Welcome to the NLTP Bulletin, our newsletter with information about management of the current National Land Transport Programme (NLTP) and what we're working on for the development of the 2021-24 NLTP.

This edition has details on what's needed for final submissions into Transport Investment Online as well as template updates and guidance.

Claims and review module unavailable for migrated activities

  • This month we're moving the majority of non-archived activities to the 2021-24 NLTP templates in Transport Investment Online (TIO).
     
  • This is part of our upgrade to create fit-for-purpose templates that reflect the new Investment Prioritisation Method and the new Government Policy Statement on land transport (GPS) activity classes. 
     
  • To recognise the new improvement templates, the claims and review modules will need to be updated. In the meantime, funded activities migrated to the new improvements template will not be visible when making a claim and you will not be able to submit these activities for review.
     
  • The modules will be updated by 4 June to enable claims against all approved activities and for those activities to be submitted for review if required. 
     
  • This will impact any councils that need to submit claims or reviews for improvement activities between 12 May and 3 June. If you can submit your claims by midday on 12 May, we encourage you to do so. 
     
  • We recognise there may be instances where you need to claim within that time period and we will manage these on an individual basis.
     
  • Claims for all other activities including continuous programmes and investment management will not be impacted during this period.
     
  • Any review requests, such as cash-flow adjustments or cost changes, submitted before 12 May will still continue to be processed through the system. 
     
  • We want to minimise any impact these changes have for your organisation. Please get in touch with your investment adviser if this causes any issues.

Key dates for Transport Investment Online

  • The deadline for final submissions of activities and programmes into TIO for the 2021-24 NLTP is 21 May.
     
  • The Transport Programme module, which allows you to submit your activities and programmes for RLTP inclusion, will be available from Monday 10 May.
     
  • The RLTP Development module will be ready later in May for Regional Transport Committees (RTCs) to include submitted activities into their RLTPs.
     
  • We're still working on the Transport Model template and the RLTP Planning Management 2021-24 template. We'll work directly with relevant councils to ensure the small number of projects that use these templates will be included in their RLTPs and the NLTP.
     
  • We have entered the majority of activities and phases from the interim spreadsheets into the new templates in TIO. Please contact your investment advisor if you have questions about any of your data in TIO.
     
  • This month we're moving any ongoing 2018-21 phases for committed activities into the new activity templates. These activities will initially show current activity class and work category information.
     
  • We'll complete this work in time for you to review all your activities and submit these by 21 May.
     
  • We have produced guidance on finalising activities and programmes in TIO and submitting these to RTCs.

Identify committed Low Cost Low Risk activities

  • Early next week we'll release an updated Low Cost Low Risk (LCLR) programme spreadsheet which includes the status ‘committed’.
     
  • This allows you to identify which projects are committed from the 2018-21 period to indicate funding required in the 2021-24 period to complete those activities.
     
  • When submitting final LCLR programmes on 21 May, please include all LCLR committed activities. 
     
  • LCLR projects are committed only if the project is included in the 2018-21 LCLR programme and will be under contract by 30 June 2021. The completion of investigation or design works does not mean the activity is considered committed.
     
  • Projects not committed in 2018-21 should be re-submitted and will be prioritised again and reconsidered alongside all other 2021-24 NLTP activities.

Interim funding for Improvements and LCLR activities

  • If you have any activities over $2 million that are not already committed, will start during July and August 2021 and will require funding approval, please inform your investment adviser.
     
  • For LCLR projects that are committed and require funding, you will need to identify them when you submit your final LCLR programmes on 21 May.
     
  • Funding for these activities will be considered and approved by the Waka Kotahi Board in June.

Indicative funding allocations for continuous programmes

  • We expect to release the indicative funding allocations for continuous programmes to each council following the Waka Kotahi Board meeting in late May.
     
  • This is later than first planned as we continue to work on funding and financing options to ensure we can maintain levels of service.
     
  • Current revenue forecasts mean there are significant funding constraints across the activity classes in the 2021-24 NLTP, including for continuous programmes.
