Support Our Research into Heritage & Accessibility!We are working with Ecclesiastical Insurance [Alliance Corporate Partner] to gather insights for the heritage sector - this time, to gain an understanding of how accessibility is being prioritised within the sector. We are calling on *all heritage organisations* to share their views on accessibility and heritage through this survey by 13 August. We encourage as many organisations as possible to complete the survey and ask that you please pass this on to your networks - we would like to gather more data to ensure that the results accurately reflect the current situation. The results of the survey will be anonymised and will help us to better understand how accessibility is being managed in the sector, as well as some of the challenges organisations are facing. National Disability StrategyThe Government has published a National Disability Strategy, which sets out practical steps that the Government will take to "improve the everyday lives of all disabled people". The strategy aims to build on progress made since the Disability Discrimination Act and is informed by the 14,000 responses received from the UK Disability Survey, alongside a group of Disability and Access Ambassadors (among whom are Dr Heather J. L. Smith, National Equality Specialist at the National Trust [Alliance member], as well as experts with a focus on travel, hospitality, arts and culture and the creative industries). DEFRA has announced that it is working with Natural England to make the England Coast Path more accessible. A summary of some of the actions that will be taken to improve access to countryside paths and trails have been summarised by Victoria Prentis, Ministerial Disability Champion at DEFRA. COVID-19Latest Updates for HeritageThe Government guidance on the NHS Covid Pass was updated to include a suggestion that people may be asked to demonstrate their COVID-19 status as a condition of entry to a venue or event in England, but the Government has as yet published no specific guidance on how this will come into effect. However, on 19 July, new guidance was published on Managing Public Outdoor Settings, which includes urban centres, green spaces, the countryside and coastal areas, and the guidance on face coverings has been updated in line with step 4. A new Government Campaign “Let’s Keep Life Moving” has been launched to encourage the importance of 'continuing healthy behaviours' to help reduce the spread of COVID-19. New Recovery Strategy for HospitalityBEIS has published a new Hospitality Strategy, which sets out how the Government will work with the hospitality sector as it reopens and recovers from the pandemic, and to aid the sector's longer term resilience. Free PPE for CharitiesThe Department of Health and Social Care is collaborating with NAVCA, the national membership body for local infrastructure organisations, in offering free personal protective equipment for use by voluntary sector organisations. The PPE (face coverings/masks and visors) and their delivery are free of charge. You can start your application for this PPE by completing a short expression of interest before Sunday 1 August at 11pm. Reviewing Current MeasuresA reminder that the Government has also published its reviews into social distancing, COVID-19 status certification, and events which have informed Step 4 of the Roadmap. A detailed Summer 2021 response from the Government on the pandemic and its current objectives for managing COVID-19 can be found here. Social & Sector ImpactsIndicators from the latest ONS Opinions and Lifestyle Survey (14 to 18 July) show that anxiety levels around the pandemic are decreasing, while positive sentiment towards the COVID-19 vaccine remains high. Analysis of the hospitality sector during coronavirus shows that hospitality has been "hit hard", with consumer spending currently remaining less than 70% of pre-pandemic levels. The report also highlights the difficulty of separating the effects of the pandemic and Brexit, which is also likely to be affecting the sector. The ONS has also published new data on the impact of Coronavirus On Businesses In Different Regions. Despite the decrease in numbers of employees on furlough leave, employees of arts and heritage sector organisations continue to suffer. 