The CIF developed a model that will aid municipalities in identifying the implications of transitioning Blue Box systems to Individual Producer Responsibility (IPR) on various dates.

The model is a useful tool in reviewing waste programs, understanding the full costs pre- and post-transition, and recognizing risks and opportunities.
