Click here Friday 23 April 2021 Remembering Peter AinsworthFollowing Heritage Day, we sadly announced the sudden passing of our Chair of trustees, Peter Ainsworth. In this issue, we would like to share further tributes that have since been shared about Peter’s life and career, demonstrating his immense impact on the heritage sector, the environment sector, the charities and the individuals with whom he worked. Alongside our joint statement with the CCT, a number of Peter’s former colleagues and organisations with which he worked have shared messages about his life and the profound impact he had in politics and for heritage. These include tributes led by the Prime Minister shared by the BBC, the Metro, the Sun, the Mail Online and the Evening Standard. More in depth obituaries have been published by Tom Greeves in the Critic, Peter Aiers in the Church Times, and in the Times and the Telegraph. We would like to share a clip of Peter from Heritage Day 2020, where he gave a keynote speech on the importance of heritage which conveys his passion for the sector. Our CEO Lizzie and the CEO of the CCT Peter Aiers spoke on BBC Surrey (at around 3hrs 41mins in) and Lizzie summarised the experience of Alliance staff describing how Peter “…led with conscience and kindness. #HeritageChat#HeritageChat is a Twitter chat to discuss collectively important topics for the sector. It takes place every third Tuesday of the month, at lunch time. April’s #HeritageChat (20th April 1-2pm), discussed ‘The Future of Volunteering’. Participants shared thoughts on the current and future challenges for heritage volunteering; how to sustain it now and in future, making it more beneficial, fair and inclusive. As usual, we summarised the tweets shared on the day of the chat here. The next #HeritageChat will be on Tuesday 18th May (1-2pm as usual) and will be devoted to ‘Understanding Future Innovation Challenges for Heritage’. The chat will be led in collaboration with the National Lottery Heritage Fund [Alliance member] and the Young Foundation and will be linked to a programme of events to explore how they can accelerate the emerging ideas needed to support heritage in the future. Historic Environment Forum (HEF) RemindersDon't forget that the HEF has produced a Heritage Recovery Plan around the four themes of re-opening, resilience, skills and return to growth with actions for Government and for the sector. On Brexit, they have a Trello board with Brexit-related FAQs which is regularly updated. Please contact Francesca if you have encountered specific Brexit-related problems you want to share on the board, or if you found a solution to the issues listed in our Trello board under the section ‘Peer support’. Updates from our National Lottery Heritage Fund Supported Heritage Digital Programme*NEW Workshops*: Developing online resources and collections online: copyright and data protection issues The next set of by-application workshops on the programme are being run by Naomi Korn Associates. This detailed 2-part online course will provide a comprehensive study into the practical aspects of rights management and data protection in relation to developing online resources and collections online. The past fortnight has been a quieter one on the advocacy front, with parliament in recess over Easter and the attention on sport and technology. There are now just under four weeks until the earliest date that all heritage places will be able to reopen under Step 3 of the Government’s Roadmap out of lockdown. As many organisations across the sector are preparing for reopening, we will be continuing to collate and share the latest guidance and resources. See more updates on COVID-19 below. Sir Laurie Magnus has been reappointed by the Secretary of State as the chair of Historic England for a two year period from 1 September 2021 to 31 August 2023. Sir Laurie is also currently a member of the Board of the Culture Recovery Fund, a trustee of English Heritage Trust, Chair of Windsor Leadership Trust and Deputy Chair of All Churches Trust. COVID-19Last week we moved in step two of the Government's Roadmap out of lockdown, which has seen non-essential retail, public buildings, indoor leisure facilities and most outdoor attractions reopen. The planned pilots for larger events as outlined in the Roadmap Reviews: Update are planned for April and May, more detail on that here. With the easing restrictions, the guidance on the following has recently been updated: reopening businesses and venues, what you can and cannot do, the visitor economy, heritage locations, places of worship, weddings and civil partnerships, performing arts, hotels and searching for archaeological finds. Charity FundraisingThe guidance on charity fundraising has also been updated and the Charity Commission has released its guidance for the sector. Further Support Through SEISSThe fourth grant of the Self-Employment Income Support Scheme (SEISS) will be available from late April and guidance is available here on how circumstances affect eligibility and where to register for a live webinar from HMRC. Financial Support Finder and GuidanceThere is