first meeting of the new Global Travel Taskforce last week. The Taskforce has been asked to, among other things, consider policy proposals to set out a possible pathway to safely reopen international travel, taking account of scientific and clinical data, alongside the government's Roadmap. The taskforce will report to the Prime Minister on 12 April with an implementation plan to follow. Social ImpactsResults from the ONS social impacts survey for the period 24 to 28 February 2021 indicates that levels of optimism, personal well-being and life satisfaction all increased from the previous week's results. Brexit & ImmigrationOur Brexit Hub collates the latest Brexit guidance that is relevant to the heritage sector. Alliance Members can continue to inform us with your questions and concerns and the Brexit FAQ Trello Board from the Historic Environment Forum remains open as a resource for the sector. The latest guidance includes: Update to Visa Applications for Temporary UK ResidentsThe Home Office has updated guidance on the exceptional assurance visa, for people who intend to leave the UK but have not been able to do so. People who have a visa or leave that expires between 1 March 2021 and 31 March 2021 may request additional time to stay, known as ‘exceptional assurance’. Investment in Changing Places ToiletsMHCLG has now announced that a £30 million investment will be made to install Changing Places Toilets in existing buildings in England. This will provide life-enhancing improvements, enabling more accessible toilets for people and their carers who need them. Environment & AgricultureNew Approach for Future Agriculture PolicyDEFRA has now published details of the pilot of the Sustainable Farming Incentive, which can be found here. This follows a speech in which Environment Secretary George Eustice has set out an approach for future agriculture policy now the UK has left the EU. In his speech, he included that new payments and incentives will reward farmers for farming more sustainably. Applications open Round 2 of Green Recovery Challenge FundThe National Lottery Heritage Fund [Alliance Member] has announced that the £40m fund is once again open to applications. The first round of the Green Recovery Challenge Fund saw almost £40m awarded to 68 projects in November. Environmental charities and their partners now have a further opportunity to apply for grants (between £50,000 and £2m) which aim to "kick-start the nation’s green recovery" from COVID-19. Call for Nature's Recovery by 2030Wildlife and Countryside Link, supported by a long list of organisations including The National Trust and CPRE [Alliance Members], have started a petition, calling on the Prime Minister to make sure the Environment Bill "sets a legally binding ‘State of Nature’ target to begin to reverse nature’s decline by 2030". Plans for Rewilding Arable Fields by HS2There are plans for HS2 to 'rewild' 127 hectares of arable fields around its 10-mile Chilterns tunnel. The area is to be seeded with grass and flower species and planted with native trees to create a wood pasture around the railway. Game-Changing Climate Change Threat MapOther NewsUpcoming Tax ConsultationsHM Treasury has announced that the Government plans to publish a range of tax consultations and calls for evidence on 23 March. These documents and consultations, traditionally published at a Budget, are reportedly being published later to allow for "more transparency and scrutiny". Meeting Minutes Published for Museums APPGThe minutes and attendance of the January 19th meeting of the APPG for Museums with Secretary of State Oliver Dowden have now been published on the group's website. DCMS Report - Independent Review of Destination Management Organisations (DMOs)DCMS has published an Independent Review of Destination Management Organisations (DMOs), which examines and assesses DMOs in England. There was agreement that the budget had brought some welcome initiatives and that the Culture Recovery Fund was to be welcomed, but many expressed concern that the cultural sector was still being negatively impacted by Covid-19 restrictions. Impact of the RoadmapThe i newspaper has published an article, arguing that the timing of the government’s Roadmap out of lockdown "has left museums vulnerable once again". National Lottery FundingThe National Lottery Heritage Fund [Alliance Member] has shared that the Lottery has awarded £1.2billion to support people and projects in the arts, heritage, sport and community sectors throughout the UK to cope with the challenges of the COVID-19 pandemic. A reminder that applications are open for National Lottery Grants for Heritage from £3,000 up to £5million. They have revised their approach this year due to the pandemic, in line with new priorities for 2021-22. Joint Statement on Building for Scotland's CommunitiesA coalition of Scotland’s leading experts on the built environment has published a joint statement, which urges the next Scottish Government to "coordinate legislation, strategies and funding if its vision of a sustainable, resilient and inclusive future is to be achieved". Funding & Support for Heritage LeadershipThe Heritage Trade Up Programme, run by the School for Social Entrepreneurs, in partnership with the National Lottery Heritage Fund [Alliance member] is a new programme for leaders of heritage organisations, set up to promote and support a stronger heritage sector. A free learning programme, £10,000 grants and opportunities for networking are included for applicants. Historic England Heritage Professional Audience SurveyHistoric England is running a Heritage Professional Audience Survey to better understand how heritage professionals are using Historic England’s digital platforms, which will help them to improve users' online experience. Thieves Increasingly Targeting Historic PropertiesSpecialist Insurer Ecclesiastical [Alliance Corporate Partner] is urging historic properties to take steps to prevent being victims of crime following a spate of thefts from churches and stately homes. According to data from Ecclesiastical’s claims team, over £400,000 worth of claims have been made relating to the theft of stone since 2015. Since 2016 the figure has doubled pointing to a worrying increase. Media Trust - Digital Spring SchoolThe Media Trust has announced that applications are now open for its Digital Spring School - a free, three-week online programme to teach you how to "inspire, engage and mobilise you audience." International Women's DayThis Monday was International Women's Day and saw many of our member organisations take to heritage Twitter to share the work of women at their organisations, as well as stories of notable women in history.
