Heritage Day 2021 - Visit Our Virtual Programme 

 

We are delighted to announce that Caroline Dinenage MP, the new Minister of State for Digital and Culture, will be speaking at this year's Heritage Day. She will be giving a keynote speech at the event, alongside Sir Laurie Magnus, Chair of Historic England.

We have launched an exciting Virtual Programme for the first time, which we will be updating with further details of speakers and breakout sessions and a full finalised agenda for the mornings of the event over the 24th and 25th March.

    Policy Updates

    This fortnight:

    • Last week, we welcomed the new Minister of State for Digital and Culture, Caroline Dinenage MP, following a portfolio change at DCMS.

    • We have produced a summary of the 2021 Budget, outlining key details for heritage. Our key budget asks were: (1) VAT Reform for Building Repair and Maintenance, (2) Income Tax on Heritage Maintenance Funds and (3) The Listed Places of Worship Grant Scheme. 

    • The continuation of the Listed Places of Worship Grant Scheme has now been confirmed.

    • Lizzie attended the Heritage Working Group, led by the new Minister for Digital and Culture, Caroline Dinenage MP alongside Nigel Huddleston, outgoing heritage minister, to discuss the Government’s Covid roadmap and the sector's heritage recovery plan.

    • We held a meeting of our Spatial Planning Advocacy Group (SPAG), to discuss upcoming consultations from MHCLG, a pair of papers for the Minister, and our future advocacy on the Planning White Paper.

    • We continue to analyse what the Roadmap means for heritage, clarifying points with DCMS and responding to queries from our members.

    • Our CEO Lizzie spoke at The Historic Religious Buildings Alliance’s Big Update on issues and opportunities for heritage, which also featured a welcome from Caroline Dinenage who noted “I come to this role fully aware of the huge contribution places of worship make to their communities across the country”.

    This fortnight, we are delighted to welcome the Royal Archaeological Institute as the latest member of The Heritage Alliance and our new Individual Supporter, Stephen Bradley.

    Royal Archaeological Institute

    The Royal Archaeological Institute (RAI) is a leading national archaeology society, with a history dating back to 1844. Its interests span all aspects of the archaeological, architectural and landscape history of the British Isles.

    Stephen Bradley

     Stephen’s primary interests are in built environment heritage and maritime heritage. He chairs The William Morris Society and is involved with heritage management in a number of other organisations including the National Museum of the Royal Navy. He has a background in architecture, planning and governance of capital projects and he has a MSc degree in Sustainable Heritage strategies from UCL.

    Heritage Recovery Plan

    HEF (The Historic Environment Forum) Covid Task Group has worked closely with Historic England to compile a Heritage Recovery Plan for the period from April 2021 as the latest national lockdown comes to an end.

    The Plan covers four themes: re-opening, resilience, skills and return to growth with actions for Government and for the sector.

    The Task Group is now working with the members of the Historic Environment Forum and the wider heritage sector to take forward the actions set out in the Plan.

     

    #HeritageChat

    #HeritageChat is a monthly, one-hour Twitter chat to discuss collectively important topics for the sector. It is run from the handle @HeritageChat, using a set of questions suggested by users.

    Applications have reopened for the Rebuilding Heritage programme!

    Applications are now open for the next round of support from Rebuilding Heritage, including for new group training offers in financial literacy, digital marketing for freelancers and workplace inclusion. This is in addition to the offers of support in business planning, communications, fundraising, legal issues, leadership and wellbeing. 

    Applications are made through the programme website and the team welcome submissions from organisations (including voluntary), businesses, and individuals (including freelancers) working in heritage, and from across the breadth of the UK – including from Wales, Scotland, and Northern Ireland.

    Budget 2021

    Last week, we heard the details of the Budget, announced by the Chancellor.  You can read the full document here and access all the key information here​.

    We welcome the £300 million support for culture, arts and heritage through the Culture Recovery Fund, £90m funding for museums, the continuation of the VAT Cut for Tourism and Hospitality and the extension of the furlough scheme and self-employment scheme until September. 

