Item 1: 1 July–15 August 2021 Reporting - Three reports due nKPI, OSR and HCP

The reporting round, for the Aboriginal and Torres Strait Islander National Key Performance Indicators (nKPI), Online Service Report (OSR), and the Health Care Provider (HCP) number reports, will open on Thursday 1 July 2021 and will close on Sunday 15 August 2021.

In acknowledgement of the pressures the COVID-19 pandemic continues to  have for services, the mandatory condition in the Indigenous Australians' Health Programme (IAHP) grant funding agreement will again be waived. 

Submitting data for your nKPI, OSR, or HCP number report presents a number of benefits for your health service and the broader Closing the Gap agenda, which is why the submission of this data is strongly encouraged. The benefit to health services is demonstrated by the fact that over 90% of reports have been received for each of the reporting rounds which have been non-mandatory since the July–August 2020 reporting round.

For the organisations included in the Indigenous Australians’ Health Programme Primary Health Care Funding Model, it is recommended that, at a minimum, episode of care and client number questions in OSR data are completed as these are key inputs to the funding model calculations.

If your CEO decides your service will not report please send an email to indigenousreporting@health.gov.au advising us of your decision, so that we do not contact your organisation about reporting during the 1 July–15 August 2021 reporting period.

 

Item 2: nKPI Modifications for 1 July–15 August 2021 Reporting

The second group of minor nKPI updates to ensure alignment in clinical best practice will be in place in clinical information system reports and in the Health Data Portal (HDP) in time for the 1 July–15 August 2021 reporting round. This includes:

PI01, PI02 - The subtitle text has changed from “Indigenous babies born within the previous 12 months whose birthweight results were low, normal or high” to “Indigenous babies born within the previous 12 months who have had more than one visit, whose birth weight results were low, normal or high”.

The “With birth weight recorded (excludes multi-births)” column has been removed. 

PI04 - Has been removed, as the data previously collected in this indicator is now collected in PI14 Immunised against influenza 6+ months.

PI09, PI10  - A new row for age range 11 – 14 years, has been added to both the Male and Female tables. 

PI11 - The subtitle text has changed from “Indigenous regular clients, who gave birth within the previous 12 months, with a smoking status result” to “Indigenous regular clients, who gave birth within the previous 12 months, with smoking status recorded during pregnancy”.

The row names have changed from “15-19 years, 20-24 years, 25-34 years and 35 years and older” to “less than 20 years, 20 to 34 years and 35 years and older”.

PI13 - The subtitle text has changed from “Indigenous regular clients, who had their first antenatal care visit within specified periods” to “Proportion of regular clients who gave birth within the previous 12 months who had their first antenatal care visit within specified periods”.

The column names have changed from “Less than 13/40 weeks, 13/40 weeks to less than 20/40 weeks, At or after 20/40 weeks” to “Before 11 weeks gestation, 11 to 13 weeks, 14 to 19 weeks, 20 weeks or later”.

PI23, ​PI24 - The column label BP <= 130/80 mmHg has been updated to BP <= 140/90 mmHg.

Item 3: OSR Workforce Profile Spreadsheet

To assist you with the 1 July–15 August 2021 OSR collection, don't forget you are able to download the Workforce Profile Spreadsheet from the HDP at any time before the reporting round opens. Doing this will give you more time to compile your workforce information.

The Workforce Profile Spreadsheet comes pre-populated with your workforce data from the previous OSR for comparison, and allows you to enter your new Workforce Paid and Unpaid Positions FTE values offline, directly into the spreadsheet. This pre-population of data reduces the reporting burden and was a recommendation from the Indigenous health sector as part of the Australian Institute of Health and Welfare's 2020 Review of the two national Indigenous specific primary health care datasets: The Online Services Report and the national Key Performance Indicators. When you upload your Workforce Profile Spreadsheet to the HDP, the three Workforce tabs will now automatically be populated with the spreadsheet data.

Item 4: Other updates on the Health Data Portal

The HDP features continue to evolve as feedback from services is implemented. The following features have been modified for the 1 July–15 August 2021 reporting round:

  • HCP report now has the a bulk delete function that allows you to easily remove providers that aren't needed;
  • QLIK published reports - A new Executive Summary Excel report is now available for download;
  • QLIK published reports - The PowerPoint file with all the graphs from the QLIK summary report sheets has been renamed to 'National KPI Summary Presentation";
  • The Data Sharing Consent questions have been moved from the nKPI and OSR forms to the Reporting Dashboard;
  • Enhancements have been made to the nKPI Targets function; 
  • Additional questions have been included in the Organisation Profile section of the OSR form; and 
  • Age disaggregation has been added to the Client Numbers section of the OSR form.

Item 5: Aboriginal and Torres Strait Islander Health Services Data Advisory Group (HS DAG)

The Communique for the 23 March 2021 meeting of the Aboriginal and Torres Strait Islander Health Services Data Advisory Group (HS DAG) is now available on the Department's HS DAG website. The meeting Communiques provide information to the sector on the outcomes of HS DAG meetings.

The HS DAG welcomes contributions from all health services and stakeholders, including clinical information system (CIS) software vendors, through a submission process. Information about the HS DAG and details about how to contribute through the submission process is available on the HS DAG website.

 

Item 6: The OSR and nKPI Data Framework Consultation is Open

The OSR and nKPI for Aboriginal and Torres Strait Islander Primary Health Care Data Framework sets out how health service data is governed and secured and under what circumstances it may be accessed and utilised. The Draft Framework was opened for consultation on Monday 3 May 2021 and is due to close on Monday 14 June 2021.

The purpose of this consultation is to seek stakeholder and community feedback on the draft Framework. The diverse perspectives, experience and knowledge of all stakeholders and interested members of the community are valued and will contribute to the final framework document.

The feedback and submissions received will be used to create the final draft which will then be considered by the Aboriginal and Torres Strait Islander Health Services Data Advisory Group for endorsement.