2,000 job cuts have also recently been proposed at the British Council. DCMS & CultureAnalysing the Impact of COVID-19 on the Cultural SectorDCMS, the UKRI and the AHRC have worked together to publish 'Boundless Creativity' - a new, comprehensive analysis of the impact of COVID-19 and innovations developed in response to the pandemic on the cultural and creative sectors. The report sets out recommendations that are intended as a roadmap for cultural and creative recovery and growth following the pandemic. International Cultural Heritage Protection Programme - GuidanceDCMS has published guidance on its International Cultural Heritage Protection Programme, which intends to highlight the role that protecting culture plays in the UK's international development agenda. The UK's cultural heritage protection activities are grouped under three main strands: conflict and security, climate vulnerability and natural disasters, and humanitarian action. Horizon Europe Engagement Event - Heritage & Creative SectorsHorizon Europe, the EU's key funding programme for research and innovation, is open to applications from cultural organisations, research institutions and freelancers. A virtual event will be taking place on 10 August (1-3pm), led by DCMS and the AHRC to explore what Horizon Europe can offer, how it can benefit our sectors and how businesses and academics can look to engage with it. Find the full details here. Changes to UNESCO World Heritage ListDCMS Ministers have spoken out about their disappointment over UNESCO's decision to delist Liverpool as a World Heritage Site. The decision was reportedly made in response to plans for a new Everton FC stadium to be built in the area and the Liverpool Waters project, which has transformed Liverpool's waterfront since the city was awarded the title in 2004. It has also been announced this week that the Slate Landscape of Northwest Wales has been added to the UNESCO World Heritage List, becoming the 33rd UNESCO World Heritage Site in the UK. New Online Media Literacy StrategyDCMS has launched a new Online Media Literacy Strategy, which aims to help educate and empower internet users in the UK to make safe choices online. PlanningChanges to the Planning SystemAt a 'Building Beautiful Places' event on 20 July, the Government launched new planning measures, through which it aims to improve local infrastructure, help the environment, champion neighbourhood design and boost health and wellbeing among communities. Robert Jenrick, Secretary of State for Housing, launched the Office for Place to support areas to build beautiful, green, well designed places. This coincided with the publication of the revised National Planning Policy Framework (NPPF) which sets out the government's planning policies for England, and the National Model Design Code (NMDC), which details guidance on the production of design codes, guides and policies. These publications were shaped by submissions to the consultation on the NPPF and NMDC, as outlined in this government response to the consultation. Build Back Better Plan for High StreetsMHCLG has published its Build Back Better High Streets Strategy, which sets out the government's long-term plan to support the revitalisation of high streets and town centres, including supporting businesses following the pandemic. Community Ownership Fund ProspectusMHCLG has also now published the prospectus for the £150m Community Ownership Fund, which is designed to enable people to take over the ownership of community assets and attractions including pubs, theatres, museums and galleries. Environment£40 Million Green Recovery Challenge FundGrants of £68,100 to £1,950,000 have been awarded the through Government's Green Recovery Challenge Fund to enable work to be carried out at over 600 sites across England. The Fund has been delivered by The Heritage Fund [Alliance member] in partnership with Natural England, the Environment Agency and the Forestry Commission. A full list of recipients is set out here. Environment Bill ProgressThe Committee Stage of the Environment Bill concluded on 14 July. Despite an oversubscription to co-sponsor our amendments and passionate argument on these amendments from numerous peers, no amendments were made. We will be briefing Peers as we head into the Report stage and one amendment will be tabled, which continues to make the case for the historic environment to be included in the Bill. Nature for Climate Peatland Grant Scheme - Discovery GrantsNatural England has launched the second element of their competitive grant scheme, the Nature for Climate Peatland Grant Scheme (NCPGS), which is in place to help deliver the UK’s Net Zero target for carbon emissions by 2050 and the Government’s 25-year plan by contributing to the Nature Recovery Network. Organisations can now apply for Discovery Grants, which support partnerships to unlock barriers to peatland restoration and to prepare projects to apply for Restoration Grants in future rounds (deadline 31 August 2021). New Community Forest for the North EastDEFRA has announced that a new Community Forest will be created to bring people close to nature in the North East of England, which will join the England Community Forest network. The Department is working with six local authorities and environmental organisations to plant trees across the region, with a target of planting up to 500 hectares of trees by 2050. Interim OEP Scrutiny and Advice Stakeholder