    We have produced a summary, in which we have drawn out the key points for heritage and included details of other funds that are currently available. We await further information on how the £300m will be divided up for the sector.

    In short, the key details include:

    • A specific package of £90million for National Museums and cultural bodies and a £300million Culture Recovery Fund. [The heritage split is yet to be confirmed]
    • The Job Retention Scheme (furlough) will be extended until the end of September (and the government will introduce an employer contribution
      towards the cost of unworked hours of 10% in July and 20% after that)
    • Further support through the Self Employment Income Support Scheme (depending on turnover, with a fifth grant confirmed from July)
    • A further 100% relief from business rates
    • The VAT rate for tourism and hospitality will be kept down to 5% until 30
      September
    • Restart Grants for non-essential retail (up to £6,000 per premises) and for hospitality, accommodation and leisure businesses (up to £18,000)
    • An additional £425 million of discretionary business grant funding, on top of
      the £1.6 billion already allocated
    • Recovery Loan Scheme (open to all businesses, will provide lenders with a guarantee of 80% on eligible loans between £25,000 and £10 million)

    COVID-19

    We are now past Step 1 of the Government's 4-Step Roadmap out of lockdown with schools returning and 1:1 meet ups allowed in the open air for leisure as well as exercise. As heritage professionals and organisations prepare for the next steps, we will continue to update our Covid-19 Guidance Hub with relevant and helpful guidance.

    We continue to liaise with liaise with DCMS and sector colleagues and feed through queries about the detail of the roadmap, alongside continued advocacy on the case for the earliest possible safe reopening of heritage sites and funding to see the sector through until it is fully functioning.

    For now, it continues to be the case that before Step 3, indoor attractions at venues such as botanical gardens, heritage homes, zoos and other animal attractions and landmarks must remain closed (until at least 17 May). However, the outdoor elements of premises can open from Step 1 or 2 (depending on the type of attraction). Self-contained accommodation, where indoor facilities are not shared with other households, can also reopen from Step 2.

       

      The latest guidance includes:

      • COVID-19 Response - Spring 2021 (and a helpful summary here)
      • National lockdown: Stay at Home (updated)
      • Kick Start Scheme (updated with more detail on how businesses can spend setup costs and employability support grant, and what happens if the young person has to temporarily stop the placement, or has to leave the job early)
      • Business Innovation Support Package (updated to include further detail on business advisory support packages, which are still available)
      • Recovery Loan Scheme (03/03)
      • Levelling Up Fund: prospectus
      • Community testing: a guide for local delivery (updated)
      • Workplace testing: guidance for private-sector employers and third-party healthcare providers (updated), with supplementary guidance for testing asymptomatic employees here
       

      The Safety of Indoor Attractions

      A new study  from researchers at the Berlin Institute of Technology, exploring the safety of indoor attractions, has concluded that the risk of COVID-19 transmission is far lower in museums and theatres than in supermarkets, restaurants, offices, or public transportation.

       

      National Worker Testing Programme

      A National Worker Testing Programme has been set-up to enable the bi-weekly lateral flow testing of workers. Organisations with approximately 50+ employees/ volunteers who are currently going into work (and cannot work from home) can register to order free lateral flow coronavirus tests for your employees by 31 March.

      Smaller companies and the self-employed (outside of the scope of the National Worker Testing Programme, but who also cannot work from home) should use The Community Testing Programme (CTP).

       

      Debate on Covid-19 and the Cultural Sectors

      Last week, there was a debate in the Commons on Covid-19 and the cultural and entertainment sectors - you can read the transcript of the debate here. Speakers included the Minister for Digital and Culture, Caroline Dinenage, as well as the Shadow Minister Jo Stevens, and members of the DCMS Select Committee. The debate touched on the support offered to culture and heritage, while Shadow Minister Jo Stevens spoke about the professionals in the sector who have been left out of support.

