TTM Planner deadline extension - update to TTM notify issued 14 Dec

Waka Kotahi NZ Transport Agency has been contacted by some organisations regarding the Temporary Traffic Management (TTM) Notify issued 14 Dec 2020. We have taken on board your suggestions and would like to report some changes back to you.

All feedback provided to Waka Kotahi has been very supportive of the need to have a robust planning and approval process when managing the risks associated with working on or near the road or conducting any activity on a road such as events. We can see you share the aim of a safe system with us.

The need to have well planned work or event activities is the cornerstone of the change required for the industry to discharge their health and safety duties and protect our workers and the public within our sites.

We understand 2020 has been a tough year for many. We have identified, alongside our partners, that having fewer than 100 trained and competent TTM planners will put strain on this valuable resource, and the students submitting assignments.

It has been agreed that all TTM professionals that have completed the two days of the TTM planner workshop and have not yet passed the assessment will continue to be able to submit traffic management plans (TMP) for approval under a four month extension to 30th April 2021. This will be the final extension to this training warrant.

This decision means that there will be close to 900 people able to prepare and approve TMPs after the 31st December 2020, reducing pressure on the individuals already warranted and allowing all of us to recover from a challenging 2020. This will also allow the industry to work through the summer construction programme and remove some barriers for summer events.

After 30th April 2021 all TMPs must be submitted and approved by a warranted TTM planner or a TTM planner - NP submitting a TMP for assessment.
