Click here Recycling collection for businesses and other non-residential properties to be discontinued starting Jan. 1, 2026November 21, 2025 Effective Jan. 1, 2026, recycling collection for non-residential properties serviced by Niagara Region will be discontinued. This change is in response to the Province’s Blue Box Regulation (O. Reg. 391/21), which shifts responsibility for residential recycling to producers – the companies that supply packaging and paper products. Non-residential properties, referred to as Non-Eligible Sources (NES), are not included in the provincial Blue Box program. As a result, recyclables from these properties can no longer be collected on the same vehicles as residential material. Approximately 4,375 non-residential properties across Niagara currently receive recycling collection through Niagara Region. Continuing this service independently would require a completely separate recycling collection system for non-residential properties, including a separate fleet. The total estimated cost of delivering this standalone service would be up to $3.5 million per year, a level that is not financially reasonable or sustainable under the Region’s current budget. Residential recycling collection is not affected by this change. Residents should continue to set out their recycling as usual. Niagara Region has been communicating with the business community throughout the Blue Box transition. Affected properties have been encouraged to begin arranging private recycling service, and the Region will continue providing information and support to help with this transition. Niagara Region is also reviewing whether non-residential properties may continue to use its recycling drop-off depots, with a decision expected later this year. In the coming weeks, Niagara Region will continue outreach through local business associations, Chambers of Commerce, and direct communication to ensure affected non-residential properties are informed and supported.
