As we wrap up the feedback from our largest ever careers event in the Hutt Valley we are very grateful for the support of our many businesses and schools that supported us. We had over 90 stands at the event which included for the first time a Women in Trades area. One of the employers that attended said ‘I simply could not think of one thing you could do to improve this – it was superb.’

It was great to help inform and inspire close to 1,700 rangatahi from schools across the region and help them discover, explore, and connect to their possible futures. One of the careers advisors commented, ‘It was fantastic.  The students have been having amazing conversations about what they found out’.

One of the great things about our Education to Employment work is the rangatahi we meet along the way. I have a lot of hope about the future of the Hutt Valley when I talk to our students about their aspirations and hopes.  I met a couple of local students at the careers event that have followed up to get additional support.

One student, who is passionate about product design and 3D printing has designed and created a 3D-printed prototype of a device that assists individuals with hand and/or finger mobility issues, or mobility challenges caused by neurological conditions, in using a key in a lock. His goal is to offer a practical tool at an affordable price, recognising that people with disabilities often face high costs for essential aids. Wow!

Another student, Lachlan Mead, who has been doing Young Enterprise (YES) has produced and is selling a family card game called Christmas Chaos.  For his game, he placed second in Wellington with his business pitch for YES, and was selected for the National Entrepreneurs in Action weekend where his team won the business challenge.           New Melling Interchange to enhance safety and efficiency

          The new Melling interchange on State Highway 2 in Lower Hutt will feature a unique design tailored to its complex environment, nestled between the Western Hills, the river, a busy city center, and a railway line. Unlike other Hutt Valley interchanges, it won’t use a roundabout but instead will have traffic lights that ensure safer, smoother traffic flow. This interchange will replace the current Melling and Tirohanga intersections, allowing drivers to exit the highway without stopping at high-speed traffic lights. The project is being developed in collaboration with Te Wai Takamori o Te Awa Kairangi Alliance, mana whenua, and local council partners.

          Melling Train Station moved 300m as part of Interchange Project

          As part of the new Melling interchange project, the Melling train station will be relocated approximately 300 meters south to accommodate the interchange. This move will also include the addition of safer walking and cycling paths, along with connections to other cycling routes. The Melling line will be temporarily closed, with the closure expected to begin in 2025. The new station will offer improved access for pedestrians, cyclists, and drivers, with multiple routes available for reaching the station.

          World Economic Updates

            Mixed signals from the United States economy

            • There was concern among international markets last week as a sub-par job report from the United States raised fears that its labour market may be deteriorating, potentially raising the risk of recession. According to a report released by the United States Bureau of Labor Statistics(external link), the United States economy added just 114,000 jobs in July. This represented a significant downshift from the (revised) employment gains in May (216,000) and June (179,000) and is significantly down from the average 215,000 of the past 12 months. The unemployment rate meanwhile rose from 4.1 percent to 4.3 percent, marking the fourth month in a row that the unemployment rate has increased.

            Australian inflation remains sticky – but still trending downwards

            • The latest release of the consumer price index by the Australian Bureau of Statistics(external link) showed a slight uptick in the headline inflation rate, from 3.6 percent to 3.8 percent in the June quarter. While this was the first increase in the overall rate of price growth since the December 2022 quarter, core (or the “trimmed mean”) inflation, which strips out the most volatile items, declined for the sixth quarter in a row, suggesting that inflation is still trending down. This will likely prove welcome news to the Reserve Bank of Australia, which meets to announce its next rate decision on Tuesday this week (4:30pm New Zealand Standard Time). 

            European economy shows modest growth

            • Europe’s economy saw modest growth during the second quarter. A preliminary estimate by EuroStat showed growth on an annualised basis of 0.7 percent across the European Union and by 0.6 percent in the Eurozone (which includes the 20 countries that use the Euro currency) during the second quarter.

            There’s more slack in the labour market, as we get paid more per hour, but get fewer hours

              Kiwibank have completed an analysis on the latest jobs market data. They have concluded:

              • The jobs report was weak. Although it was slightly better than we had expected. The unemployment rate rose to a 3-year high of 4.6%, with the participation rate rising to 71.7%. The underutilisation rate, a better measure of slack, lifted to 11.8% from 11.2%, as total hours worked fell 1.2% over the quarter. 
              • Wage inflation continued to rise, but at a slower pace. Annual wage growth has slowed to 3.6%, moving further – albeit slowly – away from the 4.5% peak. Weaker wage inflation should help drive an easing in domestic inflation.  65% of employees received a pay rise, which sounds good, but their hours are down. So you may earn more per hour, but you’re getting fewer hours.  
              • Amid the slowing economic landscape, the labour market should continue cooling from here. As demand for labour deteriorates, the unemployment rate is on track to exceed 5% by year-end – peeling further and further away from the 3.2% low.

