schedule due to the high tempo and necessary focus on our COVID-19 response, with the protection of our IOT communities taking the highest priority. Thanks to each and every one of you for your willingness to adopt and abide by the measures required to keep us safe. The COVID-19 sub-committee has been working tirelessly on our coronavirus response and preparedness. I want to particularly thank the Territory Controllers, Detective Sergeant Kylie Lawson on CI, and Sergeant David Williams on CKI, supported by the Emergency Management Committees, for all their hard work. I recognise the measures implemented to protect the IOT communities from COVID-19 have had a significant effect, but they have been necessary to keep the communities safe. The
restrictions have maintained our COVID-free status, allowing us to move to our current stage of gatherings and business operations. Going forward, the focus is on balancing health risks with supporting the local economy and community on the pathway to a new normal. The Australian Government has recently announced more than $8 million of tailored economic stimulus package to support the IOT as part of the ongoing COVID-19 response. This funding will support 23 projects across CI and CKI. The funding under the economic stimulus package to realise more community initiatives under the CI and CKI strategic plans will ensure we continue to progress the sustainable future of our IOT communities. I know
the Cocos community will be particularly excited about the construction of two new public houses in partnership with the Shire, along with the renovation of the Home Island Cocos retail precinct. I am looking forward to seeing the improvements to be made to Flying Fish Cove, which plays such an important role in so many facets of life on Christmas Island. Please take the time to comment on the draft Landscape Master Plan for Flying Fish Cove, through the community survey now open for your feedback. Further details of the economic stimulus projects and local contracting opportunities resulting from them will be released shortly. I also want to recognise all the hard work that has continued over the past six months, while not always visible,
across a whole range of important projects and initiatives to enhance the services, programs and infrastructure on CKI and CI. You can read more about the highlights over 2019-20 in this edition. I recently announced new members of the IOT Regional Development Organisation. I look forward to working with all the members as we progress a number of key projects under the economic diversification package announced in December, including the Business Innovator and Entrepreneur Network to develop future leaders on CI. Also, the development of a CI Curriculum Vitae modelled on the Cocos (Keeling) Islands’ (CKI’s) successful Cocos CV, showcasing local businesses and skills, including to mainland contractors and potential investors. Vale Roland PalkovicsAs you’re aware, last week on Cocos we tragically lost friend and colleague Roland Palkovics when he went missing after going paddle boarding. The Cocos community led by the AFP banded together to conduct an extensive air, ground and sea search after he was reported missing but sadly he could not be found. Your support for each other and Roland’s partner, Jane, during this difficult and tragic situation has been a credit to the Cocos community. I urge everyone to continue looking after each other as we grieve his loss. The health service is ensuring social work and other health support is available.

End of financial year wrap2019-20 Australian Government investment in the IOTNow we are in July and have concluded the financial year, it is important to reflect on the significant investments and initiatives that were undertaken by the Australian Government in 2019-20 across the Indian Ocean Territories (IOT). While our COVID-19 response has necessarily been the priority in recent months, there have been dozens of critical projects completed in the past 12 months to improve essential services,
upgrade infrastructure, protect the environment, and promote the social and economic development of our Christmas Island (CI) and the Cocos (Keeling) Islands (CKI) communities. The Australian Government has also recently announced more than $8 million of additional economic stimulus funding to support the IOT as part of the ongoing COVID-19 response. This funding will support 23 projects across CI and CKI. There have been numerous enhancements to governance and service delivery in the IOT which will provide great benefits to the community. The Australian Government committed $40 million to fund 46 Service Delivery Arrangements (SDA) with the Western Australian (WA) Government. This included $15.6 million for education services, $10.2 million for the provision of continuous and safe drinking