       

      Funding

      There have been numerous updates to funding schemes with the recent Budget announcements. These include:

      • Culture Recovery Fund - receiving a £300m to top up (totalling £1.87bn)
      • A further £90m to support national museums and cultural bodies
      • A prospectus has been published for the £220 million UK Community Renewal Fund
      • A prospectus has been published for the Levelling Up Fund (which will provide guidance to local areas on the process of submitting bids, the types of projects eligible for funding, and how bids will be assessed). One of the three initial themes will be on 'cultural investment'.
      • A £150m Community Ownership Fund to help local people take over local institutions
      • Help to Grow: Digital - a £520m scheme to boost digital adoption in SMEs
      • £500m Film and TV Production Restart Scheme - extended for 6 months until 31 December
      • Additional support for traineeships (a further £126m for high quality work placements, payments to employers who hire new apprentices between 1 April and 30 September, a £7m fund to help employers set up and expand portable apprenticeships) - see our Budget 2021 summary for details

      Reopening High Streets Safely Fund

      MHCLG has produced a new version the Guidance and FAQ associated with this £50m fund to councils. The end date for the latest version of the Fund is 30 June 2021, in line with reopening under the Government's Roadmap.

      Following a review of the scheme, the cost of High Street Ambassadors and Wardens can now be paid for through this funding. This could help with the management of town centres as businesses reopen and help encourage people to visit knowing that it is a safe environment.

      State Aid Cap Increase

      The State Aid cap on Covid-19 support grants has been increased to more than £10m (from a previous £3.5m). Now the UK has left the EU, the rules under the EU State Aid scheme will be replaced by a new domestic regime on 'subsidy control', which the Government is currently consulting on (see the consultations section below for details).

       

      Travel & Tourism

      “We’re Good to Go” Links With “Safe Travels”

      VisitBritain has now linked it’s "We’re Good to Go” consumer confidence scheme with the World Travel & Tourism Council’s international “Safe Travels” scheme.  Businesses that will or have already signed up to be Good To Go can update their application to include the Safe Travels stamp from the WTTC.

      Global Travel Taskforce

      The Transport Secretary held the first meeting of the new Global Travel Taskforce last week. The Taskforce has been asked to, among other things, consider policy proposals to set out a possible pathway to safely reopen international travel, taking account of scientific and clinical data, alongside the government's Roadmap. The taskforce will report to the Prime Minister on 12 April with an implementation plan to follow.

       

      Social Impacts

      Results from the ONS social impacts survey for the period 24 to 28 February 2021 indicates that levels of optimism, personal well-being and life satisfaction all increased from the previous week's results.

      Our Brexit Hub collates the latest Brexit guidance that is relevant to the heritage sector. Alliance Members can continue to inform us with your questions and concerns and the Brexit FAQ Trello Board from the Historic Environment Forum remains open as a resource for the sector.

      Update to Visa Applications for Temporary UK Residents

      The Home Office has updated guidance on the exceptional assurance visa, for people who intend to leave the UK but have not been able to do so. People who have a visa or leave that expires between 1 March 2021 and 31 March 2021 may request additional time to stay, known as ‘exceptional assurance’.

      Points-Based Immigration System

      The Home Office has also published new products on the points-based immigration system: 

      • Workforce and Labour Supply Handbook (in partnership with the
        Association of Labour Providers (ALP)

      • The Right to Work leaflet (employers can use this to clarify requirements to EU employees)

      Planning

       

      Upcoming Planning Consultations

      A final reminder that the deadlines for two upcoming planning consultations from MHCLG are now approaching:

      • Right to Regenerate: reform of the Right to Contest (closes 13 March)
      • National Planning Policy Framework and National Model Design Code: consultation proposals (closes 27 March)

      Investment in Changing Places Toilets

      MHCLG has now announced that a £30 million investment will be made to install Changing Places Toilets in existing buildings in England. This will provide life-enhancing improvements, enabling more accessible toilets for people and their carers who need them.

