Welcome to the new International Education Unit Bulletin. It is intended to be a regular publication to communicate key updates related to Victorian Government activity and other key international developments.



International Education Strategy implementation on track

In 2013, the Victorian Government launched, International Education Strategy for Victoria 2013-2018 which sets out a clear vision and four action areas to support growth of one of Victoria's most valuable export sectors.

The Strategy includes 19 initiatives in four strategic action areas - market development, quality education, student experience and marketing and branding.

Key initiatives include:

  • Trialling a new public transport ticket scheme for international students from 2015 for three years in partnership with education providers
  • Extending on-the-ground support for business development activities overseas including placing additional Education Services Managers in western China, Indonesia and Latin America
  • Establishing awards to recognise excellence amongst international students and Victorian education providers
  • Expanding the support and services provided to international students in Victoria through the Study Melbourne Student Centre.

New Study Melbourne Student Centre is open

The International Student Care Service has been relocated and rebranded as the Study Melbourne Student Centre and is now open in Melbourne’s CBD. 

We will continue offering professional support and referral to local services and community resources, crisis intervention and case work support that the International Student Care Service provided.

The new location of the Centre offers international students an inviting and culturally responsive place where they can access computers, the internet and other services, including information provision around key areas of concern for international students.

Conveniently situated near Southern Cross train station, the Study Melbourne Student Centre provides improved accessibility for international students, particularly those from regional areas.

The centre is a partnership with the sector and will provide co-location opportunities with international student service providers and student groups, as well as hosting events for students.

International Student Welcome Desk now open at Melbourne Airport

The Welcome Desk provides information and advice to students arriving at Melbourne airport. The friendly volunteers greet arriving students, answer their questions and provide them with free information, advice and a Welcome Pack.

The Victorian Government is proud to support this as the key sponsor, and also recognise the great achievement in the sector working together to fund the desk.

Where: The Welcome Desk is located at the International Arrivals Hall, Terminal 2 Tullamarine, Melbourne Airport.

When: Wednesday 9 July until Tuesday 29 July 2014

Open: 7am to 3pm and 6pm to 11pm Monday to Sunday

Expansion of Victoria’s global Education Services Manager network

The Victorian Government network of in-market Education Services Managers (ESMs) has been busy expanding with the number of ESMs increasing to a network of eight – the largest of any Australian state.

Sherry Xu who has been based in the Shanghai, China office since September 2012 has recently made the move to Melbourne. Sherry will continue to work until November on a range of special projects including the implementation of a Chinese social media platform. Sherry will also assist with handover to her successor in the coming months.

Recruitment is also well underway for a new ESM in Bogota, Colombia with an expected start date for the successful candidate likely to be in late August/early September.

The ESM network aims to provide a key mechanism to support access to market opportunities in international education in key source markets.

Study Melbourne Facebook Page Hits 100,000 Likes in 100 Days

In June the page attracted an average of more than 1300 fans per day from key international education markets across Asia, Europe and the Americas.

Through the page, we receive regular inquiries about the range of courses and eligibility requirements, the scholarship options available to international students and changes in individual education and training institutions.

Victorian International Education Awards – judging for 2014 is underway

The annual awards support Victoria's single most valuable export sector by recognising innovative international education institutions, companies and service providers as well as the exceptional accomplishments of individual students.

Winners of the student awards will be awarded a scholarship of $10,000 to contribute to their study in Victoria.

The award ceremony will take place on 9 September 2014 and finalists will be announced in August 2014.

Victorian International Research Scholarships

High performing PhD students from around the world can apply for the prestigious 2015 Victorian International Research Scholarships.

The three-year $90,000 scholarships are available to international students enrolled to undertake a PhD at a Victorian university from 2015. The Scholarships are funded by the Victoria Government in partnership with Victoria's universities.

Scholarships are available to students undertaking a PhD from 2015, including those studying in an overseas university or international students currently studying in Australia.

Congratulations to Monash University, Monash Burnet Institute, La Trobe University, Swinburne University and The University of Melbourne who are hosting the 2014 Victorian International Research Scholarship recipients.

Promotion across key international markets for the VIRS for 2015 has commenced, and DSDBI will be calling on universities again in November to nominate the best doctoral students for the 2015 round.  We hope to see a strong field of applicants from key and emerging education regions including Latin America, Indonesia, Malaysia, China and South Korea.

Victoria India Skills Partnership Start-up Allowances program

The Victoria India Skills Partnership Start-up Allowances (VISPSA) program has been designed to assist Victorian vocational education and training (VET) institutions that are embarking on a transnational training partnership with an Indian partner. 

The VISPSA program offers a one-off contribution (paid in instalments, subject to the delivery of agreed milestones) as a partial contribution that will support the Victorian institution and its partner/s to commence training in India within the bounds of a new commercial partnership. 

Applications can be submitted at any time and must meet the criteria specified in the document attached.

Victorian International Education Ministerial Advisory Roundtable meets for the first time

On 8 July the Hon. Louise Asher, Minister for Employment and Trade, chaired the inaugural Victorian International Education Ministerial Advisory Roundtable.

The Advisory Roundtable provides a regular opportunity for representatives from international education providers, peak bodies, students and the State Government to share intelligence, discuss emerging issues impacting on the sector’s sustainable development and ensure that the respective actions of providers and government are well aligned and coordinated.

Subject matter experts were also invited to the Advisory Roundtable to discuss in depth the issue of employability and work-readiness opportunities for international students in Victoria. Other issues of strategic importance to Victoria’s international education sector will be the subject of future meetings and we welcome your suggestions on topics you believe merit consideration. Current statistics and research notes on the International Education sector have been prepared by the Department of State Development, Business and Innovation.

The findings are based on data provided by the Commonwealth Department of Education International.

The research has been broken down into the following three sections:

  • Onshore international student enrolments and commencements
  • Market dependence and diversity
  • Individual sector performance 2013