              Government moves to provide greater certainty for earthquake-prone buildings

                The New Zealand Government is addressing the challenges faced by building owners in meeting seismic safety standards by extending the remediation deadlines for earthquake-prone buildings. Building and Construction Minister Chris Penk announced that a new Bill, which recently passed its first reading, will extend these deadlines by four years for all non-lapsed buildings as of April 2024, with an additional two-year extension available if needed.

                The decision comes as part of a broader review of the earthquake-prone building system aimed at simplifying and clarifying the regulations, which many find complex and costly to comply with. This extension offers temporary relief to nearly 500 building owners whose deadlines are approaching while the government works on creating a more pragmatic system that balances safety with real-world costs.

                Building owners who can proceed with remediation are encouraged to do so, even as the review progresses. The government aims to develop a system that ensures the safety of New Zealanders while addressing the barriers that currently hinder effective seismic risk management.

                Addressing productivity challenges in New Zealand's Construction Sector

                  A recent report from the New Zealand Chinese Building Industry Association has revealed significant productivity challenges within the construction sector, showing that productivity levels have remained stagnant since 1985. Despite technological advancements, the time required to build a home has increased by 50% over the past decade, contributing to an unaffordable housing market where renters now spend nearly 40% of their income on housing.

                  Building and Construction Minister Chris Penk highlighted the importance of the government's efforts to streamline the building consent process and remove unnecessary red tape to address these issues. The government's recent initiatives include easing the use of overseas building products, promoting remote inspections, simplifying minor consent changes, and improving transparency on building consent processing times.

                  These measures aim to lift productivity in the construction sector and make it easier and more affordable to build homes, ensuring that more Kiwi families can enjoy stable, affordable housing.

                  New Zealand to benefit from end to gene tech ban

                    The New Zealand government is set to end the nearly 30-year ban on gene technology outside the lab, a move expected to bring significant health, productivity, and climate benefits. Science, Innovation and Technology Minister Judith Collins announced that new legislation will be introduced by the end of the year, creating a dedicated regulator to oversee gene technology applications.

                    This change is aimed at modernising New Zealand's gene technology laws, aligning them with global standards, and enabling advancements in areas such as cancer treatment, agricultural productivity, and emissions reduction. The legislation, modeled after Australia’s Gene Technology Act 2000, will ensure strong protections for human health and the environment, with the goal of having the regulator operational by the end of 2025.

                    New guidelines for Trade Marks with Māori elements

                    The Intellectual Property Office of New Zealand (IPONZ) has updated its guidelines for trade marks containing Māori elements. This is crucial for businesses looking to incorporate Māori cultural elements, such as words, images, or place names, into their trade marks.

                    While these elements can highlight New Zealand origins, they must be used thoughtfully to avoid causing offense. The new guidelines explain key Māori concepts and why some uses may be deemed inappropriate. They also recommend seeking specialist advice from Māori cultural experts, including artists and language specialists.

                    Govt to bring in congestion charging, aims for faster freight

                    The Government will introduce legislation this year to enable time of use schemes to be developed to reduce travel times on our busiest roads and boost economic growth, Transport Minister Simeon Brown says.

                    Cabinet has agreed to a legislative framework focused on seven key components that will enable local councils to propose time of use schemes (a form of congestion charging) on their networks.

                    Time of use schemes will aim to improve network efficiency to increase productivity and enable Kiwis and freight to get where they need to go quickly and safely, Brown says.

                    Enabling time of use schemes was a priority for the Government and a commitment under the National-ACT coalition agreement.

                    Road freight bodies support congestion charging – ‘if done right’

                    Both Transporting NZ and National Road Carriers Association (NRC) are supporting the Government’s move to introduce legislation this year to enable time-of-use schemes (a form of congestion charging) to be developed on our busiest roads.

                    Transporting NZ interim chief executive Dom Kalasih says congestion charging has proven highly useful in reducing traffic snarl-ups in many cities when used properly, and can lift productivity by allowing vital transport operators to operate more effectively.

                    “Freight transport is a vital part of our economy, and anything that lets truckies get deliveries done more efficiently is good for them, good for their customers and good for the economy.”

                    ANZ NZ Truckometer – Economy and Production Indicator

                    The Light Traffic Index (LTI) lifted1.5% m/m in July, while the Heavy Traffic Index (HTI) recovered much of its June fall, rising 6.1%.

                    • Light traffic(motorbikes, cars and vans)is generally a good indicator of the state of demand, as opposed to production. It typically provides a 6-month lead on momentum in the economy
                    • Heavy traffic data (mostly trucks) tends to provide a good steer on production GDP in real time, as it captures both goods production and freight associated with both wholesale and retail trade. The heavy traffic index bounced 6.1% in July after an exceptionally sharp fall in June

                    Business Safety Support Fund – Open for Applications

                    Hutt City Council are offering the opportunity for local businesses to get financial support to increase the security and safety measures of their consumer-facing stores.

