Quarterly Update

Background

The Mayfield Development Site is a 90-hectare parcel of port-side land, located within the Port of Newcastle. The site was once part of the former BHP Steelworks and has since been extensively remediated. It represents an important economic opportunity for the Port and the Hunter region.

The Mayfield Concept Plan Approval establishes the parameters and environmental criteria for the NSW Department of Planning and Environment to assess future projects on the site. It provides a level of certainty for regulators, the local community and port tenants that the site can be developed in a consistent and environmentally responsible manner. Individual projects not yet approved are still required to seek planning approval.

As the proponent of the Mayfield Concept Plan Approval, Port of Newcastle publishes monitoring data regarding environmental performance in accordance with the Concept Plan Approval.

Where is the development of the Mayfield Site up to?

Stolthaven Facilities
The Mayfield Site currently contains two shipping berths (the Mayfield 4 Berth and the BHP 6 Berth) and a fuel storage terminal. Stolthaven Australia Pty Ltd has been operating a bulk liquids fuel storage terminal since December 2013. It currently comprises seven diesel storage tanks and two biodiesel storage tanks with approval to handle up to 3,500 mega litres of fuel annually.

A dedicated bulk liquids common user berth (Mayfield 7) adjacent to its bulk liquids storage facility is being constructed by Stolthaven, and is expected to be complete and operational by mid 2018. Stolthaven will own and operate the berth and provide services to Mayfield bulk liquid storage facilities and users.

Construction of the berth is now well advanced and has reached over 80% completion. Mayfield 7 Berth is expected to be operational in the second half of 2018.

Stolthaven Mayfield Terminal
Future Project
Stolthaven’s Stage 3 State Significant Development (SSD) Project Approval was issued by NSW Department of Planning and Environment on 15 December 2016. The approval is for the construction and operation of a bulk fuel storage and distribution terminal with an annual throughput of 3,500 million litres. The approval includes the construction of 17 storage tanks, marine loading arm (on the Mayfield 7 Berth) and pipeline (between the Mayfield 7 Berth and the terminal). 

The Conditions of Approval in the consent reflect existing reporting arrangements and environmental monitoring requirements in compliance with the Mayfield Concept Plan Approval. Stolthaven is continuing to finalise the design and preparation for the Stage 3 tendering process.

Port of Newcastle Mayfield Services Project
Installation of permanent utility services for water, electricity and telecommunications

The Stage 1 component of the Mayfield Services Project has been completed, including connections to the Ausgrid and Hunter Water networks for the future supply of electrical and water services to the site.

Port of Newcastle is currently reviewing tenders for Stage 2. The project includes installing cables from the Ausgrid substation at Mayfield West to a new Port of Newcastle owned substation near the bulk liquids precinct within the Mayfield Development Site.

This is a $5 million investment by Port of Newcastle to enable future full development of the site.

Port of Newcastle is working with Ausgrid to deliver Stage 2 of Mayfield Services Project, which will meet the future electrical requirements of the site.

Mayfield Cargo Storage Facility
On 30 June 2017, Port of Newcastle was issued a Development Consent for the operation of an open air storage facility within the Mayfield site. The facility will provide for the storage of a range of cargo including project cargo, general cargo, breakbulk, and associated containerised cargoes.

Proposed works at the site include the installation of temporary fencing, temporary lighting and temporary amenities as required. No permanent structures or buildings are proposed.

Port of Newcastle has developed an Operational Environmental Management Plan (OEMP) to provide a strategic framework for environmental management of the facility, in accordance with the Consent Conditions of Approval and requirements under the Mayfield Concept Plan Approval.
