Welcome to the NLTP Bulletin, our newsletter with information about management of the current National Land Transport Programme (NLTP) and what we're working on for the development of the 2021-24 NLTP.

Funding assistance rates (FARs)

  • In August we advised all Approved Organisations (AOs) of their Funding Assistance Rates for the 2021-24 National Land Transport Programme (NLTP).
     
  • After receiving queries about the basis for changes in the FARs from 2018-21 to 2021-24, we undertook a thorough review of the models and data sets used to calculate FARs going back to 2015.
     
  • The review identified that some of the data sets used in the 2018-21 FAR model were not the most current available at the time of setting 2018-21 FARs. This resulted in errors in the FAR model for the 2018-21 NLTP period.
     
  • We will correct the FARs for the 17 AOs that were disadvantaged (i.e. they would have received a higher FAR, and therefore a greater contribution from the NLTF, if not for the model errors). We are immediately adjusting their FARs for the 2018-21 NLTP period, and they will receive a one-off payment to reimburse them for underpayment in the previous two years.
     
  • The issues identified with the 2018-21 FAR model do not relate to the 2021-24 FAR calculations. However, the corrections to 2018-21 FARs have flow on effects for the rate that some AOs start at in 2021-24, and therefore how they transition to their normal FAR by the end of the 2021-24 NLTP.
     
  • We will therefore also be adjusting the transition pathway over the three years of the 2021-24 NLTP for nine of the 17 AOs where the revised transition is favourable to them (i.e. results in higher FARs).
     
  • We have communicated the revised FARs and reimbursement details to impacted AOs this week.

Investment Prioritisation Method (IPM)

  • Thank you for the feedback on the draft IPM consultation. We're reviewing the feedback and working through changes in response. 
     
  • These changes primarily relate to prioritisation of improvement activities, rather than continuous programmes. 
     
  • We’re focusing on providing further definitions, clarifying the scheduling factor, making adjustments to the ratings for contribution to GPS outcomes and making adjustments to the priority order matrix.
     
  • We intend to release the final IPM this month once these changes are approved.

Transport Investment Online (TIO)

  • The first new templates are now available in TIO. We pre-populated TIO with the information you have already submitted through the interim spreadsheets, which includes the Asset Management Plan (AMP), Maintenance Operations and Renewals (MOR), and Public Transport (PT) templates.
     
  • Please use the new templates in TIO to submit your final continuous programme bids, which are due tomorrow. 
     
  • You'll notice the templates have new fields to be completed and we're asking for this additional information to be provided by Friday, 29 January.
     
  • Any final improvement activity or low cost low risk spreadsheets need to be resubmitted to nltp@nzta.govt.nz tomorrow.
     
  • A reminder that draft AMPs and PT equivalent documents should also be submitted in TIO by tomorrow. Final versions should be submitted by June 2021.
     
  • We recently held information sessions on how to use the updated templates. If you missed them, we'll shortly share a link to a recorded session and a summary of questions and answers from the sessions.
