The Criminal Intelligence Coordinating Council’s (CICC) Five in 5 is a snapshot of law enforcement and criminal intelligence-related articles, resources, and research that may be of interest to CICC members and partners working to improve the nation’s ability to develop and share criminal intelligence. 

The CICC’s mission—to advocate for and support state, local, and tribal law enforcement and homeland security agencies and personnel in their efforts to develop and share criminal intelligence for the promotion of public safety and the security of our nation—is important, contemporary, and essential.  Five in 5 is provided for your information and awareness as an effort to assist the criminal intelligence community in understanding trends, training, and activities that may impact law enforcement and criminal intelligence.  You are encouraged to share this e-mail with your association members, colleagues, department/organization personnel, and others, as appropriate. VRN’s Violence Reduction Clearinghouse Launched

The Violence Reduction Network's (VRN) new Violence Reduction Clearinghouse offers customized solutions to support violence reduction.  The clearinghouse allows users to build, download, and share a custom toolkit of evidence-based strategies, best practices, training, technical assistance, publications, and more.  Individuals can browse resources by various topics.   Clearinghouse Web site

 

 
 
2. Gun Crime

Challenging the Status Quo: How NJSP Developed Its Crime Gun Intelligence Program

A successful firearm crime investigation takes a well-coordinated team involving local, state, and federal law enforcement; forensic experts; and prosecutors.  In late 2013, the New Jersey State Police (NJSP) was tasked with addressing both backlogs on National Integrated Ballistics Information Network (NIBIN) gun crime submissions and increasing performance of entering crime guns into NIBIN within a reasonable time frame.  Frustrated by a lack of improvement and mounting backlogs, NJSP Commanders opted to bring together investigators and ballistics personnel to map out the current process flow. Once the process was delineated, it became extremely clear as to where the barrier were located—and, more importantly, what work was needed to eliminate them.  Read More

 
 
3. Counterterrorism

Florida Department of Law Enforcement Seeks to Expand Counterterrorism Efforts

Florida Governor Rick Scott and other top state leaders endorsed a $6.2 million plan on September 20, 2016, to expand Florida's counterterrorism efforts. The plan includes more than $1 million for vehicles, equipment, uniforms and safety gear in addition to money for 46 new agents, analysts and a program director for Florida’s Department of Law Enforcement. The proposal, which requires approval from the Legislature, would create seven counterterrorism squads to be assigned to regions throughout the state and another paired with a Joint Terrorism Task Force in Miami. While targets such as New York City typically receive more financial attention, these counterterrorism squads would create collaboration with local agencies aiming to ensure security for smaller cities such as Orlando.  Read More

 
 
4. Crime Statistics

Latest Crime Statistics Released

On September 26, 2016, the FBI released its annual compilation of crimes reported to its Uniform Crime Reporting (UCR) Program by law enforcement agencies from around the nation. Crime in the United States, 2015 reveals a 3.9 percent increase in the estimated number of violent crimes and a 2.6 percent decrease in the estimated number of property crimes last year when compared to 2014 data.  Crime in the United States, 2015 also features several smaller reports:  Federal Crime Data, Human Trafficking, and Cargo Theft.   Read More

 
 
5. Social Media

Snapchat Changes Name, Rolls Out Video-Recording Spectacles

Social media app Snapchat is introducing video-recording sunglasses called Spectacles and is changing its company name to Snap Inc. to incorporate the new product.  The app itself will retain the name Snapchat.  The glasses can record video 10 seconds at a time by tapping a button on the device. The video is then uploaded automatically to the popular image-messaging app via Bluetooth or Wi-Fi.  The wireless video camera is capable of taking a day’s worth of Snaps on a single charge.  Spectacles will be available on a limited basis in the United States starting this fall, but no release date was announced.  They will cost $130.  Read More
