Hazardous Substances Update #190

In this issue we have an application for a new fungicide, a hearing for another, two herbicide applications, reassessment of methyl bromide, reports including our Statement of Intent, and information about requirements for importers of cosmetics and other products.

Application for a new fungicide to combat cereal diseases

BASF New Zealand Limited has applied for approval to import Revystar Fungicide with the active ingredients mefentrifluconazole and fluxapyroxad for use as a foliar fungi control for cereal crops. 

The active ingredient, mefentrifluconazole, would be a new substance to New Zealand. It is approved in the European Union.

BASF is seeking approval for Revystar to be used via ground-based and aerial application methods on cereal crops.

Submissions on this application close at 5.00 pm on 26 August 2019.

Hearing for a new fungicide

The EPA held a hearing on July 24 2019 for a new fungicide, Vimoy Iblon.

The application is from Bayer New Zealand Limited. The fungicide contains a new active ingredient, isoflucypram, that is yet to be approved in any country.

Due to fog disruption at Wellington Airport on Monday 22 July, this hearing was rescheduled to Wednesday 24 July.

The Decision-Making Committee is now considering their decision.

Application to import wilding conifer herbicide

Views are sought on an application to import Method 240 SL Herbicide to control wilding conifers and other woody weeds.

Bayer CropScience Pty Ltd has applied for approval to import the herbicide.

The active ingredient, aminocyclopyrachlor, would be a new substance to New Zealand. It is approved in Australia, Canada and the USA.

If approved, Method 240 SL Herbicide would be used to control wilding conifers and other woody weeds such as gorse, broom, blackberry and thistles. The herbicide would be sprayed on non-crop farmland and conservation land such as native bush, recreational and tourist areas and on industrial sites such as railways and roadways.

Views of the public are sought on the potential beneficial or adverse effects additional to those described by the applicant.

Submissions close at 5.00 pm on 31 July 2019.

Application to introduce herbicide Boxer Gold

Your views are sought on an application to introduce a new herbicide to control weeds in potatoes.

Syngenta Crop Protection Limited have applied to import for release a new herbicide, Boxer Gold, with the active ingredients S-metolachlor and prosulfocarb. Application is proposed to be limited to professional users using ground based methods.

The active ingredient prosulfocarb would be a new active ingredient to New Zealand. It is approved in the European Union, Australia and Japan.

Views of the public are sought on the potential beneficial or adverse effects additional to those described by the applicant.

Submissions close at 5.00 pm on 30 August 2019.

Reassessment of methyl bromide

Submissions are open on a reassessment of the fumigant methyl bromide. Submissions close at 5.00 pm on 29 August 2019.

Stakeholders in Methyl Bromide Reduction Inc (STIMBR) applied for a reassessment of the approval for methyl bromide.

Methyl bromide is used as a fumigant in the quarantine and pre-shipment treatment of logs, produce, flowers and other goods. It is also used for the treatment of potato wart.

We are processing this application as a modified reassessment. This means that the reassessment will only consider specific aspects of the approval, such as the required controls. The approval to import or manufacture methyl bromide cannot be revoked in this type of reassessment.

HSNO Enforcement Report 2018

The EPA has released the HSNO Enforcement Report 2018, the first since significant changes to the enforcement regime for hazardous substances came into effect in December 2017.

The report surveys enforcement activities under the Hazardous Substances and New Organisms Act.

HSNO Monitoring Report 2018

The EPA has released the HSNO Monitoring Report 2018 covering the period from 2006 to 2016.

The report shows that hospitalisations from hazardous substances has decreased over the 10-year period, but that under-fives continue to have the highest rate of hospitalisations from hazardous substances.

Requirements for cosmetics

There are requirements under HSNO for the import or manufacture of cosmetics, if the cosmetic products are hazardous substances

Microbeads in your cosmetic products may be covered by the microbeads ban to prohibit manufacture or sale of affected products.