water and wastewater services and $344,044 for community legal services. A new SDA was established with the WA Auditor General to support transparency and accountability of local IOT governments and a new Senior Child Protection Worker was appointed to increase safety of children in the IOT. Our local vocational education and training program delivered on the education of 17 apprentices and 27 trainees. This program promotes employment opportunities and strengthens the diversity of the IOT’s workforce and economic capabilities, and is especially important in the current COVID-19 environment. Under the Government’s SDA with the State Library of WA, provided in conjunction with the IOT Shires, the State Library of WA sent 1,740 books and DVDs to the CI library, CKI Home Island
received 1,068 items and CKI West Island received 607 items. The WA Government Department of Local Government, Sport and Cultural Industries delivered a visiting coaches program to promote physical activity in IOT communities. This year the program included cricket on CI in conjunction with the 60th Anniversary of the Christmas Island Cricket and Sports Club, as well as AFL. In Canberra, scientific organisations, universities and Government representatives gathered to discuss opportunities to capitalise on the IOT’s unique ecosystems, species and conservation value at the Research Roundtable in February. The Roundtable was part of the Government’s $4.2 million economic diversification package for CI, to create jobs, support local business and grow a sustainable economy. The Roundtable identified opportunities for partnerships and collaboration for a potential IOT Research Centre. A Working Group has been established to develop a Research Prospectus for the Indian Ocean Territories (IOT) and inform a business case for a Research Centre on Christmas Island (CI), in line with community aspirations for the research sector. There have been great improvements to the access of health services for IOT residents over the 2019-2020 financial year. Several initiatives have been launched to improve IOT health services on-island, as well as improving access to specialised health services in Perth and on the mainland. On-island, the CI Community Healing Garden was created to support long term patients at CI Hospital. The launch of the Emergency Telehealth Service on CI means that doctors can now communicate with emergency doctors at the Royal Perth Hospital for the treatment of emergencies and life threatening conditions on-island. The Patient Assisted Travel Scheme (PATS) assists IOT residents access health related specialists and acute care services in Perth that cannot otherwise be provided on-island. Additionally, all IOT residents are now linked with MyHealthRecord and will have their medical records shared with mainland-based doctors for ease of treatment. The IOTHS Strategic Plan will shortly be released. The Strategic Plan will set out the goals for the delivery of health services in the IOT for the next five years. This Strategic Plan was informed by the
PricewaterhouseCoopers 2019 health services report and I would like to thank the CI and CKI communities for their generous feedback and consultation contribution. The Governance Advisory Committee (GAC) and the Community Advisory Committee (CAC) were established to advise the IOT Health Service and provide a more consumer-led health service that is more responsive to the health needs of the community. These advisory groups will work together to provide local people the opportunity to contribute to the design, delivery, measurement and valuation of IOT health services. In 2019-20, the Australian Government invested some $10 million in capital works projects in the IOT, delivered through the Department’s teams based on Island, in Perth and in Canberra. This included: - Investments in critical equipment and maintenance of ports.
- Progress on the landslide risk mitigation project, with a contractor engaged to begin works on the three highest priority rock fall fences.
- Progress on the CI Flying Fish Cove Landscape Masterplan, with another round of community consultation beginning and initial works commenced.
- The commencement of the CKI Oral Health Refurbishment project, which is set for delivery next year, subject to funding availability.
- Major improvements
to the CI Recreation Centre including air-conditioning upgrades, refreshed painting and a new roof to the centre coming soon (subject to funding availability).
- The installation of weather stations and data loggers on CI to improve our understanding of weather impacts on our community.
