2016 AFAO National Gay Men’s HIV Health Promotion Conference

This biennial conference has been hosted by AFAO for over two decades and continues to be the key event in the HIV community sector calendar.

It offers a great opportunity for staff and volunteers of AIDS councils, PLHIV organisations and the public sector to discuss the current challenges facing the HIV sector in 2015 and beyond, and to devise and present innovative approaches in response to these challenges.

It’s also a unique opportunity meet other workers from around the country who are engaged in similar work and to build supportive and productive networks.

More information about the conference will be sent out over coming weeks, including the conference theme, and timelines for submission of abstracts, registrations etc., so stay tuned.

Farewells

Big thanks and appreciation to Chris Ward, Khun Kris and Khun A, who have all left the International team over the past few months.

Khun Kris, who worked in finance and admin, has moved to APCASO and Khun A, the office coordinator is now working full time with APCOM.

Chris Ward worked across the various international program projects and is much missed. He has returned to Sydney to work at NSW Health.

Welcome Brent

AFAO is very pleased to announce, and warmly welcomes, Brent Clifton as a new recruit to our health promotion team.

Brent comes with significant expertise in HIV health promotion through his time at ACON, where he was the Coordinator of the HIV and Sexually Adventurous Men’s Project, which included responsibility for coordinating various community development, peer education and group facilitation projects. Brent has already demonstrated a keen understanding of contemporary HIV prevention and HIV positive health promotion issues facing Australian gay men and other affected communities.

Brent’s previous work experience with Coca-Cola Amatil as a Sales/Project and Training Officer, and his subsequent experience in group work at ACON over the last 4 years, has also equipped him well with training and capacity building skills, and consequently, Brent will be the main point of contact for AFAO’s 2016 National Gay Men’s HIV Health Promotion Conference.

Next Steps

The latest edition of AFAO's Next Steps booklet for people recently diagnosed with HIV is now available.

The booklet covers a range of topics including information about HIV, treatments, disclosure, having children, and where to seek support.

It includes real-life stories shared by people living with HIV about their experiences after their diagnosis.

Data snapshot shows more action needed

The 2015 Annual Surveillance Report of HIV, viral hepatitis, STIs, released on 14 September, indicated that in 2014, HIV diagnoses in Australia remained stable, following a sharp rise in 2012.

The report also showed that Australia is on track to meet global treatment targets, which are important for the health of people with HIV and for ongoing prevention efforts.

However, the report shows that more work is required to reach the target of reduced HIV infections by 2020.

From the Bangkok office

PrEParing Asia

International Manager Chris Connelly, Nic Parkhill (ACON) and Ben Bradstreet (WAAC) attended APCOM’s regional dialogue on rolling out PrEP in Asia in late September. 120 community, government, UN and INGO representatives participated in the dialogue in Bangkok.

Chris, Ben and David Bridger (UNAIDS Indonesia) supported the dialogue as the rapporteur team documenting the community, youth and health provider/policy maker streams respectively (pictured).

CAI

The Community Advocacy Initiative project (CAI) in partnership with APCASO came to a close of its current phase under Australian government funding on 30 September.

Final activities included a national CSO-government dialogue meeting on the Chinese funding mechanism for CSO, including presentation of Australian models and the findings from a survey report conducted by the national CAI partner China HIV/AIDS Information Network (CHAIN).

Other activities included a civil society consultation on the Global Fund New Funding Model country dialogue process in Cambodia led by national partner HACC.

A recent evaluation of the CAI program from 2012-2015 identified key lessons from the program on civil society engagement in HIV financing, for incorporation into future program design.

JumpStart - MSM and Transgender Network Capacity Strengthening Initiative

The JumpStart Project in partnership with APCOM has also come to the end of its current phase under Australian government funding.

In the short time it has been operating JumpStart has produced a number of policy and technical briefs, facilitated technical support and capacity assessments to national and regional networks, and facilitated MSM organisations' engagement in Global Fund country dialogue processes.

