TC and STMS learning block rollout on hold

As announced in the last CoPTTM Notify email, new TC learning material has been developed and trialed and was ready for roll-out during the first COVID-19 lockdown. The STMS universal, STMS category A, and STMS category B learning blocks are also near completion and are currently going through their final review.

We had planned to roll this material out to trainers in August and September 2020. However, Waka Kotahi has paused further roll-out of new material while they investigate alternative methods of managing the TTM training process. 

In the meantime TTM trainers will continue to deliver the current training model and a Train the Trainer workshop will be organised for later in 2020 to fill any gaps where necessary (lockdown permitting).

I understand this is an unforeseen change in the expected programme and will raise many questions.

COVID-19 update: TTM training at alert levels 2 and 3

With Aotearoa returning to lockdown with a mix of alert levels 2 and 3, restrictions on training also return. As with the previous lockdown I have guidance for both trainers and trainees needing to gain TTM warrants.

Your well-being is important to us and we also know it's important you have flexibility to operate your business during this time.

Guidance for alert level 2

For attendance at training workshops
  • Anyone who is unwell, or who has/is at risk from exposure to COVID-19 is not to attend and will be required to leave if they present to training
  • Training will be kept to a minimum number of trainees attending workshops
  • A register of attendees will be kept by the trainer and all attendees should also check in to the venue using the NZ COVID Tracer app
  • Physical distancing will strictly apply (no handshakes, hugs, sitting closely with those outside of your bubble). Seating arrangements in training rooms will be adapted to support this
  • Masks are welcome if you choose to wear one, but at this stage they are not mandatory where contact tracing and physical distancing is in place
  • I ask TTM trainers to please allow attendees to cancel without penalty where possible - for all Waka Kotahi run workshops this will automatically apply
Using shared resources in workshops
  • Where practical, trainees will be asked to bring their own device to the workshop, in preference to using shared devices
  • If shared devices need to be used, they are to be cleaned thoroughly with disinfectant cleaner before and after use
  • The use of shared printed training and reference material should b stopped (e.g. copies of CoPTTM)

Guidance for alert level 3

While alert level 3 is in place TTM trainers living under alert level 3 may provide online training to trainees also living under alert level 3. If you choose to deliver workshops online, the criteria to deliver is still:

  • Previous experience with online training (this means that you have practiced running each part of the workshop and know how the technology works)
  • Location to show as 'online' on the registration form
  • Webinar delivery via Teams or similar technology, where both webcam and screen sharing is available
  • Registration information to be submitted in the normal format (if you have used the Office 365 Form to collect the data you will need to mail merge the information from the spreadsheet into the correct format)
Workshops available to run online
  • TC workshop
  • STMS refresher workshop
  • TC inspector workshop
Restrictions for online workshops
  • Maximum of 6 trainees per workshop
  • Each workshop must be limited to a 4 hour session each day with 2-3 hour sessions preferred. This means a 1 day refresher must be split over 2-4 days.

Renewing TTM warrants

If a trainee is unable to attend a refresher due to COVID-19 restrictions, we will work with them to temporarily extend their warrant. Anyone in this situation needs to contact Kim directly with their warrant details - kim.laurenson@nzta.govt.nz

To speed up consideration of an extension please send me:
  • Details of the worksites you/they expect to be STMS for
  • Confirmation that there are no other STMSs available to do this work
  • An attestation from a TTM trainer or fellow STMS about your/their competence as an STMS

Notices of non-conformance

What happens when you receive a notice of non-conformance from an auditor? For the Waka Kotahi CoPTTM database team the process looks like this:

  1. Notice of non-conformance (NNC) issued by an auditor
  2. The auditor or TMC sends a copy of the NNC to the CoPTTM database team to load into the training database
  3. When more than one NNC in a three month period is issued both NNCs are escalated to the CoPTTM management team for review
  4. If these NNCs result in the loss of a TTM warrant the warrant holder or their employer will be notified and their TTM warrant will be changed to 'expired' effectively immediately
  5. Any necessary corrective action plans, including retraining, will need to be completed before the person may resume their role as an STMS

Barrier workshops

There are spaces available on the barrier IMI workshop being held from 3 November as well as the temporary barrier workshop being held from 17 November 2020 in Hamilton.