                    Businesses can apply for funding for equipment that will improve their current safety measures, such as security mirrors, sirens, alarms, on-site CCTV, fog cannons etc

                    The fund is available to businesses that:

                    • Are consumer-facing with a trading address in Lower Hutt, and
                    • Have 15 or less paid employees - smaller businesses are often the most vulnerable due to their available resources and the stress placed on smaller workforces

                    Applicants can make one submission to the fund for up to $2500 + GST, a quote for equipment and/or installation must also be provided alongside this application. Businesses can apply here: http://hutt.city/safetyfund. The Business Safety Support Fund totals $150,000 + GST and will be available for applications until all funds are allocated.

                     
                     

                    Wellington Water CEO Steps Down

                    Wellington Water Chief Executive Tonia has stepped down after five and a half years of service. Board Chair Nick Leggett acknowledged Tonia's significant contributions, including expanding the capital program from $60 million to $330 million and effectively managing major projects like the Omāroro Reservoir and Kaitoke Flume bridge.

                    Tonia praised the team’s dedication and the organization's improved operational performance, noting the reduction in water loss and backlog of leaks. With these achievements in place and a shift in strategic direction on the horizon, Tonia has decided it is time for a new leadership phase.

                    The Board will initiate a search for a new Chief Executive, with Tonia's departure set for August 9.

                    Upper Hutt Council confirms representation for 2025 Local Elections

                    Upper Hutt City Council has finalised the representation arrangements for the upcoming 11 October 2025 local government elections. Following the enactment of recent legislation, the Council reviewed its previous decision to establish Māori wards but ultimately decided to rescind it. As a result, the existing representation structure will remain unchanged for the 2025 elections.

                    The Council will continue to consist of 10 councillors elected at-large, along with the mayor, and there will be no community boards in Upper Hutt. For more details, residents can contact Upper Hutt City Council or visit their website.

                    Wellington Water responds to wastewater overflow at Days Bay

                    Wellington Water crews are addressing a wastewater overflow that began on Saturday at Days Bay, Eastbourne. The issue stems from a break in a wastewater pipe near the Days Bay pump station, causing treated and untreated wastewater to enter the bay.

                    To facilitate repairs, the main wastewater outfall pipeline to Pencarrow Heads has been temporarily closed, redirecting treated wastewater to the Waiwhetū Stream. Wastewater tankers are being used to minimise environmental impact, and residents are encouraged to reduce their toilet and shower use.

                    Public health signage is in place, and residents should follow safety guidelines for recreational water use. Regular updates will be provided on Wellington Water’s Facebook page.

                    Wellington Water crews have restored the pump stations at York Bay and Pt Arthur, allowing wastewater to flow to the Seaview Wastewater Treatment Plant as usual. This has stopped discharges into York Bay, Pt Arthur, and the Waiwhetū Stream, though beach areas remain closed for now. Recreational users should follow LAWA's advice here.

                    Sucker trucks will stay on-site as a precaution, and environmental sampling will continue until three clear days are confirmed. Meanwhile, options are being explored to relocate the sucker trucks to Days Bay to reduce untreated wastewater discharge.

                    Residents south of 627 Marine Drive and north of 401 Marine Drive can resume normal water use, while those in Days Bay, Mahina Bay, and Sunshine Bay should continue conserving water.                     Celebrating 15 Years of 2degrees

                    We’re proud to celebrate 2degrees, a valued Chamber member, as they mark 15 years of transforming the New Zealand telco industry. Featured in the Herald today, 2degrees has been a force for fairness since its launch on August 5th, 2009.

                    In the 90s, the New Zealand telco market was known as one of the least fair in the world. But 2degrees stepped in to break the duopoly and "Fight for Fair" for all Kiwis.                     Cathy Sheppard Awarded APAC CEO of the Year 2024

                    Cathy recently shared her thoughts on LinkedIn, inspired by her recognition as the APAC CEO of the Year 2024.

                    In her post, Cathy takes us back to the early days of her business when she started with little experience but a lot of determination. The journey wasn’t easy, but through passion, perseverance, and hard work, Cathy has built a company she’s incredibly proud of, alongside a team she deeply values.

                    A bit about this work and why it matters

                    ERO is doing some research to inform government decision-making about the National Certificate of Educational Achievement (NCEA).                     "Are you a financial whizz?  Can you give up to 3 hours of your time every 6 weeks?  Then we are looking for you."

                    Hutt Valley Riding for the Disabled are looking for a new Board member with financial experience to join our Governance Board.

                    They require a person who can work in a voluntary capacity, who has a strong skillset and background in financial literacy, and who can review our financials and prepare a report for the Board.

                    The Board meetings are every 6 weeks, so the review and reporting requirement is just prior to these meetings.  Time is not onerous, perhaps up to 3 hours every 6 weeks

                    Hutt Valley Riding for the Disabled is looking for assistance with our Fundraising.  We already have a person who is dedicated to grant funding, but we need help with organising events such as film evenings, car boot sales, chocolates, raffles, etc.

                    We require a person who can work in a voluntary capacity, who has a strong skillset and background in fundraising, who can work to organise fundraising opportunities (with oversight of from the Centre Co-ordinator) and be the go-to person for fundraising initiatives and activity.