A recent country visit to Laos by APCOM and AFAO in collaboration with UNAIDS and national partner LaoPHA engaged local MSM and transgender community representatives in discussions around formation of an informal network on HIV, a significant step for greater engagement by these communities in the Laos context.

An evaluation of JumpStart has also been conducted. APCOM will work to mobilise other funding sources to implement JumpStart.

Kapul Champions

In September we welcomed Mactil Bais as Program Manager at our partner Kapul Champions, the national network for men of diverse sexualities and transgender people in PNG.

Recent achievements from Kapul Champions include a  submission to the UN Universal Periodic Review for PNG, which focused on human rights and the need to remove sections of the penal code criminalising sexual relations between consenting adults of the same sex, and the need for gender recognition for transgender people in PNG.

The submission demonstrates the great progress Kapul Champions has made in its advocacy capacity and role as a national network since its creation in 2012.

Global Fund

AFAO is pleased to have received endorsement from the Global Fund to develop an expression of interest for a regional program on domestic HIV financing into a full concept note.

The program would work in Indonesia, Malaysia, Philippines and Thailand, to support civil society engagement with governments in seeking increased funding for programming with key affected populations, in particular MSM and transgender people.

AFAO will partner with APCASO and APCOM to implement the two year program if our Concept Note is accepted. Currently the three organisations are conducting a regional dialogue process including country scoping visits to design the program.

New resource for working with CALD communities

HIV and CALD communities: Mapping health promotion lists over 70 health promotion programs and resources that have been developed to engage with culturally and linguistically diverse (CALD) communities around HIV prevention, awareness and support.

Launched at an African community meeting in Brisbane on 16 September, the resource is intended to support the work of services and organisations working with these communities.

HIV Australia - latest edition

The latest edition of HIV Australia explores the changing landscape of HIV treatment and prevention in the light of new understandings about early treatment, treatment as prevention (TasP) and pre-exposure-prophylaxis (PrEP).

This edition aims to enrich ongoing conversations about new approaches to HIV treatment and prevention.

HIV Tests & Treatments

HIV Tests & Treatments has been revised, updated and relaunched as a website: hivtnt.org.au.

hivtnt.org.au describes the currently available antiretroviral drugs for the treatment and management of HIV infection, as well as common tests used to monitor the health of people with HIV, and how these tests can be used to help PLHIV look after their health and make decisions about starting, stopping or changing antiretroviral treatments.

African project work

Faith leaders meeting

AFAO’s African Reference Group hosted a one day national meeting for African faith leaders on 25 July (two participants pictured at left).

This meeting aimed to support the work of state and territory based services that work with African communities and the agenda included a strong focus on stigma and homophobia. Two positive speakers and a gay man, all from African backgrounds, spoke about their experience of stigma and the role of faith in their lives. The speakers made a strong impact on participants.

Participants also shared information and resources, including AFAO’s resource, HIV and Stigma in Australia, and discussed appropriate faith responses to several case studies. The event is being evaluated, but participants’ comments on the day indicate it was successful in raising awareness and providing tools for faith leaders to address HIV related stigma within their communities.

Reference Group face to face meeting

AFAO’s National African Reference group, which is composed of representatives of African communities and HIV and multicultural health service providers in ACT, NSW, QLD, SA, Vic and WA, met on 24 July to discuss emerging issues, identify appropriate actions to address them, and begin developing a workplan for the coming year.

19 people attended the meeting, which also provided an opportunity for participants to learn more about new prevention technologies and AFAO’s policy work related to migration and mobility.

Hub wrap up

The AFAO Community and Advocacy Hub was an exciting and stimulating focal point of the national HIV (ASHM) Conference in Brisbane in September.

Over two days, hundreds of conference delegates enjoyed a wide range of presentations, Q & A sessions and film screenings.

Support Don’t Punish Day of Action

Presenters at the AIVL/NUAA day of action celebrating the global movement Support Don’t Punish in July agreed that that the 'War on Drugs' has failed and highlighted ongoing challenges in achieving drug law reform.