GroupThe Heritage Alliance is joining others across the sector to sit on the Interim Office for Environmental Protection (OEP) Scrutiny and Advice Stakeholder Group. This will follow our work in response to the Outcome Indicator Framework and the 25 Year Environment Plan, and specifically our support of DEFRA's work on Goal 6 of the Interim OEP and Future OEP. Deadline to End Coal Power Brought Forward to 2024And a reminder that the Government has moved the deadline to remove unabated coal from the UK’s energy mix forward by a year, from 2025 to 2024. EducationThe Office for Students (OfS) has confirmed that its proposed funding reforms, which include cuts to Higher Education courses across the Arts, will be going ahead. The funding subsidy for creative and arts subjects will cut by 50% from the start of the next academic year, and London universities will see their London weighting cut. An exemption has been made for Archaeology, which will instead be treated as a STEM subject, following a letter to the OfS from Gavin Williamson, Secretary of State for Education. The Department for Education has denied that these funding changes mean the Government is devaluing the arts, but many continue to express concerns over the impacts this decision will have on access to creative arts education in England. Significant Downturn in EU Applications to UK Design CoursesIt has been found that Brexit has been "a major factor" in the drop in EU applications for UK design courses, which have fallen by more than 50 per cent in the past year. Brexit & ImmigrationReminder: Application for New Graduate Immigration Route OpenThe Home Office has now opened applications for a New Graduate Immigration Route. This route provides an opportunity for international students who have completed a degree at undergraduate level or above to stay and work in the UK or stay and look for work, for up to 2 years (or 3 years for students who have completed a degree at the doctoral level). Tourism & HospitalityPrimary guidance for tourism and hospitality businesses has been published. It is a legal requirement for businesses to undertake a risk assessment process for mitigating the risks of Covid to staff, customers and contractors on the premises in the same way that all businesses are currently required to undertake a Health and Safety assessment of their premises. New £1million Funding for Digital VolunteeringThe National Lottery Heritage Fund has launched new funding through its Digital Skills for Heritage initiative to aid organisations in developing their own understanding and use of digital volunteers. Heritage organisations and partnerships of all sizes across the UK can apply by submitting a Project Enquiry Form by 12 noon on 16 August 2021. COVID-19 Response Fund - Open for ApplicationsThe National Heritage Memorial Fund’s COVID-19 Response Fund is now open for applications. This £40m fund is available to organisations across the UK over the next two years to safeguard heritage assets in England. Government-backed Start-Up LoansAnd a reminder that Creative England has partnered with the British Business Bank to unlock new finance opportunities for people working across the creative industry in the UK as part of the Start-Up Loans scheme. The scheme offers personal loans of up to £25,000 to businesses that have opened within the last two years to allow them to develop their creative potential. Sector DigestRead on for a breakdown of the latest news from across the sector. Apply to win £10,000 or more in the Movement for Good awardsThe Ecclesiastical Group [Alliance corporate partner] is one of the UK’s biggest corporate donors, and one of their giving initiatives - the £1m ‘Movement for Good awards’ - offers an exciting opportunity for heritage charities. Their Movement for Good awards have already given £500,000 in £1,000 donations to hugely diverse charities all over the UK and Ireland. Phase 2 is now open, with grants of £10,000, £50,000 or £100,000 to be awarded to charities with an income of less than £5m - applications close on 6 August 2021. 30 charities will be awarded with £10,000 and they are particularly looking for projects that support the theme of Arts, Culture and Heritage or Climate change or environment. Museums Maintain COVID MeasuresThis fortnight has seen further suggestions that museums and cultural venues will continue to maintain a range of restrictions in place to help prevent the spread of COVID-19 at their sites. This follows draft guidance from ALVA [Alliance member] on maintaining COVID safety measures at visitor attractions, created in line with sentiment analysis published at the end of June. The Museums Association has shared news that museums appear to have made little change to their Covid safety measures, despite the easing of restrictions, and AIM [Alliance member] has shared a list of approaches