CPC Statement on New York State FY24 Executive Budget 

New York, NY– The Chinese-American Planning Council (CPC) acknowledges Governor Hochul’s proposed $227 billion State budget for supporting immigrant communities, expansion in housing, and investments into transportation and the social service sector. Given the urgent and emerging needs across the State’s diverse communities, we strongly urge the Governor and Legislature to invest more deeply in fully meeting the needs of Asian American & Pacific Islanders (AAPI), communities of color, immigrants, low-income New Yorkers, women, and human services workers.

“We were pleased to see investments into our immigrant communities including a $43 million for the Office of New Americans, Liberty Defense Program, and Migrant Refugee Response Legal Assistance. To be more impactful, we must fund legal services, adult literacy, guaranteed right to counsel and health care coverage. We were also pleased that the budget included indexing the minimum wage, and we hope to see deep investments in wages for human services workers through the Just Pay campaign and home care workers through the Just Pay and Fair Pay for Home Care campaigns,” said Wayne Ho, President and CEO of the Chinese-American Planning Council (CPC). “We also call upon the Governor to grow and enhance budgetary commitments for the AAPI community to address historic underfunding and increasing community demands.”

The Executive Budget takes a number of important first steps with a 2.5% COLA across various human services agencies, $7.6 billion investment over the next four years for child care, and an expansion of last year’s $25 billion housing investment to the NY Housing Compact, which aims to build 800,000 new homes over the next decade, and a $1 billion allocation for health care, shelter, and other services for asylum seekers. 

CPC urges the State to empower our marginalized communities by funding core social services like the AAPI Equity Budget, the Settlement House Program, and Adult Literacy Education. While we are glad to see that there are efforts in the Governor’s proposal to index New York State’s minimum wage to account for inflation, this is simply not enough. We need to ensure that all New Yorkers are able to meet their needs through passing the Raise the Wage bill sponsored by Senator Ramos and Assemblymember Joyner. We also need to ensure that we address the home care crisis through passing Fair Pay for Home Care to ensure that home care workers earn 150% of the minimum wage, fully funding 24-hour shifts so they can be split, and maintaining wage parity for CDPA. We also need to shore up the human services sector by passing the prevailing wage bill (Just Pay) so we can adequately compensate this essential government-funded workforce. Furthermore, during a time where we are not only recovering from the pandemic but experiencing a harsh recession, the State must eliminate tuition hikes for CUNY and SUNY students and allocate funding to increase transit services and fix the MTA. We urge the State to pass the package of revenue raising bills that the Invest in Our New York Coalition is advocating for to be able to invest in our social safety net, expand the Emergency Rental Assistance Program (and pass good cause eviction), and deeply invest in truly affordable housing to urgently address the ongoing housing crisis across the city and state. CPC also urges the State to invest in Coverage for All (extending Essential Plan to undocumented New Yorkers), and pass the New York Health Act.

CPC looks forward to working with the Governor’s Office and the State legislature to ensure a just and equitable budget is passed by April 1st that meets the needs of all New Yorkers.
