Even in cities at risk of a natural disaster, only a minority of residents say they are prepared to evacuate. A new study has found 11% feel ready to do so in Hong Kong, which is predicted to be at high risk of a climatic disaster within a decade. As the researchers report, the main barriers to being willing and able to evacuate are not logistical, but psychological.
