Corruption has a long history in Mexico, where Spanish colonial rule left a legacy of whimsical application of the law. But even by historical standards, corruption today has reached stunning heights. Over the past five months, three runaway governors have been arrested abroad and a total of 11 of 32 state leaders are under investigation or fighting prosecution for extortion, graft and other crimes.

Luis Gomez Romero traces the rise of public malfeasance in Mexico and asks who may have the power to finally root it out.
