Welcome to the NLTP Bulletin, our newsletter with information about management of the current National Land Transport Programme (NLTP) and what we're working on for the development of the 2021-24 NLTP.

Investment Prioritisation Method (IPM)

  • We’re pleased to share the Investment Prioritisation Method for the 2021–24 National Land Transport Programme (NLTP) has been finalised. It replaces the Investment Assessment Framework used for the 2018-21 NLTP.
     
  • The IPM will be used to give effect to the Government Policy Statement on land transport 2021 (GPS 2021) and applies to activities proposed for the 2021–24 NLTP.
     
  • It includes moving from two prioritisation factors to three (as was the case before 2018), to give effect to the GPS 2021.
     
  • It also includes the three-factor priority order matrix and the Indicative Efficiency Rating tool to prioritise activities for inclusion in the 2021–24 NLTP.
     
  • We have published the final IPM online along with a summary of the feedback we received and our responses, and FAQs.

  • We’ve published two new Business Case guides online. These were developed to incorporate the latest tools from the Investment Decision-Making Framework review and to provide clarity and guidance to those developing business cases.

  • The NLTP funding dashboard is now available online - it's a self-service tool that shows NLTP activity funding and approval times as interactive graphs.
     
  • This means you have quick, easy access to data relating to your business.
     
  • The dashboard shows NLTP expenditure by region, activity class and year. It also shows the status of funding requests and the time it takes to approve these.

Transport Investment Online (TIO)

  • Thank you to everyone for getting your final continuous programme bids to us at the end of last year. Your investment adviser will have been, or will shortly be, in contact with you to discuss these as they assess the programmes against your activity management plans and other supporting information.
     
  • We’d also like to remind you that the first new templates available in TIO – those for the activity management plans and continuous programmes – contain new fields, such as a benefit module, that are required to be completed by next Friday 29 January.
     
  • We also expect the draft activity management plans that support both your continuous programmes and improvement activities to be coming through for formal support.
     
  • The RLTP development template will be available in TIO this week, and will include objectives and strategic priorities to support improved line-of-sight between activities and your RLTP, and reporting on investment against your RLTP objectives and regional prioritisation of improvement activities.
     
  • We will pre-populate the RLTP development template for each region that supplied this data in the interim solution spreadsheet. For other regions, the RTC representative will be able to enter the required information directly into the new RLTP development module.
     
  • In February we’ll complete initial moderation of improvements and LCLR activities, and the final moderation of continuous programmes. We’ll look to provide feedback on both in March.
     
  • To support the initial moderation, we’ll also complete regional programme reviews to ensure consistency and that we have all the information required for our assessment and moderation process.
     
  • We have scheduled the final assessment and prioritisation for improvement activities in June.
