The Criminal Intelligence Coordinating Council’s (CICC) Five in 5 is a snapshot of law enforcement and criminal intelligence-related articles, resources, and research that may be of interest to CICC members and partners working to improve the nation’s ability to develop and share criminal intelligence. 

The CICC’s mission—to advocate for and support state, local, and tribal law enforcement and homeland security agencies and personnel in their efforts to develop and share criminal intelligence for the promotion of public safety and the security of our nation—is important, contemporary, and essential.  Five in 5 is provided for your information and awareness as an effort to assist the criminal intelligence community in understanding trends, training, and activities that may impact law enforcement and criminal intelligence.  You are encouraged to share this e-mail with your association members, colleagues, department/organization personnel, and others, as appropriate.

 
 
1. Firearms Tracking

IACP Publication on ATF iTrafficking Project Now Available
The International Association of Chiefs of Police (IACP), through a grant funded by the Bureau of Justice Assistance, is proud to release Crime Gun Information Sharing: The iTrafficking Project.  This report summarizes the impact of the Interstate Trafficking (iTrafficking) Program—a Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) firearm tracking program operated in the northeast Interstate 95 corridor.  The goal of the program is to implement a regional approach to firearms trafficking investigations through partnerships with state fusion centers.

2. Evidence-Based Practices

Understanding, Promoting, and Sustaining the Use of Research and Evidence-Based Practices by State Administering Agencies
The Justice Research and Statistics Association (JRSA), in partnership with the Bureau of Justice Assistance (BJA) and the National Criminal Justice Association (NCJA), has published two toolkits to promote the use of evidence-based practices (EBP) in state administering agencies (SAAs):  An Introduction to Evidence-Based Practices and Implementing Evidence-Based Practices. Each includes a briefing paper, an executive summary, and a customizable slideshow for SAAs to highlight their efforts in promoting EBPs within their state.

3. Geospatial

Inter-Agency Geospatial Collaboration at Work
The National Geospatial-Intelligence Agency is providing geospatial assistance to the National Network of Fusion Centers in three major areas: develop a way ahead in coordination with the U.S. Department of Homeland Security (DHS) to support the training of center geospatial analysts, facilitate center access and use of DHS Infrastructure Program data, and review center analytic production efforts to reduce duplicity.  This effort is intended to empower line analysis as well as share information and resources across the National Network and with other partners.

4. Criminal Justice Forum

Registration Is Now Open for the 2015 National Forum on Criminal Justice
The 2015 National Forum on Criminal Justice will take place on August 2–5, 2015, in Atlanta, Georgia.  The conference brings together criminal justice leaders, researchers, and technologists and focuses on the integration of policy, practice, research, and technology to address pressing public safety issues. Sponsored by the National Criminal Justice Association (NCJA), the Justice Research and Statistics Association (JRSA), and the IJIS Institute, the forum will showcase innovative programs and highlight how research and technology help drive good policy.

5. Human Trafficking

ICE Joins Europol’s Efforts to Target Human Smuggling
The U.S. Immigration and Customs Enforcement (ICE) has joined Europol’s Focal Point (FP) Checkpoint to target human smuggling networks.  ICE, the third U.S. entity to join FP Checkpoint, also works with Europol’s Operations Department in the areas of intellectual property rights, child sexual exploitation, and cybercrime. The joint cooperation has already led to various successes, such as the seizure of 292 Internet domain names for selling counterfeit products and the recent rescue of a sex abuse victim.
