World Conference on International Telecommunications concludes today.

Australia has confirmed that it will not sign the proposed revised International Telecommunication Regulations (ITRs). In the negotiations, consensus could not be reached relating to internet issues and a vote was taken. Australia voted against the inclusion of the text, in line with Australia’s consistent position that the internet should not be included in the ITRs. However, the result of the vote was in favour of inclusion.

The Minister for Broadband, Communications and the Digital Economy has issued a media release on the matter.

CEO Update

Welcome to the December 2012 Xmas edition of the IIA’s Engage Newsletter.
With only two weeks until Christmas, at the IIA we are continuing to focus on our planning for the IIA Gala Dinner in February, finalising our review of the iCode, further developing IIA initiatives on eSecurity including our Approved Vendor Trust Marque, while continuing our engagement with our members, key stakeholders and government. It’s been an extremely busy 2012 for the IIA, as it has for you our members and we are looking forward to the many challenges and opportunities ahead in 2013.  

I was pleased to see so many IIA members on board the SS Matilda III for the IIA annual Nautical Policy Party. I apologise if I didn’t get the opportunity to talk personally with each of you on the day, but I hope you enjoyed the event, managed to catch up with our Chairman (Bruce Linn) and our Board of Directors, had a chat with the IIA team and networked with other IIA members and participants. This was my first time on the boat trip as CEO and I enjoyed the opportunity to meet with many of you and provide an update on the IIA’s activities. I’d like to thank my great team, Lynn, Chantal and Ursula for the amazing job they did in organising the event.

Progress on the Parliamentary Joint Committee on Intelligence and Security (PJCIS) inquiry into potential reforms of National Security Legislation, while still ongoing, has gone somewhat quiet since the last public hearing in November. A brief update is provided below.

Last month the IIA convened a Taskforce to review the ALRC Inquiry on Copyright and the Digital Economy and draft a submission. There has been a significant amount of interest from industry and the public on this review with a further update provided in this Newsletter.

I’m pleased to welcome on board another new member to the IIA, My Personal Details (MyPD). MyPD has a unique service offering which facilitates speedy access to personal information in a situation where someone is incapacitated, deceased or an unconscious victim. MyPD are planning to further grow their business and I look forward to working with them and seeing what other innovative products they introduce next year.

I’d also like to congratulate IIA member ‘Blue Chilli’ for, not only being nominated in BRW’s Top 30 list for the most innovative companies in Australia but, being selected at Number 3! Well done to Sebastien and all the team at Blue Chilli, a fantastic achievement and well deserved. Please refer to the members section of this Newsletter for more info.

It would be remiss of me not to remind all our members that our 16th annual IIA Gala Dinner is on at Doltone House, Sydney on Thursday 21 February 2013. The theme for the dinner will be Internet...anywhere, anytime, anyhow, and I look forward to seeing as many of you there as possible. The event coincides with the IIA AGM and we expect it to be a great night of entertainment and networking, so mark this date in your calendar and book your tickets or even better become a sponsor. IIA CEO Presentation at the Australian Cybercrime Summit

The Australian Cybercrime Summit 2012 was held in Sydney on December 3rd – 5th 2012. The summit brought together the leaders in the cybercrime prevention, detection and investigation space.

Scholarship opportunity – women in the ICT sector

The IIA has secured two scholarships of up to $11,000 to be awarded to women working in the Information Technology sector within IIA Member organisations.

The scholarships will be awarded to Internet Industry Association (IIA) members to assist their participation in the Advanced Leadership Program (ALP). Developed by a consortium of educational bodies and industry experts, the ALP is part of a national initiative to increase Australia’s pool of executive level female leaders.

Registrations are now open for 2013 programs. Scholarship applications for the course must be submitted by Friday 21st December.

