RISS Leadership Participates in NNOAC Conference

The RISS policy board members, the RISS Directors, and other key RISS representatives participated in the National Narcotics Officers' Associations' Coalition (NNOAC) annual conference in February in Washington, DC.  RISS and the NNOAC have shared a strong and trusted partnership for many years. The NNOAC consists of 40 individual state narcotics associations and represents more than 55,000 officers across the country. The  NNOAC actively researches, monitors, and supports efforts focused on increasing the effectiveness of law enforcement, specifically narcotics enforcement. Many of RISS’s services and programs directly aid narcotics officers with case resolution and officer safety.

Donna Williams, Chair of the RISS National Policy Group and Executive Director of ROCIC, provided a presentation regarding the support that RISS provides to law enforcement nationwide.  Matt McDonald, RISS Chief Information Officer, spoke to the attendees about the broad spectrum of services that RISS provides and how programs, such as equipment loans, have assisted narcotics officers with their cases.  Mr. McDonald also talked about programs such as the RISS Master Telephone Index and the RISS Money Counter Program and how the modern technology used by RISS makes it easier and more efficient for officers who are already burdened with so much work.  Julie Humphrey, RISS Chief Technology Officer, spoke about the vision for the future and the need to expand information sharing, specifically intelligence information sharing, by using the new RISS Criminal Intelligence Database (RISSIntel) software in the Azure Government Cloud.  The presentation included an overview of how law enforcement agencies from across the country have been involved in the design of the new software and the value of having the end users make decisions about how the software should work in the field.  In closing, Ms. Humphrey talked about the plan for deployment for the RISS Centers and then to agencies.

The conference was an excellent opportunity to learn about the current trends, hear from narcotics investigators, and discuss future efforts and plans to support narcotics officers throughout the country. RISS and the NNOAC will continue to work together with their partners to provide law enforcement officers with critical information sharing, investigative support, and officer safety tools.  For more information regarding the NNOAC, visit www.natlnarc.org. MAGLOCLEN Executive Director
Doug Burig

Meet the new MAGLOCLEN Executive Director Doug Burig.   Prior to Mr. Burig’s appointment as Executive Director, he was a member of the Pennsylvania State Police (PSP) for 25 years, where he served as Director of the Bureau of Criminal Investigation and was responsible for statewide oversight of the investigative programs and specialized investigative resources for his agency.  Prior to this position, Mr. Burig served in numerous disciplines within the PSP, including patrol; criminal investigations; criminal investigation assessment; analytical intelligence as the commander of the state’s primary designated fusion center, the Pennsylvania Criminal Intelligence Center; and as Director of the Intelligence Division.  In addition, he served on the state’s Type III All Hazards Incident Management Team for seven years.  Mr. Burig earned a master of science degree in the administration of justice and homeland security from Wilmington University and a bachelor of arts degree in political science from Salisbury University.  He is also a graduate of the 255th Session of the Federal Bureau of Investigation (FBI) National Academy.  In 2018, Mr. Burig completed the one-year FBI International Leadership in Counterterrorism Program.  Mr. Burig is a member of the U.S. Department of Justice's  Criminal Intelligence Coordinating Council, the International Association of Chiefs of Police (IACP), and the IACP Police Investigative Operations Committee.   Since 2017, Mr. Burig has been a regular presenter at the FBI National Academy.

RMIN Analyst Testifies at Homicide Trial

RISS analysts develop specialized analytical products for investigators and prosecutors to increase their abilities to identify, detect, and apprehend suspects, as well as to enhance prosecutorial success in court. These products include highly complex and specialized:

  • Flowcharts
  • Link charts
  • Crime scene diagrams
  • Telephone toll analysis
  • Financial analysis 
  • Computer forensics 
  • Audio/video enhancement 

RISS analysts also provide their expertise during court preparation and serve as expert witnesses at trial.

Sharonda Holleman, a Criminal Intelligence Analyst at the Rocky Mountain Information Network (RMIN), recently testified during the homicide trial of Brandon Lee Craft.  Mr. Craft was accused of killing Adam Petzack and stealing military pension funds from Mr. Petzack's bank account.  Ms. Holleman analyzed cell phone records provided by Verizon for phones belonging to the defendant, the victim, and the defendant's ex-wife.  Ms. Holleman showed the jury several maps of cell phone activity for each individual.  Mr. Craft was found guilty on all counts (deliberate homicide, tampering with evidence, and two counts of deceptive practices).  His sentencing is slated for late February.