      Environment & Agriculture

       

      New Approach for Future Agriculture Policy

      DEFRA has now published details of the pilot of the Sustainable Farming Incentive, which can be found here.

      This follows a speech in which Environment Secretary George Eustice has set out an approach for future agriculture policy now the UK has left the EU. In his speech, he included that new payments and incentives will reward farmers for farming more sustainably.

       

      Applications open Round 2 of Green Recovery Challenge Fund

      The National Lottery Heritage Fund [Alliance Member] has announced that the £40m fund is once again open to applications. The first round of the Green Recovery Challenge Fund saw almost £40m awarded to 68 projects in November. Environmental charities and their partners now have a further opportunity to apply for grants (between £50,000 and £2m) which aim to "kick-start the nation’s green recovery" from COVID-19.

       

      Call for Nature's Recovery by 2030

      Wildlife and Countryside Link, supported by a long list of organisations including The National Trust and CPRE [Alliance Members], have started a petition, calling on the Prime Minister to make sure the Environment Bill "sets a legally binding ‘State of Nature’ target to begin to reverse nature’s decline by 2030".

       

      Plans for Rewilding Arable Fields by HS2

      There are plans for HS2 to 'rewild' 127 hectares of arable fields around its 10-mile Chilterns tunnel. The area is to be seeded with grass and flower species and planted with native trees to create a wood pasture around the railway.

       

      Game-Changing Climate Change Threat Map

      ​The National Trust [Alliance Member] has created a new map that illustrates the threat climate change poses to some of its most significant sites and offers potential solutions. Read the full press release here and visit the interactive map here.

      Upcoming Tax Consultations

      HM Treasury has announced that the Government plans to publish a range of tax consultations and calls for evidence on 23 March. These documents and consultations, traditionally published at a Budget, are reportedly being published later to allow for "more transparency and scrutiny".

      Meeting Minutes Published for Museums APPG

      The minutes and attendance of the January 19th meeting of the APPG for Museums with Secretary of State Oliver Dowden have now been published on the group's website.

      DCMS Report - Independent Review of Destination Management Organisations (DMOs)

      DCMS has published an Independent Review of Destination Management Organisations (DMOs), which examines and assesses DMOs in England. The review is intended to make recommendations to government and/or the tourism sector, depending on the outcomes. A public call for evidence is shortly to follow.

       

      Debate on DCMS Spending

      Yesterday, there was a debate in the House of Commons on DCMS spending. You can read the full debate here. There was agreement that the budget had brought some welcome initiatives and that the Culture Recovery Fund was to be welcomed, but many expressed concern that the cultural sector was still being negatively impacted by Covid-19 restrictions.

      Impact of the Roadmap

      The i newspaper has published an article, arguing that the timing of the government’s Roadmap out of lockdown "has left museums vulnerable once again".

       

      National Lottery Funding

      The National Lottery Heritage Fund [Alliance Member] has shared that the Lottery has awarded £1.2billion to support people and projects in the arts, heritage, sport and community sectors throughout the UK to cope with the challenges of the COVID-19 pandemic. 

      A reminder that applications are open for National Lottery Grants for Heritage from £3,000 up to £5million. They have revised their approach this year due to the pandemic, in line with new priorities for 2021-22.

       

      Joint Statement on Building for Scotland's Communities

      A coalition of Scotland’s leading experts on the built environment has published a joint statement, which urges the next Scottish Government to "coordinate legislation, strategies and funding if its vision of a sustainable, resilient and inclusive future is to be achieved". 

       

      Funding & Support for Heritage Leadership

      The Heritage Trade Up Programme, run by the School for Social Entrepreneurs, in partnership with the National Lottery Heritage Fund [Alliance member] is a new programme for leaders of heritage organisations, set up to promote and support a stronger heritage sector. A free learning programme, £10,000 grants and opportunities for networking are included for applicants.

