A healthy relationship demands honesty. Sometimes this is difficult because we do not want to upset people – we want to please them. It is all in the way that we speak the truth. Speaking openly and honestly about how we feel, not being rude or offensive, staying truthful to our beliefs and speaking with love and compassion are the ways God directs us to act so that we grow and reach all that he has planned for us.

Website and Forum

Staff have been busily working at the various elements needed to ensure we have and effective and useful website and forum for our services and staff. Policies are being reviewed, forms rewritten and links through the new website refined. We are hoping that new information will be out to services very soon.


Service Leader Reports

A reminder that all Service Leaders need to complete their online monthly report by the 7th of each month. This is to ensure QLECS is able to comply with their responsibilities on behalf of the LCAQD, in monitoring all EC Services of the District. This report should suffice for locally managed services that need to provide a monthly report to their committee.


End of Year Closure

The QLECS office will close from 4:00pm on 23rd December and reopen on Monday 5th January.

Reviewing Your Service’s First Aid, Asthma and Anaphylaxis Qualifications
The qualification requirements for first aid, anaphylaxis and emergency asthma management vary slightly across education and care service types. At centre based services, for all times that children are being educated and cared for, there must be at least one educator who:


• holds a current approved first aid qualification
• has undertaken current approved anaphylaxis management training
• has undertaken current approved emergency asthma management training.

One educator may hold one or more of the qualifications. For family day care services, each educator and educator assistant must hold all three of the listed qualifications. For education and care services with premises on a school site, staff of the school site who hold the qualifications listed may meet the requirements above if they are in attendance at the school site and immediately available in an emergency. Training for first aid, emergency asthma and anaphylaxis management must be updated at least every three years from the date of completion. The first aid certificate may specify additional requirements to keep it valid. For example, if your first aid certificate requires the CPR component to be completed every 12 months to keep it current, you will need to comply.

New National Education Leader Web Page
ACECQA has launched a new web page to help educators and providers in their journey to improve quality education and care. ACECQA’s National Education Leader, Rhonda Livingstone, works with regulatory authorities, peak organisations and professional support coordinators (PSCs) to provide helpful advice to educators and services about the NQS and NQF. The new web page brings this work together, providing regular updates and links.

Award Information

QLECS and the Payroll office have had some queries from Services regarding staff who are required to perform higher duties. An extract for the Children’s Services Award 2010 is included below:


Higher Duties
18.1 An employee engaged in duties carrying a higher rate than their ordinary classification for two or more consecutive hours within any shift or day will be paid for the time so worked at the higher rate provided that:

(a) the greater part of the time so worked is spent in performing duties carrying the higher rate;
(b) an employee engaged as a Children’s Services Employee Level 5 (Assistant Director) who is required to undertake the duties of a Director by reason of the Director’s absence will not be entitled to payment under this clause unless the Director’s absence exceeds two complete consecutive working days;
(c) an employee engaged as a Children’s Services Employee Level 3 who is required to undertake duties of the Director by reason of the Director’s non-attendance outside of core hours will not be entitled to payment under this clause;
(d) where an employee is appointed to act as the Director of a Centre or a Supervising Officer pursuant to the relevant childcare regulations, they will be paid for the entire period at the rate applicable for a Director or Supervising Officer; or
(e) an employee who is required to undertake the duties of another employee by reason of the latter employee’s absence for the purpose of attending (with pay) an approved training course (including in-service training) will not be entitled to payment under this clause.
 

18.2 For the purposes of this clause, the duties of an employee will be determined by reference to this award and the employee’s job description.

Change to Blue Card Processing

In case you have not received direct notification from the Commission for Children, Young People and Child Guardians (CCYPCG), the responsibility for processing Blue Card and Exemption Card applications and renewals moved to the Queensland Public Safety Business Agency (QPSBA) from 1 July. You should notice minimal change, as cards issued prior to this date will remain valid until they expire and applications received up to 30 June 2014 will be processed as normal.

New application forms will be available from www.bluecard.qld.gov.au from 1 July onwards. Please ensure you use the new forms from this date to avoid processing delays. Information on the new process for validating blue cards can be found at http://www.bluecard.qld.gov.au/risk-management.html
