Since our last newsletter, just last week, many things have happened. We have a new three-way coalition government and a set of new ministers. As I write this, the new cabinet is meeting for the first time to start getting down to business.
Locally, we have gained a new minister for quite a few things. Minister Bishop has been appointed:
- Housing Minister
- Infrastructure Minister
- Minister for RMA Reform
- Minister for Sport and Recreation
- Leader of the House
- Associate Finance Minister
That’s a great line up of portfolios, many of which are very topical for the Hutt Valley.
I am also excited about the appointment of Andrew Bayly as the new Small Business and Manufacturing Minister. I might be wrong, but I think this is the first time there has been a Minister with direct responsibility for Manufacturing. As the Hutt Valley’s largest sector by GDP, this is good news for our manufacturers. Combine this with Small Business, which will be a great portfolio for Andrew.
We have already started working on inviting some new Ministers to the Hutt Valley in 2024. If you have any special requests, let me know.

Businesses Updated on the latest from the Te Awa Kairangi (RiverLink) Alliance.
Businesses from the Hutt Valley came together to get an update from the Te Awa Kairangi (Riverlink) Alliance team on Wednesday, 22nd November. They heard an update which included:
- How the project continues to move forward in the Interim Project Alliance Agreement (IPAA) phase. This is a detailed review of the consented design to build an understanding of the scope to confirm a price to deliver the project.
- The initial timeframe of December for having this phase finished was set optimistically. The complexity of the project, and the need for detailed, robust design and scoping, means this phase will take longer. It’s important to take the time to get the IPAA phase right to ensure cost, scope and design decisions are fully informed and made on the best evidence available, reducing risk for all parties.
- How the Project is continuing to progress the work that could be started earlier. This includes things like the preloading of gravel for future construction purposes, property removals and demolition, and geotechnical investigations.
Te Awa Kairangi Skate Park – Design and Construction Tender Opened
As part of Te Awa Kairangi the existing Melling skatepark will need to be removed due to the spatial requirements of the roading infrastructure. Te Awa Kairangi secured resource consents in 2022 and a condition of these consents is that the existing skatepark will be, at a minimum, replaced with a similar facility built to modern standards, by the time the existing facility is demolished.
Waka Kotahi has engaged Isthmus (landscape architect) to develop a Skate Park Spatial Plan and performance specification, that will be available when the contract is awarded.
The objective of this tender is to engage a skatepark design-and-construct Contractor, joint venture, or partnership, who will complete detailed design of the skatepark whilst developing cost schedules reflecting design progress for cost guidance. If the design is completed successfully, and subject to the conditions described in this document, Waka Kotahi intends to negotiate with the Contractor to complete the construction of the skatepark under a separate construction contract.

Deloitte and Sharesies visit
In a unique excursion organised by Amanda Walters, our E2E Coordinator, Hutt Valley Careers teachers teamed up with the MOE Secondary Transitions team and Te Mana o Kupe for an enlightening visit to Deloitte and Sharesies in Wellington. This was more than just a tour; it was an exploration into the diverse roles within the technology sector and a look into how these leading companies can support digital career pathways for students.
The visit also emphasised the importance of digital safety, equipping teachers with knowledge about hacking prevention and useful security apps.