       

      Historic England Heritage Professional Audience Survey

      Historic England is running a Heritage Professional Audience Survey to better understand how heritage professionals are using Historic England’s digital platforms, which will help them to improve users' online experience.

      Thieves Increasingly Targeting Historic Properties

      Specialist Insurer Ecclesiastical [Alliance Corporate Partner] is urging historic properties to take steps to prevent being victims of crime following a spate of thefts from churches and stately homes. According to data from Ecclesiastical’s claims team, over £400,000 worth of claims have been made relating to the theft of stone since 2015. Since 2016 the figure has doubled pointing to a worrying increase.

       

      Media Trust - Digital Spring School

      The Media Trust has announced that applications are now open for its Digital Spring School - a free, three-week online programme to teach you how to "inspire, engage and mobilise you audience." Applications close on 18 March.

      Transforming Places Through Heritage

      The AHF  (Architectural Heritage Fund) [Alliance Member] has published an interim report on the first year of grant-making through its 'Transforming Places through Heritage' programme, funded by DCMS.

       

      B'nai B'rith UK's European Days of Jewish Culture & Heritage: deadline extended

      The deadline for organisations to apply to be part of the B'nai B'rith UK's European Days of Jewish Culture & Heritage this year has been extended to Friday 30 April 2021.

       

      Launch of the 2021 President's Award for Endangered Crafts

      The Heritage Crafts Association [Alliance Member] has launched its 2021 President's Award for Endangered Crafts, established last year by HCA President HRH The Prince of Wales. Each year the Award provides £3,000 to a heritage craftsperson who will use the funding to ensure that craft skills are passed on to the future. The closing date for applications is 30 April at 5pm.

       

      B'nai B'rith UK's European Days of Jewish Culture & Heritage: deadline extended

      The deadline for organisations to apply to be part of the B'nai B'rith UK's European Days of Jewish Culture & Heritage this year has been extended to Friday 30 April 2021.

       

      Heritage Open Days 2021

      Registration for HODs 2021 is now open, which will return this September. New resources for planning and inspiration are available, plus two free interactive webinars to help you consider how it might be possible to get involved.

       

      Report on Heritage, Creativity and Mental Health

      The Restoration Trust [Alliance Member] has been commissioned by the Baring Foundation Report on Heritage, Creativity and Mental Health. They are looking for contributions of case studies and projects to support the report.

       

      Sussex Heritage Trust Awards

      The Sussex Heritage Trust [Alliance Member] has launched its annual Awards, which support traditional skills and crafts, excellence in conservation, restoration and good design. This year, the South Downs National Park Authority will sponsor The South Downs Design Award.

       

      Helping Cities & Communities Blossom

      The National Trust [Alliance Member] and partners have announced plans to to plant blossoming tree circles in towns and cities across England, Wales and Northern Ireland over next five years. The partners include Historic England, who have also pledged to support the project as part of its High Streets Heritage Action Zone programme.

       

      Digging deeper: Nigel Williams and Sutton Hoo

      Following 'The Dig' on Netflix, Icon [Alliance Member] is inviting people to find out about Nigel Williams, the conservator responsible for the dismantling and reconstruction of the Sutton Hoo Helmet. This article is available on their recently launched new website.

       

      Offsetting Carbon Emissions

      The Heritage Trust Network has shared how, in its goal to become a carbon neutral organisation, it is supporting three green initiatives (through its 'Unlocking the Power of Communities Project'), which it hopes will help to offset its carbon emissions as an organisation.

       

      Waterways Watch

      The IWA (Inland Waterways Association) [Alliance Member] has developed a new reporting tool for waterway access issues.

      Fuel for Older Vehicles

      The FBHVC [Alliance Member] has recommended that, following a recent decision from the Department for Transport on fuel, all vehicles produced around the early 2000s or before should use the Super E5 Protection grade fuel(where the Ethanol content is limited to a maximum of 5%). A compatibility checker is available here.