that some of their members are taking, including continuing to require the use of face masks, of social distancing and of a booking system for visits, in line with visitor feedback. Art Fund Announces Museum of the Year 2021 FinalistsThe Art Fund Museum of the Year 2021 Finalists have now been announced, which include members of AIM [Alliance member] Experience Barnsley Museum and Thackray Museum of Medicine, as well as the Centre for Contemporary Art in Derry, Firstsite, the East of England's contemporary visual arts organisation, and Timespan, a cultural organisation in Helmsdale. State the SalaryA new study from Creative Access has suggested that creative jobs that list salaries attract 40% more applicants. They have asserted that "pay matters" and that not stating specific salaries is a practice that can entrench inequalities and disproportionately impact those already under-represented in the Creative Industries. Unleashing the Power & Potential of Creativity in the UKThe Creative Industries Federation and Creative England have jointly published a new report: The UK Creative Industries: unleashing the power and potential of creativity - which explores the power and potential of the UK's creative industries to help the country regenerate places, rebuild the economy, drive innovation and create jobs. This follows news of their joint #WeAreCreative campaign. Digitally Exploring Gardens & Houses Across the UKGoogle Arts & Culture has launched its new Gardens United project, which allows users to digitally explore gardens across the UK. Historic Houses [Alliance member] has also announced that it has partnered with Google Arts & Culture to share stories from their member houses and gardens. Rethinking Capacity Strengthening for Sustainable DevelopmentA new 'brief report' from UNESCO and Changing Story has found that "Heritage practitioners are still strongly entrenched in conventional ‘Western’ conservation approaches". The report comes from their Heritage and Our Sustainable Future Series, in partnership with the University of Leeds and with support from the AHRC. Data Breach - National Lottery Community FundNews of a data breach at the National Lottery Community Fund could mean that some of the personal information of NLCF recipients could be at risk. The data includes the names, dates of birth and bank details of people who applied for funds from NLCF’s UK Portfolio, England funding or Building Better Opportunities programme between September 2013 and December 2019. An investigation is ongoing into what caused the breach and how many individuals may be affected. The funder is urging people to look out for fraudulent activity on their bank accounts or phishing emails. Applicants with further concerns are advised to call NLCF’s England Advice Team helpline or email data.breach@tnlcommunityfund.org.uk. News from the National Lottery Heritage FundThe National Lottery Heritage Fund has announced the five recipients of its £50m Heritage Horizon Awards, which will fund transformational projects for communities in the UK. The team has just released a limited time Raising Confidence Digital Help Desk, a free service linking organisations to experts who can answer questions around digital work. Register your interest via the form here. They have also now produced a joint discovery insights report through their work with The Young Foundation in answer to the question 'how can innovation help us do the best we can for the future of heritage?' The report was informed by insights from The Heritage Alliance team. And Finally, Ros Kerslake CBE has announced that she will be stepping down as Chief Executive of the National Lottery Heritage Fund at the end of 2021. ConsultationsOpen Consultations:
The Calculation Of Income Tax For The Self-EmployedThe Government has announced that it intends to proceed with basis period reform to simplify the system for taxing self-employed people and business partnerships. The proposal is to change the way profits are calculated for a tax year, so they are based on the profits arising in the tax year itself rather than on the profits of a 12-month set of accounts ending in the tax year. The change will apply from 2023/24. This consultation aims to gather views on how best to implement the proposed reform, looking at some of the key areas identified during the pre-consultation. Deadline: 31 August 2021 Strategic Policy Statement (SPS) for OfwatThe Government and water regulators (Environment Agency and Ofwat) have published a policy paper outlining a programme of reform to 'build back greener' from the pandemic - a review of the Water Industry National Environment Programme (WINEP). The Government’s new draft Strategic Policy Statement (SPS) for Ofwat has also been published for consultation with industry and stakeholders, outlining the key priorities for the independent regulator.
