Columbia County Voters - Charter Amendments on Ballot!

Columbia County Voters have 4 Charter Amendments to vote on this time.  Judy T. did research on each of the amendments and her information is listed here:

The Columbia County Charter has four proposed amendments we will be voting on this year.  Three of the proposed amendments give the Columbia County Board of Commissioners (CCBC) and the County Manager (CM) even more authority and one gives us only the illusion of better representation.  The short answer is a no vote to each one.

Amendment #1 Establishes A Citizen Advisory Committee To Make Recommendations To The Board Of County Commissions Regarding Redistricting.  There is no indication of how many members, if these are paid or volunteer positions, if they will need a staff or any other financial impact.  The final decisions still remain with the CCBC and they have the authority to fully reject any and all opinions made by the Committee.  It’s just an illusion of better representation.

Amendment #2 Providing Additional Method For Removal Of The County Manager By The Board Of County Commissioners.  Currently, CCBC may only remove the CM by a simple majority vote in two successive (back to back) regular meetings. The proposed amendment gives CCBC the authority to remove the CM in a single meeting, this meeting may be the regular meeting or it can be a special meeting (special meetings have less advertising and public notice time) all County Commissioners must be present and it must pass with a majority plus 1.

Amendment #3 Removes A Department Head’s Option To Appeal Termination By County Manager To The County Commission.  This removes what has been established by our Charter as an employee right.  The appeal option provides for a second review of the facts of the termination (remember this only applies to Department Heads).  The appeal must take place in a public meeting before the Commissioners and transparency is always a good thing.

Amendment #4 Providing For Appointment Of Qualified County Attorney By Commission; Abolishing Elected Office Of County Attorney.  This one is a no brainer, any chance we have to have a County Official answer to the voters we should take it.  The language in the amendment reads in part:  “…amended to supercede Laws of Florida Ch 27476 No. 997 to remove the Elected Office of County Attorney” just the fact that they couldn’t even spell supersede correctly, might be a hint that we might take the Laws of Florida as better advice than this amendment’s recommendation.

When we think about our Charter, think of it like our County’s Constitution.  I don’t know the County Manager or the Commissioners personally, but we should never think about an individual person when amending our system of Government.  Because you never know who is going to hold these positions in the future.

November 6th is Just the Beginning

Please remember that November 6th is just the beginning of another phase of our work toward getting this country back to its Constitutional Roots!  No matter how much confidence you have in the people that are elected, THEY ALL HAVE TO BE WATCHED, THEY ALL NEED OUR INPUT!  Lord Acton said in the late 18th century "Power corrupts and absolute power corrupts absolutely".

We are holding a Planning Meeting at 6:00 p.m. on Monday, November 19, 2012 at Ray's Deli, located on the Branford Hwy across from the Fairgrounds.

We are inviting everyone who would either like to be on the board, has ideas on things we can do as an organization, speakers or topics that we need to learn more about,  or anything else that will be beneficial to us continuing to be a strong, active group in this area.

We have scheduled our next regular meeting for Thursday, December 27th at 7:00 p.m.   Except for special occasions, we will go back to meeting on the 4th Thursday of each month at the Jackie Taylor Building.