Contractor JLL carried out 13 substantial capital works and maintenance projects including CI Hospital roof repairs, CI Volunteer Marine Rescue Shed recladding, CI Police Station viewing platform remediation and the CI Catholic Church roof remediation during COVID-19 restrictions. Other notable projects through the year included CKI Schools maintenance, the final phase of the CI District High School air-conditioning work, CI District High School assembly area maintenance, IOT Schools carpet
replacement, CI Day Care toilet refurbishment and CI Courthouse maintenance. A new communications tower has been installed on CKI Home Island to support the communications associated with the school and health clinic, and to ensure the CKI community stays connected with new 4G WiFi capable broadcast equipment. A teleconferencing facility has been introduced at the CI court house, allowing hearings to be conducted at short notice and in spite of COVID-19 travel restrictions. More than twenty sink holes were repaired, the largest of which required major excavation to repair the seawall, ensuring that the area is safe to access for residents. There were several utility upgrades on CI over the last
financial year including the upgrading of the power supply in the Kampong and the Air Services navigation facility. There was also a major overhaul of the generator at the CI power station to ensure a reliable electricity supply for residents. The Renewable Energy Buy Back Scheme has been updated and this will promote ongoing investment in renewables in the IOT. Looking forward to 2020-21As we move into the 2020-21 financial year, there are several exciting projects on the horizon for the IOT communities. This supports our community’s drive towards stabilising and diversifying the IOT economy and moves us further away from the boom and bust
cycles of the past. This will not only include the delivery of the many projects under the newly announced economic stimulus package and the tourism infrastructure works included in the economic diversification package but also progression of the Strategic Assessment of Christmas Island and a number of other projects through the Regional Development Organisation to support business development and our entrepreneurs. I look forward to sharing more about these projects and initiatives with you as the year progresses.
The Department of Infrastructure, Transport, Regional Development and Communications (the department), in partnership with JLL, has managed structural repair works at the CI Police Station, including to the rear viewing platform, to ensure it remains safe into the future.
On-island works have been carried out by local company Acker, under the guidance of leading property manager JLL and the department, and funded by the Australian Government.
Update on the Christmas Island Strategic AssessmentMembers of the Christmas Island Strategic Assessment Community Reference Group (CRG), which I chair, met remotely on 10 July to discuss the progress on the Christmas Island Strategic Assessment. The whole-of-island Strategic Assessment will identify different types of development opportunities on CI and their environmental impacts, bringing greater certainty and ensuring a balance between economic investment and environmental protection. The CRG was appointed to provide input to ensure the Strategic Assessment plan is consistent with
community aspirations. CRG members Vanessa Bennett, Patrick Chan, James Keogh, David Lee, Gregory McIntosh, Lisa Preston, Gordon Thomson, Philip Tubb and Joy Wickenden have committed significant time, effort and expertise to guide the development of the Strategic Assessment over the past year and I thank them for their contributions to date and as we continue this critically important process. At the 10 July meeting, the Reference Group discussed the first draft of the Land Use Plan which will form the basis of the Strategic Assessment Plan and Report. The Land Use Plan sets out where and what type of development can occur. It does not limit or preclude other activities from taking place if they are not reflected in the plan, however such activities would be subject to a separate approvals
process. Issues discussed included ensuring flexibility for different types of land uses and allowing sufficient options for tourism developments. Members also noted lease arrangements and length were separate considerations outside of the Strategic Assessment framework. The CRG has released this communique on the meeting and progress to date https://www.regional.gov.au/territories/Christmas/strategic-assessment/ The draft Strategic Assessment Plan and Report will be prepared for release for public comment,
expected to occur in late 2020. I and the CRG will continue to provide updates to the CI community as this critical initiative progresses.
The CRG have contributed significant time and effort to the Strategic Assessment process.
Enhancing health and wellbeing in the Indian Ocean TerritoriesThe Department of Infrastructure, Transport, Regional Development and Communications (the department) is collaborating with the Australian National University (ANU) on a research project to help Indian Ocean Territories (IOT) residents prevent and manage diabetes. Diabetes has been highlighted as a key concern in the IOT, with Christmas Island (CI) and the Cocos (Keeling) Islands (CKI) having higher rates of diabetes at 8 per cent and 11 per cent respectively, compared to mainland (5.1 per cent) and other remote (7 per cent) areas of Australia. The two-phase project will first identify initiatives to prevent or manage diabetes in the IOT and then in the second phase (years two and three of the project), implement strategies to address the high rates of diabetes in the IOT. The on-island research commenced in April when the researchers led by Professor Emily Lancsar met with Indian Ocean Territories Health Service (IOTHS) staff and other stakeholders remotely via teleconference to understand local health services and life on the islands. A later visit this year will involve community engagement with a wide range of community leaders and members, and people with diabetes and their families, on the issues surrounding diabetes and possible initiatives to treat and prevent the disease. The Enhancing health and wellbeing in the Indian Ocean Territories project is being funded by the ANU Greenhouse Fund and the Australian Government appreciates the University’s support for this important community health initiative. The community will be kept informed as the research project progresses.