also an updated financial support finder for businesses and individuals and updated guidance for those who are self-employed who have had no or less work and those who have lost their jobs. Test and Trace GuidanceA reminder that guidance on Test and Trace now includes further requirements for maintaining records and contact information from staff, customers and visitors. UK Gigabit Voucher SchemeThe UK Gigabit Voucher Scheme has been relaunched and will provide grants of up to £3500 for SMEs (including not-for-profits and charities) in the hardest to reach rural areas. The aim of the grant is to help to cover the costs of installing gigabit broadband to people’s doorsteps. Eligibility details and a postcode checker are available. FundingA reminder of the funding that is available for the sector: The National Lottery Community Fund - a further investment of £18 million in the Government’s ‘Changing Futures’ programme to enable "a more effective, joined-up service" from local organisations. The Supporting Families programme - a £165 million programme to support vulnerable families. The Government’s Recovery Loan Scheme - through which businesses can access loans of £25,000 to £10 million. Invoice and asset finance is also available from £1,000. The Welcome Back Fund - £56 million to boost tourism, improve greenspaces, outdoor seating areas, and market and food stall pop ups. This funding builds on the Reopening High Streets Safely Fund. The Additional Restrictions Grant - recently updated to specifically include tourism and events businesses that are not eligible for other grants. There is updated guidance for local authorities and data was recently released on the local authorities that have received the funding. Nesta’s Arts & Culture Finance team's £23m Arts & Culture Impact Fund is still open - it is a social impact investment fund for creative social enterprises. The National Audit Office has found that the arts sector has so far received just over half (£495 million) of the £830 million budgeted by the Government for COVID-19 grants and loans through the Culture Recovery Fund. See our Covid-19 Guidance Hub for further details. Travel & TourismThe Global Travel Taskforce has released their report on non-essential international travel. A statement is available on this link on the traffic light system for non-essential international travel. The Government's position remains that it wants to see a return to non-essential international travel "as soon as possible, while still managing the risk from imported cases and variants of concern." However, it is still not yet in a position to confirm that non-essential international travel can resume from 17 May. The Government is still advising people not to book summer holidays abroad until the picture is clearer. However, Transport Secretary Grant Shapps indicated in a BBC interview that people in England can start thinking about booking foreign holidays again this summer. Social ImpactsThe data from the latest ONS Opinions and Lifestyle Survey (covering the period 31 March to 4 April and 7 April to 11 April 2021) show stable numbers on personal well-being levels including happiness, life satisfaction and anxiety. Positive sentiment towards the vaccine remained high and more of those (95%) of people who had left home in the past seven days had visited a park/local green space or a beauty spot/beech/landmark. Visit England's most recent Consumer Sentiment tracker (covering the period 6 - 10 April) shows general levels of optimism are rising, with increased confidence in booking trips in June (38% fairly/very confident, up from 33%). 14% anticipate taking an overnight trip this spring with ‘coastal/seaside towns’ and ‘countryside or village’ as the leading destination types. PlanningDirections from MHCLGThe Ministry of Housing, Communities and Local Government has released three Directions related to planning.
Permitted Development RightsA reminder that The Housing, Communities and Local Government Committee is seeking views on the Government's recent and proposed changes to permitted development rights around large-scale development, commercial-to-residential conversations and changes of use. The government is also proposing law changes to boost ongoing efforts to improve connectivity for people who live, work and travel in rural areas. The reforms aim to reduce build time and costs for new infrastructure while protecting rural areas by minimising any visual impact. The related consultation can be found here. Environment & AgricultureGreen Homes Grant StoppedThe Green Homes Grant aimed at helping householders in England insulate their home stopped accepting applications at the end of March. The £300m previously allocated for the GHG will now go into a programme administered by local authorities, targeted at lower income households. Passing of Frank JuddEarlier this week, we had the sad news that Lord Judd, former minister and Labour peer, passed away aged 86. He served as an MP in Portsmouth from 1966 to 1979 and was also a former director of Oxfam before being appointed a life peer in 1991. He was wholehearted in his