Ngā Iwi i te Rohe o Te Waiariki, in partnership with the Ministry for Primary Industries and Te Ohu Kaimoana, are exploring opportunities and pathways to the development of a sustainable, resilient and world-class Māori aquaculture industry in the Bay of Plenty. The governance model and three step process for this kaupapa has been designed to be Iwi-led, collaborative, strategic and inclusive.
Importantly, the intent of this process is to generate investment-ready propositions that deliver holistic outcomes for Māori, and Aotearoa. The project has recently secured funding from MPI for the Stage Three business case development
Recap: Three stage process
This kaupapa takes a three-stage approach, with each stage connected and building upon each other.
Stage 1: Opportunities Assessment
A broad, holistic information and insight gathering exercise to identify a long-list of aquaculture opportunities. This stage crucially captures high level Iwi aspirations (what does success look like for Iwi?), scans the national and international aquaculture landscape for consumer, market and technology trends in order to assess relevant opportunities, grounding these in the realities, challenges and opportunities of the region. Completed August 2020.
Stage 2: Options Refinement
Analysis of the long-list of opportunities to identify a short-list to take forward into business case development. This stage takes a deeper dive in terms of commercial aspects of the opportunities identified and applies a holistic “Ngā Pou e Whā” analysis – assessing the scenarios against key criteria in terms of social, cultural, environmental and economic outcomes. Stage 3: Business Case
The development of business cases in an integrated package will inform potential future Iwi investment in aquaculture in the Bay of Plenty Region. The business case will holistically take into account the social, cultural, environmental and economic outcomes (‘the Four Pou’), building on the success of Stage 1 and 2. The business case will give increased certainty to the type/amount of investment required, the level of private sector investment enabled and the resulting economic impact to Iwi, and the Bay of Plenty Region as a whole, in terms of jobs and GDP growth. Commencing January 2021.
Te Ao Māori
This kaupapa weaves Te Ao Māori principles throughout and is driven by the aspirations and needs of Bay of Plenty Iwi including:
- Māori economic development and wellbeing: initiatives that grow people through job creation, training, career pathways, and research and leadership opportunities; and
- Empowering and exercising kaitiakitanga, maintaining and enhancing the mauri of Te Moana Nui-a-Toi.
Transparency and collaboration
A fundamental principle of this kaupapa is transparency, inclusiveness and collaboration for Ngā Iwi i te Rohe o Te Waiariki, and other interested Iwi.

Hui
In August, an open hui was held for Ngā Iwi i te Rohe o Te Waiariki, to present and discuss the Stage 1 findings. This hui was also open to Iwi from other rohe, expert contributors and stakeholders. With 80 people in attendance (during COVID-restrictions), the hui was effective in engaging and empowering Iwi, building on the communications and information sharing that has been a constant throughout the project.
Another hui will be arranged inthe New Year to discuss the findings of Stage 2, and determine the next steps for Stage 3 – watch this space.
