Около 50 участников встречи из Кыргызстана, Азербайджана, Казахстана, Афганистана, Албании, Украины, Монголии, США и Великобритании обсудили такие вопросы, как Обзор развития ИПДО в странах - участницах со времени последней региональной встречи, будущие перспективы ИПДО - обзор гражданского общества и процесс разработки общего списка приоритетов гражданского общества для будущего.
Презентации различных стран - участниц Инициативы, показала, что они стоят на различных уровнях реализации ИПДО - если одни страны, как Азербайджан и Монголия после процедуры валидации получили статус стран «последователей ИПДО», то Кыргызстан признан Международным Советом как страна, близкая к статусу «последователя ИПДО», Казахстан ожидает пересмотра его статуса Международным Советом ИПДО следуя к завершению процесса валидации ИПДО. Представитель гражданского общества из Албании представил обновленную информацию о процессе ИПДО в Албании и коллеги из Украины обозначили шаги, которые она должна сделать, чтобы стать кандидатом ИПДО.
Вместе с тем участники говорили об общих проблемах по прозрачности деятельности добывающей отрасли в своих странах - отсутствие доступа к информации, о контрактах и соглашениях в горнодобывающей промышленности, в частности об их экологической и социальной составляющей, необходимости обучения новых участников региональной коалиции специфическим знаниям по ИПДО, вопросы коммуникации между коалициями и большей вовлеченности региональной коалиции в международную коалицию Publish What You Pay (PWYP) .
Большой интерес и дискуссию участников вызвала презентация представителя Revenue Watch Institute по новому Индексу прозрачности доходов (Revenue Watch Index). Презентация представителя PWYP затрагивала Акт о Реформе Уолл Стрит и Защите Потребителя, которые участники PWYP выдвигали на уровне Великобритании и Европы, и явился новым шагом в продвижении прозрачности компаний из развитых стран.
На второй день региональной встречи участники обсуждали приоритеты работы коалиции на ближайшие 3 года, методы работы сети и механизмы управления. В качестве приоритетов работы коалиции, назывались в частности, продвижение дисагрегированных отчетов по ИПДО, увеличение прозрачности и доступа по соглашениям в добывающей промышленности, увеличение потенциала участников коалиции и другие. Ввиду увеличения количества членов региональной коалиции, и расширения ее географического охвата, отдельные участники предлагали переименовать сеть в Евразийскую коалицию НПО по ИПДО, вместо нынешнего названия, Региональная коалиция стран Центральной Азии и Кавказа.
В заключение конференции участники поблагодарили организаторов за прекрасную организацию региональной встречи и возможность встретиться, поделиться опытом, пообщаться со старыми друзьями и приобрести новых друзей.
Организаторами 6-й Региональной встречи коалиций ИПДО явились Фонд Сороса Кыргызстан, Revenue Watch Institute и Центр Человеческого Развития «Древо Жизни».

The Transparency and Accountability Initiative aims to create a more coherent, relevant and effective community of practice, and to increase the impact, coordination and breadth of funding available for transparency and accountability work.
The Communication Consultant’s role is to devise and oversee the implementation of a communication strategy for the Transparency and Accountability Initiative. The assignment will last 4 months. The Consultant will report to the Program Manager of the Initiative.

‘Towards Enhancing Parliamentary Legislative and Oversight Role in Extractive Industries Sector’
On October 30 2010 parliamentarians from Angola, Democratic Republic of Congo, Malawi, Swaziland, Zambia, Zimbabwe, assisted by Southern African experts, met under the auspices of the SADC Parliamentary Forum and the Southern Africa Resource Watch (SARW). The overall aim of the consultative meeting was to critically review extractive industries in Southern Africa in order to identify issues pertaining to further parliamentary awareness and capacity development. The meeting, amongst other things, dealt with important matters such as Contract Negotiations, Regional Policy Harmonization, Revenue Transparency, Environmental Protection, Sustainable Development and Social Empowerment through Corporate Social Responsibility. UK parliamentarians urged to pledge support for oil and mining transparency rules in the UK
PWYP campaigners in the UK are urging members of parliament to support transparency rules in the oil, gas and mining sectors by signing a parliamentary motion calling on the government to consider similar legislation to the US Dodd-Frank Act (section 1504). So far, 43 members of parliament have signed Early Day Motion 1058 on ‘Disclosure of payments to governments by oil, gas and mining companies’ which reads:
That this House notes that corruption in the oil, gas and mining industries has caused great human misery in Africa and other developing regions; considers that corruption would be curbed by full disclosure of revenue payments to governments by oil, gas and mining companies; further notes that the United States Congress has passed a law to require all such companies regulated in the US to fully disclose such payments; and urges the Government to consider similar legislation.