       

      International Women's Day

      This Monday was International Women's Day and saw many of our member organisations take to heritage Twitter to share the work of women at their organisations, as well as stories of notable women in history.  Here are just some examples from Heritage Lincolnshire, Historic Royal Palaces, Council for British Archaeology, Theatres Trust, Waterloo Uncovered and UK Antarctic Heritage Trust. The Historic Environment Forum and ALVA also celebrated the work of the female leaders involved in their committees and membership.

      Subsidy control: designing a new approach for the UK

      The government is seeking views on its proposed approach for establishing a new domestic (UK-wide) subsidy control regime, which will take over from EU regulations.

      R&D Tax Reliefs: consultation

      HM Treasury is seeking views from stakeholders on the current R&D (Research and Development) tax relief schemes. This follows a review launched by the Government at Budget 2021.

      Making Publicly Accessible Locations Safer

      The Home Office is seeking views on how the Protect Duty can make the public safer at publicly accessible locations. Its list of 'publicly accessible locations' includes:

      • Music Venues
      • Hotels
      • High Streets
      • Places of Worship
      • Parks
      • Public squares and other open spaces

      Deadline: 2 July, 11.45pm.

       

      The General Qualifications Alternative Awarding Framework

      A technical consultation for England has opened on Conditions and Requirements for GCSE, GCE, AEA and Project qualifications in summer 2021.

      There is also a further consultation on the detail of a new regulatory framework, which will permit awarding organisations to award results when exams do not take place and/or because learners cannot complete internal assessments. 

      Deadline for both: 11 March, 11.45pm.

       

      UK Internal Market

      BEIS is seeking views on the continuation of exclusions from the mutual recognition and non-discrimination principles for services where appropriate, under the UK Internal Market Act 2020.

      The Georgian Group - Online symposium: Georgian London Revisited

      Following successful conferences run by the Georgian Group [Alliance member] in previous years on Women and Architecture, the architecture of James Gibbs and the work of the Adam brothers, its symposium for 2021 (22 - 23 May) will highlight changing perspectives and new research on the architecture of London undertaken since the publication of the latest edition of Sir John Summerson’s Georgian London (1988, reissued 2003).

       

      CIfA Online: Annual Conference

      Join heritage professionals from across the UK for the CIfA [Alliance Member] online: Annual Conference from 21 – 23 April for the discussion workshop on Public Benefit and other sessions exploring current professional issues, new developments, and research in archaeology and the wider heritage sector.

      Canal & River Trust - Virtual Open Days

      The Canal & River Trust [Alliance Member] is holding a series of virtual open days, giving people access to see  projects as part of its £45 million programme of repairs on waterways across England and Wales. The latest of these is for Lock 83 on the Rochdale Canal in Manchester. 

       

      A Future for Your Church – Making a Start​

      On Tuesday 16 March (10am-11.30am) the Heritage Trust Network [Alliance Member] and Historic Churches Scotland are joining forces to host the second event in this series for any group contemplating the future of their church building. This event will focus on the process of making a start and building up to taking on full responsibility for the building. 

       

      Taking Ownership – Experiences Shared

      Next Friday (19 March, 10am-12pm), the Heritage Trust Network Scotland Branch is also holding an event on 'Taking Ownership', open to any group who are considering taking ownership of a building, giving people the chance to hear from those with first-hand experience.       ALVA 'Lockdown webinars' (free for anyone to attend):

      ALVA is hosting a series of 'Lockdown webinars' that are free for anyone to attend. The next will be a on Wednesday 17 March entitled 'Public Engagement innovation', with speakers from Oxford University [Alliance Member], Museum of Natural History and IWM, Imperial War Museums.       Heritage & Sustainability in Action: SPAB Online CPD Series

      The SPAB [Alliance Member] is holding as series of online CPD sessions will explore how to implement sustainable approaches to traditionally constructed buildings. The series features four sessions with one-hour lectures and 30 minutes Q&A to allow delegates the chance to receive detailed answers to their questions.
