TTM planner warrant required from 31 December 2020

From 31 December 2020 temporary traffic management planners must pass the TTM planner assessment and hold a TTM planner warrant in order to design and submit TMPs. For those who do not yet hold a TTM planner warrant, or who enter the industry or this role after 31 December 2020 a probationary planner process is required.

Anyone who attends the TTM planner workshop and gains their TTM planner non-practising (TTM planner -NP) warrant will therefore be granted a 12-month probation period in which to submit a TMP, and supporting evidence of use, for assessment. The probationary TTM planner will remain a TTM planner -NP in the CoPTTM training database until they have successfully passed the TTM planner assessment.

This means that the only TMPs submitted by someone with a TTM planner -NP warrant should be those submitted for the purposes of assessment. A total of up to 3 TMPs per probationary TTM planner per TTM planner workshop will be considered.

TTM planner assessment process changes

Addition of a coversheet

In order to help both the candidate and the assessor we are introducing a coversheet for the TTM planner assessment. This includes details like names and contact information as well as a checklist for the documents that need to be submitted.
A copy of this coversheet is now included in the TTM planner workshop participant documents in the ‘TMP assessment requirements’ file.

Who marks the assessments?

Assessments are marked by the TTM planner trainers and subject matter experts (SME). When an assessment is received via email for marking it is allocated to a trainer or SME, assessments are distributed equally dependent on assessors' availability.

Appeals process

If you disagree with the assessment outcome there is an appeals process:

  • First discuss the issue(s) with the assessor
  • If you still disagree with the decision, ask for a review of the assessment decision
  • Your assessment will then be re-marked by a different assessor who will not know that the original assessment decision is being reviewed

Who is the TTM planner warrant for?

The 2-day workshop focusses on planning the TTM for a worksite, with an emphasis on worksites that impact lane capacity.
The workshop has been designed with the following roles in mind:

  • TMP designers developing TTM documents
  • Project planners
  • TMCs and other TMP approvers
  • Auditors.

To get the most out of the workshop you should bring a TMP you are currently working on or have questions about.

What is covered in the workshop?

  1. Identifying matters to be addressed
  2. Planning the closure(s)
  3. Planning for other considerations
  4. Planning for the road users
  5. Resolving conflicts
  6. Developing the Full TMP
  7. Submitting the Full TMP for approval
  8. Reviewing approval documentation (eg TMP, consent to work, other authorisations)
  9. Pre-implementation of the Full TMP
  10. Implementing the Full TMP
  11. Completing a TTM review.

Note: There is no formal training of computer aided design software such as RapidPlan and AutoCAD in this workshop

TTM planner warrant statistics

As of 10 December 2020 898 people have attended a TTM Planner or Advanced Traffic Management Planning (ATMP was the precursor to the current TTM Planner) workshop. There are 32 more to go through a workshop before the end of the year.

  • Of those 898 people 178 have submitted assessments for marking
  • 143 people have had a result returned for their TTM planner assessment
  • 36 assessments are currently out with the assessors for marking
  • 60 people have passed the assessment.
    With the rate at which assessments are being submitted this month we expect the number of people who hold the warrant to be at least 100 by the end of the year.

As the assessment documents have been refined and candidates have learned and understood the requirements more clearly the number of those achieving a pass mark has steadily increased. We expect this percentage to continue growing as planners work with our assessors to continue their learning through the assessment process.