PJCIS inquiry into potential reforms of National Security Legislation

The Parliamentary Joint Committee on Intelligence and Security (PJCIS) inquiry into potential reforms of National Security Legislation has gone somewhat quiet since the last public hearing in November where officers from the AGD appeared before the Committee. There are now 236 submissions listed in response to the Inquiry, with submission 235 being a recent response from the AGD to questions taken on notice from their appearance before the Committee on 2 November 2012.

The Committee will now be required to report back to the Parliament following consideration of written submissions and evidence given at public hearings. At this time, no definitive date has been given as to when the Committee is required to provide its report, including any recommendations that may result from its Inquiry.

ALRC Copyright review

The closing date for submissions to the Australian Law Reform Commission (ALRC) Inquiry on Copyright and the Digital Economy http://www.alrc.gov.au/publications/copyright-ip42 Issues Paper officially closed on 16 November 2012.

Last month the IIA convened a Taskforce to review the ALRC Issues Paper and draft a submission. The IIA submission is number 253 and can be found here.

There has been a significant amount of interest from industry and the public on this Inquiry with a total of 275 submissions now received, 243 from organisations and 32 from individuals.

The Commission will now review submissions received and release a Discussion Paper following that review at a date to be advised. A Final Report from the ALRC is expected to be delivered to the Attorney-General by 30 November 2013.

ACCC Consultation on NBN Co SAU

On 12 November the ACCC released the first consultation paper on the Special Access Undertaking (SAU) lodged by NBN Co on 28 September 2012. On 10 December 2012, the ACCC held a multilateral stakeholder forum to discuss the issues raised in the ACCC’s consultation paper. Details of that forum have yet to be made publicly available by the ACCC on its website.

At this stage interested parties have until 11 January 2013 to make submissions to the consultation paper. The ACCC must make a decision to accept or reject an SAU within six months of the receipt of the undertaking (i.e. in this case by the end of March 2013), subject to its ability to extend this period and periods which are discounted from the assessment timeframe (such as when the ACCC is consulting on the SAU, or NBN Co is responding to any Notice to Vary issued to it). As such, it is unlikely that the ACCC will extend the due date for submissions beyond 11 January.

If the ACCC does not make a decision within the statutory time period, it is deemed to have accepted the SAU.

The IIA is currently reviewing the ACCC consultation paper and NBN Co’s SAU with a view to making a submission.

Members Corner

Last month IIA member ‘Blue Chilli’, a venture technology incubator company, was nominated in BRW’s Top 30 list for the most innovative companies in Australia.
As reported by BRW, Blue Chilli launches a new tech start-up every month with the aim of investing in 100 start-ups by 2016. It allows software engineers, creatives and business advisers to help founders get funding and expand the business. To date the venture capital firm has made 19 investments.”

Over the preceding 3 months, the team at Inventium and BRW investigated who were the most innovative companies in Australia. They compiled a list of the top 30 and a judging panel went through and ranked them. Congratulations to Blue Chilli who were finally ranked at Number 3!

“We’re pretty excited to be named 3rd in the list”, said Blue Chilli CEO, Sebastien Eckersley-Maslin.  "As part of the process we had to name three innovations, one of which was our recent investment Housl which aims to solve the problem renters’ face when applying for properties in a novel and mobile based way.”

Well done to Sebastien and all the team at Blue Chilli, who managed to be selected between two well-known Australian companies in the Commonwealth Bank of Australia and Coca-Cola Amatil, ranked at 2 and 4 respectively. ClickView, a video streaming service for schools, came in at No.1.

Content Forum
1st quarter 2013 (Date TBC)

The IIA is continuing to work with an industry partner to jointly convene a "content forum" with interested members, now planned to be held in Sydney, Melbourne and Canberra during the first quarter of 2013.

We believe a forum of this nature to be extremely relevant in light of the structural, legislative and market changes taking place across all sectors of the Internet and Telecommunications Industry in Australia. As such, given the remaining timeframe between now and Christmas, we have decided to postpone the forum until early next year in order to maximise the benefits and outcomes of the event.    

Further details and an update on the forum will be provided again in the New Year.
