COVID-19 - Stay Safe: changes to TTM training and warrants

We wanted to get in touch to let you know some important changes we are recommending, and putting in place in our own workshops, to help keep everyone safe while we all work through the changing situation with COVID-19.

Your wellbeing is important to us and this is at the centre of our thinking while we work through what this means for continuing with existing training workshops for renewing and/or new warrants. We have also carefully considered this for the rollout of the new training, assessments and warrants, under the new TTM training and competency model.

We also know it’s important you have flexibility to operate your business during this time in a way that works best for you and your people and would like to support you with this.

We are therefore making the following changes to support you and your people during this time. All changes are effective immediately.

Health and safety during TTM workshops

We are now applying the following conditions to all Transport Agency run training workshops and have requested all TTM trainers to apply the same with their individually operated workshops.

Where a TTM trainer has their own health and safety actions and/or company policy over and above this, they will continue to apply it to further support keeping everyone safe.

People attending training workshops

  • Anyone who is unwell, or who has/is at risk from, exposure to COVID-19 is not to attend and will be required to leave if they present to training
  • Training will be kept to a minimum number of trainees attending workshops
  • Social distancing will strictly apply (no handshakes, hugs, sitting closely). Seating arrangements in training rooms will be adapted to support this
  • We have requested TTM trainers to please allow attendees to cancel without penalty - for all Transport Agency run courses this will automatically apply

Using shared resources in workshops

  • Where practical, trainees will be asked to bring their own device to the workshop, in preference to using shared devices
  • If shared devices need to be used, they are to be cleaned thoroughly with disinfectant cleaner before and after use
  • Stop the use of shared printed training and reference material (e.g. copies of CoPTTM)

Online training now available for selected workshops

As a temporary measure, TTM trainers can now provide the following existing training courses using an online webinar, as an alternative to classroom training.

Workshops available to run online

  • TC workshop
  • STMS refresher workshop
  • TC inspector workshop

Please contact a TTM trainer if you would like to attend an online workshop and use the usual booking process to register.

Training and competency model rollout - paused

We had planned to start rolling out the new TC training material from April, followed by STMS over the coming months, however due to the evolving situation with COVID-19 we have paused this for now and will be in touch once we can provide more details of when this will re-start.

Renewing TTM warrants

If a trainee is unable to attend a refresher due to COVID-19 restrictions, we will work with them to temporarily extend their warrant. Anyone in this situation needs to contact Kim directly with their warrant details - kim.laurenson@nzta.govt.nz


TTMP warrant requirement - now extended to 31 December 2020

The date to hold this warrant is tentatively moved from 1 September 2020, to 31 December 2020. We will continue to closely monitor industry need and attendance and will revise this date again in June 2020.


TTM trainer warrants

While we pause the rollout, all trainers with current warrants will continue to be extended until the next TTM trainer refresher is available.

General updates

Temporary speed limit (TSL) decision matrix

A reminder to all STMSs and planners that CoPTTM contains a temporary speed limit (TSL) decision matrix which provides guidance on how to select the most appropriate temporary speed limit for the changed conditions within the road environment.

How to use it

The matrix calculates four different road conditions against TSL options. Road conditions cover minimum lane width, pavement/surface condition, visibility and alignment, and site clutter.

To calculate the TSL:

  1. match the road condition description to the TTM worksite and select a TSL from the options provided
  2. the matrix will then automatically calculate the lowest TSL to use
  3. check this TSL is 80km/h or below and at least 10km below the permanent speed limit
  4. if yes, use this TSL on site and monitor its effectiveness
  5. if no, confirm there is no other requirement detailed in the TMP that would require the use of a TSL before proceeding without a TSL

When to use it

TTM Planners should use and attach this completed matrix when developing a TMP that specifies the use of a TSL for a worksite.

STMS should use this matrix when they have a traffic management diagram that requires the use of a TSL and includes a statement about using the TSL decision matrix to select the appropriate TSL for the worksite.

New STMS training material - update

Development of the training material for STMS A, and STMS B has started, and we will continue to progress this while the rollout is paused. STMS C training material will also be developed during this time.
