CEP committed to bring EU Framework Decisions forward!

The EU Framework Decisions on the transfer of probation sanctions and the transfer of alternatives to pre-trial detention should have been implemented by all EU Member States by the end of 2011 and 2012 respectively. However, fact is that still not all Member States have implemented these and only little use is made of these transfer mechanisms. As CEP recognizes their value for the development of the European probation sector, the Framework Decisions will have a prominent place in CEP’s annual plans 2016 and 2017.

European probation systems in a glance
Four years ago, the European project DOMICE delivered schematic overviews of the case management in probation in almost every jurisdiction in Europe. As a part of CEP’s initiative to enhance the implementation and use of the Framework Decisions on the transfer of probation sanctions and of alternatives to pre-trial detention, these overviews are currently being updated and upgraded.
“These updated maps will give a general understanding of how a probation system works in a very accessible way”, explains ‘system map’ creator Tony Grapes.

Teaching Social Work students about the Framework Decisions

As a part of its strategy to enhance the implementation and application of the Framework Decisions on the transfer of probation sanctions and the transfer of alternatives to pre-trial detention, CEP launched the idea to give special attention to European regulations in probation in the European curriculum Criminal Justice Social Work. “In this way the Framework Decisions would get a fixed place in the education of Social Work students that want to work in probation”, clarifies Ioan Durnescu, Professor at the University of Bucharest and Board member of CEP.

Making Framework Decisions support information more accessible
At 26th and 27th August, CEP organised an expert meeting on the Framework Decisions on the transfer of probations sentences and on alternatives to pre-trial detention. A clear learning point for CEP was that results from actions and projects that supported the implementation and the application of these Framework Decisions should be made available more easily for those who are involved in transfer processes.
“It was a loud and clear message and we do not hesitate to take this on”, announces Willem van der Brugge, CEP Secretary General.
