The Criminal Intelligence Coordinating Council’s (CICC) Five in 5 is a snapshot of law enforcement and criminal intelligence-related articles, resources, and research that may be of interest to CICC members and partners working to improve the nation’s ability to develop and share criminal intelligence. 

The CICC’s mission—to advocate for and support state, local, and tribal law enforcement and homeland security agencies and personnel in their efforts to develop and share criminal intelligence for the promotion of public safety and the security of our nation—is important, contemporary, and essential.  Five in 5 is provided for your information and awareness as an effort to assist the criminal intelligence community in understanding trends, training, and activities that may impact law enforcement and criminal intelligence.  You are encouraged to share this e-mail with your association members, colleagues, department/organization personnel, and others, as appropriate. VALOR Initiative Special Bulletin

The VALOR Initiative has released a Special Bulletin regarding the sharp increase in ambush attacks and line-of-duty deaths resulting from gunfire in November. The bulletin highlights the increase in ambush attacks of more than 300 percent over last year and includes information on officer safety training and resources to help keep officers safe.  These attacks continue to occur around the country, and part of VALOR’s mission is to support officers’ efforts to remain alert and be cognizant of their surroundings at all times.  Download Bulletin

Fall 2016 RISS Insider Newsletter

The Regional Information Sharing Systems (RISS) recently released the fall 2016 RISS Insider newsletter, which provides the latest information on RISS’s current initiatives and efforts.  This issue highlights the 20th anniversary of RISSNET, the October 2016 Regional Organized Crime Information Center’s 25th Homicide Conference, the Western States Information Network providing innovative support for drug interdiction efforts, and congratulating RISS’s Chief Technology Officer on receiving an award from the Program Manager for the Information Sharing Environment.  The newsletter also highlights success stories from the field.  The RISS Insider is published on a quarterly basis.  Read More

Dutch Police Turn to Augmented-Reality to Investigate Crime Scenes

Dutch police are turning to Augmented-Reality (AR) to train officers to better understand and process crime scenes.  To use the prototype system, Dutch police officers wear body cameras that stream video to forensic experts, who then virtually annotate the crime scene so the officers can best document evidence, take samples, and even look for a hiding suspect.  The officers view the notes on a smartphone or head-mounted device.  While the AR setup gives the officers extra expert insight on how to process what's found there, it also helps limit the chances of accidentally contaminating evidence.  Read More

Indiana Launches Predictive Crash Tool for Citizens, First Responders

Indiana has unveiled a new online resource, the Crash Prediction Web site, to assist drivers and first responders with predicting and avoiding traffic accidents based on a range of available data.  The Crash Prediction Website maps the probability of fatal and nonfatal traffic accidents and officials hope the crash map will not only better inform the traveling public of roadway risks, but will also help to improve the application of proactive policing and medical resources.  The Web site is a coordinated effort between the Indiana State Police and the state’s Management and Performance Hub, which provides centralized data sharing, correlation and analysis for the state in areas where multiple agencies must work together.  Read More

A New Line of Defense – The Cyber Guard

From hackers managing to take down the CIA website last year to both the DNC and RNC being hacked this year, cyberattacks on America’s digital infrastructure have increased in frequency and sophistication.  The article touches on several issues related to policing and attempts to gauge the potential impact the change in administration will have on those issues.  The types of attacks launched are broadly varied and change faster than we can keep up with them.  The article suggests that the United States develop a “first response” team, similar to a 911 call to the police or firefighters, when a cyberattack occurs.  The first 24 hours are crucial and through the creation of a U.S. Cyber Guard (USCG), this country can work to protect our most sensitive national secrets and personal data the event of a large-scale cyberattacks.  Read More