First female engineer to graduate from Cocos (Keeling) Island

The Australian Government, through the Department of Infrastructure, Transport, Regional Development and Communications (the department) funds all Western Australian (WA) state agency services delivered to our Indian Ocean Territories (IOT) communities, including those provided by Water Corporation and the WA Department of Education in our schools. With Cocos Islands District High School only offering secondary education up until year 10, Sam moved to the mainland to complete her year 11 and 12 studies, growing a strong interest within the fields of science, technology, engineering and mathematics (STEM). After high school, Sam studied Environmental Engineering at Murdoch University, proudly graduating
with her degree in February 2019. Sam first started with Water Corporation on CKI as an undergraduate-vacation student in 2016. She was based at its West Island facility working on energy efficiency assessments and a project to improve sludge drying bed performance. Sam then returned to Perth to complete her studies and joined the Water Corporation again late last year to undertake further vacation work. Supported by Water Corporation’s People and Capability Senior Advisor, Career Entry, Andre Sequeira, and North West Region Technical Advisor, Operations Services, Danielle Scott, Sam was encouraged to apply for the Graduate Program. Water
Corporation CKI Operations Manager, Rohan Dyall, said it was fantastic to see Sam’s skills grow, from her early beginnings as a vacation student, to now working as a graduate within Water Corporations’ Perth office. “Sam is a fantastic role model, not only to females, but to all young people with an interest in the STEM field who may come from diverse backgrounds,” Mr Dyall said. “Sam sets an excellent example of what you can achieve with dedication, hard work and clear goals; it’s been a pleasure assisting Sam on this journey.” Sam said the move to Perth is the first step in what she hopes will be a long-term career with Water Corporation. “I am
really excited to be starting in my new position as a graduate with Water Corporation and am looking forward to working in the different areas of the business to better understand the delivery of water and wastewater services across Western Australia and the Indian Ocean Territories,” Sam said. “As the first female Engineer from the Cocos (Keeling) Islands I hope that I can be a role model for young girls within the Indian Ocean Territory and show them that with courage and determination you can set yourself a bright future filled with opportunity. “I hope that one day I can go back to Cocos and provide guidance and support to young girls through a mentorship type program and give back to the community who helped me to become who I am today”. Sam’s career aspiration is to work as an engineer based onsite at a large scale desalination plant.
RDA update - Aviation Consumer Protection
On Wednesday 8 July 2020, Assistant Minister Nola Marino invited the Indian Ocean Territories Regional Development Organisation (IOT RDO) to participate in the Regional Development Australia network national teleconference. The purpose of the teleconference is to discuss issues impacting Australian communities during the pandemic, and to inform the Government’s policy responses. An issue highlighted in the teleconference with Minister Marino related to feedback from people experiencing difficulties with airlines regarding the cancellation of travel plans due to COVID-19 restrictions. It is appreciated that airline customers will have concerns at this time around a number of matters related to current or future ticketing and flight
operations. Importantly, customers should check terms and conditions with the airlines and directly discuss their specific situation with them. As can be appreciated, the situation is fluid and airlines are providing regular updates to comply with regulatory directives or operational requirements. If travel insurance has also been purchased, these terms and conditions should be checked as well. Generally, customer service issues are best resolved with the airline involved in the first instance. If customers are not satisfied with their response, the Airline Customer Advocate offers a free and independent service to eligible customers of major Australian airlines to facilitate the resolution of current complaints about airline services. Given the impact COVID-19 has had on events, flights and travel services, the Australian Competition and Consumer Commission (ACCC) has issued advice for consumers and businesses on their rights and obligations if services have been cancelled or if people wish to cancel their travel plans. For more information this can be accessed at: https://www.accc.gov.au/consumers/consumer-rights-guarantees/covid-19-coronavirus-information-for-consumers. All businesses operating in Australia, including airlines, are subject to the
Competition and Consumer Act 2010, which improves consumer protection for the Australian community. Compliance with this Act is the responsibility of the ACCC. If customers believe there has been a breach of the Competition and Consumer Act 2010 by the airline, they may wish to contact the ACCC on 1300 302 502 or the consumer ombudsman in their state or territory.