support for countryside and the environment and a great ally for CPRE The Countryside Charity [Alliance Member] in Parliament. New Countryside Code ReminderA reminder that the new Countryside Code launched in early April aims to allow people of all ages and backgrounds "to enjoy the health and wellbeing benefits that nature offers, while giving it the respect it deserves". Other NewsThe Culture Bar Podcast with Lord Ed VaizeyLord Ed Vaizey joined Professor Corinne Fowler and Henry Southern (host) to discuss the complexities of understanding and clarifying what contested heritage means, the importance of sharing stories to reveal history, the crucial role of education in schools, and ensuring voices are heard. Parliamentary Questions and AnswersLast week in Parliament, there were oral questions have been asked on historic Galloper wreck site, the UK Shared Prosperity Fund and the fund/levelling up in relation to the devolved administrations. There was also a question for Secretary of State for Housing, Communities and Local Government Robert Jenrick on hospitality venues and highstreets in which he mentioned the legislation to ensure businesses can continue to set up marquees without planning permission throughout Summer and Permitted Development Rights. There have also recently been written answers on the Culture Recovery Fund, Events, the Convention Intangible Cultural Heritage and VAT on Repair on maintenance of historic buildings. Consultations on DMOsThere is an upcoming consultation from DCMS focused on Destination Management Organisations, and their role in optimising tourism. Passing of Don HensonWe were saddened to hear about the passing of Dr Don Henson, Head of Education at the Council for British Archaeology (CBA) [Alliance Member] from 1994 to 2011 and twice in charge of the Young Archaeologists' Club. Don was a strong advocate for the importance of education work within archaeology and had a positive influence on many in the sector, the University of York Archaeology Department has put together a tribute. The Collections Trust Plans Improved National Museums DatabaseThe Museums Association reports that in Autumn the Collections Trust will be retiring Culture Grid which was created over a decade ago to support organisations to safely share their collections online. This is as part of a move to develop a new and more sustainable national collections database. Online Audiences Viewed New Art Form During COVIDResearch by Marquee TV and Indigo Consultancy has found that two-thirds of online audiences viewed a new art form during COVID with contemporary dance, ballet and opera gained the highest percentages of new audiences. Read more here. Inc Arts UK Launches Anti-racism ToolkitIn collaboration with leaders across the creative sector, Inc Arts UK has launched Unlock, an anti-racism toolkit for the arts. It offers a choice of over 100 suggestions and pieces of advice to help bring anti-racist commitments to life in arts workplaces. UNESCO Recommendations to Help Museums Bounce BackUNESCO has published Museums around the world in the face of Covid-19 which provides a “provisional assessment” of the state of over 100,000 museums across 87 member states in the face of the pandemic. In light of this research, they issued 3 key recommendations: (1) providing a platform for the sector to continue dialogue about the impact of COVID-19; (2) that public authorities financially support museums; and (3) that member states should consider capacity development, digital development and the social role of museums. Museum as Muck's New websiteMuseum as Muck, who are working to offer help to museums and organisations that aim to recruit, support and retain working class talent, have launched their new website. Europe’s 7 Most Endangered Heritage Sites 2021Europa Nostra – the European voice of civil society committed to cultural and natural heritage – together with its partner, the European Investment Bank Institute, has announced the List of 7 Most Endangered monuments and heritage sites in Europe for 2021. New Pink Book Published by VisitEnglandA new Pink Book, published by VisitEngland pulls together all the legislation relevant to small accommodation businesses into one easy to use reference book. It has been in publication since 1997 and this is the 11th edition. Volunteer Leader of the Year Award for 2021The Heritage Volunteering Group is launching their Volunteer Leader of the Year Award for 2021 recognising and rewarding contribution to the world of heritage volunteering. 2020 has seen its own challenges and HGV are looking forward to reviewing nominations that demonstrate how these challenges have been met for the benefit of their volunteers, audiences, and collections. Nominations are now live. National Lottery Open WeekSince March 2020, over £1billion of National Lottery funding has helped communities, people and organisations impacted by the coronavirus (COVID-19) pandemic get back on their feet. National Lottery Open Week is a great way to say #ThanksToYou. This annual initiative, which began in 2017, has grown to include 650 offers and reaches 14 million people.
