A Brown team of researchers, led by Professors Brenda Rubenstein of chemistry and Jacob Rosenstein of engineering, has shown that they can store and retrieve more than 200 kilobytes of digital image files by encoding the data in mixtures of custom libraries of small molecules. Read more

Consent Form Posting Requirement
The revised Common Rule requires posting consent forms for clinical trials conducted or supported by Federal departments or agencies. The form must be posted after recruitment closes, no later than 60 days after the last study visit. Learn more here.

New NIH Salary Cap amount and “Over the Cap” Worksheet Reminder
NIH salary cap increased to $197,300 effective January 5. T​he completed Salary Cap worksheet must be attached to costing allocations processed on NIH-funded awards for individuals whose salary exceeds the NIH Executive Level II salary limitation.

Requirements for Submission of Peer-Reviewed Accepted Manuscripts to DOE
Reminder to DOE Office of Science award recipients that it is required to submit peer-reviewed accepted manuscripts for journal articles based on award supported work. Submissions to be made to the DOE corporate E-Link system. Read more

American Heart Association is retiring “Grants@Heart” grants system
AHA is adopting a new system to manage applications, peer review, and awards, with transition to ProposalCENTRAL in April. This will allow integration with ORCID system,  required by NIH, AHRQ and CDC on certain awards. Brown Library Guide here.

Time to transition out of Coeus System-to-System (S2S) proposal preparation.
Coeus is heading into retirement. Coeus will no longer support S2S proposals after the adoption of Forms F on May 25. Please begin the transition to Workspace, ASSIST and/or Fastlane when preparing applications to federal sponsors due after that date.

Foundational Patent Issued For Cancer Therapeutics
Brown received a patent for a potential breakthrough tool for cancer therapeutics. Prof Karl Kelsey and colleague, John Wienecke at UCSF, have invented a methodology for understanding cellular response to cancer diagnostics and treatment. Read more

Brown Receives Patent for Chromatography, Method for Separating Liquids
Brown also received a patent for novel material for use in chromatography called metal thiolate chromatographic. Discovered by Prof Yongsong Huang’s Geological Sciences research team, MTCM will improve a 50-year-old process. Read more

NIH Federal Updates

Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2020
The Further Consolidated Appropriations Act restricts the amount of direct salary to Executive Level II of the Federal Executive pay scale. Effective January 5, 2020, the salary limitation for Executive Level II is $197,300. Read the full notice here. 

NIH Continuous Submission Policy: End of Recent Substantial Service Option
NIH plans to discontinue practice of granting one-year continuous submission status to reviewers with recent substantial review service. NIH believes that diverse advisory groups with fresh voices best identify high impact research. Read the full notice here. 

Updated Guidance for Videos Submitted as NIH Application Materials
This Notice revises Video formats instructions in NIH Guide Notice NOT-OD-12-141, in order to maintain compatibility with NIH information systems. All other portions of NOT-OD-12-141 and the NIH Grants Policy Statement Section 2.3.7 remain in effect.

Notice of Fiscal Policies in Effect for FY 2020
The Notice provides guidance about the NIH Fiscal Operations for FY 2020 and implements The Further Consolidated Appropriations Act, 2020 (Public Law 116-94), signed into law on December 20, 2019. Read the full notice here.

NSF Federal Updates

NSF Issues FY 2020 Proposal and Award Policies and Procedures Guide
The National Science Foundation has released the revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 20-1).  The new PAPPG will be effective for proposals submitted or due, and awards made, on or after June 1, 2020.