Date: 24 July 2020 Have your say on improvement plan for Flying Fish CoveAll Christmas Islanders are being asked to provide their feedback on a draft staged plan of our community vision for the future of Flying Fish Cove. In the Our Christmas Island, 2030 Strategic Plan, the community recognised the importance of the Cove for industry, recreation, and tourism, and recommended a long-term vision be developed to ensure facilities better support its variety of uses. Following initial
community engagement sessions in February, the Department of Infrastructure, Transport, Regional Development and Communications (the department) and its consultants Manteena and Oxigen, in consultation with my office, have now developed the draft Flying Fish Cove Landscape Master Plan, outlining planned improvements on public land from the roundabout area to the end of the boat ramp carpark. The feedback you provided in February has been invaluable to shape this draft master plan, and I look forward to your further views to help us progress to a final design, and an approved program of works for the first few years. Public display boards with explanations in English, Mandarin and Malay can be found at the Indian Ocean Territories Administration building (my office), out the
front of the Harbour Master’s office, at Christmas Island District High School and Poon Saan Coffee Shop. A short video explaining the design intent behind the plan will also be available – details available on the display boards. There are a number of ways you can comment on the Plan, including: - Completing an online feedback form - access by scanning the codes on the signs
- Requesting a hard copy of the plan and feedback form from my office and returning it there
- Participating in future small group consultation sessions targeting key user groups
of Flying Fish Cove (more information will be provided soon, and sessions will be conducted in line with COVID safety restrictions and requirements).
With your input, we are confident that together we can improve Flying Fish Cove, increase its usability for all groups on Christmas Island, while also benefiting tourism, building community spirit and enhancing the beauty of our home. The ferry schedule has been changed to better reflect the needs of the Cocos (Keeling) Islands (CKI) and its communities, following consultations and the subsequent review of the ferry services by the Department of Infrastructure, Transport, Regional Development and Communications. The feedback from the community
summarised in the review report has been considered, and the Department will be implementing the attached ferry timetable which includes additional night time services on Tuesday and Friday nights. These additional night time services were well supported by the community feedback and are designed to allow more community engagement through increased opportunities for sports, night time business operation and community events. Morning and afternoon services remain in place to ensure school and work ferry services are not interrupted and changes to the midday ferry services have been made to make flight days less congested. These changes to the ferry timetable are in line with actions proposed by the community in Our Cocos (Keeling) Islands 2030 Strategic Plan. The Strategic Plan called for ferry services, including timetables, to be reviewed
to increase social harmony through expanded opportunities for inter-island interaction and community engagement. I would like to thank all who contributed to this process and am pleased that another action from the Strategic Plan has been addressed. The Department, through its service contract with the Cocos Islands Cooperative Society, will continue to monitor the patronage of the ferry services and welcomes feedback on the new timetable to IndianOceanTerritories@infrastructure.gov.au.

This role will carry out scheduled and corrective maintenance to mobile plant and machinery. This includes heavy vehicles (such as mining fleet, earthmoving plant, road trains, vacuum trucks, service trucks) and light vehicles. MAIN ROLE & RESPONSIBILITIES The successful person will be required to diagnose faults, inspect, and test machinery and plant. The person will carry out repair action required to manufacturer’s specifications, WA Mines Safety and Inspection Act & Regulations, and relevant Australian standards. The person will undertake and complete maintenance tasks as directed by the MPM Lead and MPM Supervisor and will need to also coach and support Apprentices. MINIMUM QUALIFICATION TO PERFORM THE ROLE - MEM30205 Certificate III in Engineering – Mechanical Trade (Heavy Duty Diesel Fitting) or equivalent.
