I am writing to inform you about upcoming changes to Victoria’s border restrictions announced by the Victorian Government that will affect you if you:

  • hold a Specified Worker (Multiple Entry) Permit and enter Victoria for work purposes

The Victorian Government has announced that they will be further tightening border restrictions at the NSW/Victorian border. Mandatory vaccination will be required for health care workers entering Victoria from NSW under the Specified Worker (Multiple Entry) Permit. 

Health care workers who are unable to have a COVID-19 vaccine can request a COVID-19 vaccination exemption for medical reasons. You will need to provide evidence from a medical practitioner in the form of a medical certificate or letter.

Specified Worker (Multiple Entry) Permit

The following health care workers must hold or apply for a Specified Worker (Multiple Entry) Permit:

  • Victorian health care workers (including ancillary staff) who live in current Victorian cross-border communities and work in City of Broken Hill, City of Wagga Wagga, Edward River Council, Hay Shire, Lockhart Shire or Murrumbidgee Council. 
  • Victorian health care workers (including ancillary staff) who live in metropolitan Melbourne and regional Victoria (including City of Greater Bendigo, City of Greater Shepparton, Rural City of Benalla, Shire of Buloke, Shire of Loddon, Shire of Yarriambiack) and work in a cross-border community in NSW or City of Broken Hill, City of Wagga Wagga, Edward River Council, Hay Shire, Lockhart Shire or Murrumbidgee Council.
  • NSW health care workers (including ancillary staff) who live in current NSW cross-border communities and work in City of Greater Bendigo, City of Greater Shepparton, Rural City of Benalla, Shire of Loddon or Shire of Yarriambiack. 
  • NSW health care workers who live in City of Broken Hill, City of Wagga Wagga, Edward River Council, Hay Shire, Lockhart Shire, Murrumbidgee Council and work in another current cross-border healthcare service, and/or health care services in City of Greater Bendigo, City of Greater Shepparton, Rural City of Benalla, Shire of Buloke, Shire of Loddon or Shire of Yarriambiack.

Health care workers entering Victoria

From 23 September 2021, health care workers entering Victoria under the Specified Worker (Multiple Entry) Permit will be required to:

  • have had at least one COVID-19 vaccination dose by 23 September 2021; OR
  • carry evidence of a booking confirmation to receive a first dose of a COVID-19 vaccine before 11:59pm on 7 October 2021; OR
  • have a medical exemption evidenced by a medical practitioner.

From 11:59pm on 7 October 2021, all health care workers entering Victoria from NSW will need to have had at least one dose of the COVID-19 vaccine (or have a medical exemption evidenced by a medical practitioner) in order to be eligible for the Specified Worker (Multiple Entry) Permit. 

Evidence of vaccination can be provided in the form of documentation from the vaccine provider of your first COVID-19 dose or your COVID-19 digital certificate which is accessible through your Commonwealth myGov account.

Health care workers will need to apply for a new permit if their current permit expires after 23 September 2021 and confirm that they have received their COVID-19 vaccine dose to be eligible for the permit.
