Message from Aaron O’Neill – Acting AdministratorHello to everyone across the Indian Ocean Territories and welcome to the latest edition of the Administrator’s newsletter. The past weeks have been a challenging time across mainland Australia, with the evolving COVID-19 situation closing borders and locking down cities and towns across the eastern parts of the country. With Natasha needing to extend her leave, I will remain acting Administrator through to Friday 17 September and will continue to work with the IOT COVID-19 subcommittee to ensure we have the best border and
public health measures in place to protect our community. A big thank you to all members of the community who have come forward to receive your vaccination which remains our best defence against COVID-19. There has been a marvellous turn-out and I urge everyone who has yet to receive their first or second vaccination to come forward in September to get vaccinated, noting that this is the single opportunity to receive our Pfizer vaccination on island under the current program. Here in the IOT, it is more important than ever that we continue to stay safe and connected as a community, and I ask you all to continue following directions and restrictions and practicing good hygiene to keep yourselves, your families and your community safe. Over the
coming weeks I look forward to continuing to work with the Department, stakeholders and the community on key projects that we continue to progress, including the Waste Management Strategy for the IOT, the Christmas Island Stormwater, Landslide and Rockfall Mitigation Works project, as well as providing additional air freight services to the IOT. We want to ensure that as more people across Australia get vaccinated against COVID-19 and borders reopen, that the IOT remains best placed as a world-class destination in our own backyard. Over the past days, some of you may have seen the Australian Border Force (ABF) vessels and activity in the waters around Flying Fish Cove. I would like to take the time to thank and acknowledge the ABF for their continued maritime security presence at Christmas Island. Final opportunities for COVID vaccines in IOTThe Australian Government’s roll-out of the Pfizer COVID -19 vaccine is continuing across the Indian Ocean Territories (IOT), with nearly 900 residents on Christmas Island (CI) and more than 350 residents on the Cocos (Keeling) Islands (CKI) now having received both doses of the vaccine. As the COVID-19 situation continues to evolve across mainland Australia, we are calling on all IOT residents who have not yet been vaccinated to book your first vaccination with the Indian Ocean Territories Health Service (IOTHS) by no later than 9 September, and to those who still need their second
dose, to book by 30 September at the latest. Getting your second dose is extremely important as it creates a stronger, longer lasting immune response to fight the virus if you ever catch it in the future. I ask businesses and employers on Island to encourage and support your staff to take this opportunity to be vaccinated, to maximise the protection of our community, our economy and our daily way of life. A big thank you to everyone who has been working hard to ensure a successful roll-out, particularly to IOTHS staff who have been working tirelessly throughout the pandemic to keep the IOT COVID-Safe. Once you have been vaccinated, it is important that you still follow public health
guidelines, including practising good hygiene, staying home if unwell, getting tested if you have any COVID-19 related symptoms and keeping up to date with the latest Public Health Directions.
Progress made on Christmas Island Stormwater, Landslide and Rockfall Mitigation Works ProjectProgress on the Christmas Island (CI) Stormwater, Landslide and Rockfall Mitigation Works Project has taken a significant step forward with the Parliamentary Standing Committee on Public Works (PWC) recommending the project be voted on by the House of Representatives, followed by the Australian Senate. This is a very important part of the process in successfully delivering this critical safety project, with the PWC and Australian Parliament playing a crucial role in supporting the Australian Government’s position that the project is not
only value for money but fit-for-purpose and serving the CI community into the future. The Australian Government committed $28.9 million over three years in the 2020 Federal Budget to manage the risks of storm water, flooding, landslide and rockfall in Flying Fish Cove, with the rockfall event in March demonstrating the importance and timeliness of this project. The Australian Parliament’s vote on the project is anticipated to take place shortly, and I will provide you further updates as progress is made on this important project.
Progress continues on COVID economic stimulus projects
Over the past weeks, good progress has been made on a number of the COVID-19 economic stimulus community infrastructure projects across the Indian Ocean Territories (IOT), including the two new public housing units on the Cocos (Keeling) Islands (CKI). One of the houses now has cladding and windows installed and a new roof successfully placed. The second property has had the flooring installed. This presents an opportunity for local employment and an approach to market has been made to complete the construction projects. Further information on these opportunities can be obtained from the Shire of CKI. We will continue to provide regular updates on these projects over the coming months, and
are grateful to everyone who has been involved in helping us deliver these vital community projects.
Investing in the future through more strategic waste managementThe Australian Government continues to progress the Waste Management Strategy for the Indian Ocean Territories (IOT). This is a significant part of the $2.3 million commitment in the 2021 Federal Budget to promote diversification and growth across the IOT. Close consultation will occur with the Shires of CI and the CKI, the WA Department of Water and Environmental Regulation, on-island stakeholders and communities, to ensure outcomes achieved are sustainable and appropriate to the Islands. This work will help identify barriers to waste management and potential public-private
partnership opportunities to support the conservation of the unique IOT environment through more effective waste management. The Australian Government is committed to working with the Shires of Christmas Island (CI) and the Cocos (Keeling) Islands (CKI) to deliver the waste management resources that the communities require. I look forward to keeping you informed on opportunities for your input in the near future.
Air freight services for the IOTOngoing and strong demand for air freight to Christmas Island (CI) and the Cocos (Keeling) Islands (CKI) continues. The following additional services have been finalised and scheduled:
These services will complement the existing fortnightly IOT air freighter operations, with additional freighters to be scheduled subject to demand and availability. We are continuing our engagement with Virgin Australia and TOLL to maximise air freight services where possible during these challenging times with the ongoing impacts of the COVID-19 pandemic disrupting the global aviation sector, including local air services to and from the IOT. I would ask people to be mindful of the present demands on air freight, and we will also continue to make every effort, within the resources at our disposal, to ensure essential supplies reach the IOT. Grant identified by the Indian Ocean Territories Regional Development OrganisationStrengthening Rural Communities Grants ProgramThe Foundation for Rural Regional Renewal has announced a new round of grant funding for the Strengthening Rural Communities Program. Grants of up to $10,000 are available. A broad range of charitable projects are considered under this program, including: delivering or providing activities, events, programs and services;
purchasing or hiring equipment and materials; community infrastructure projects; organisational capacity building; and community resource development. Not-for-profit, community-based organisations in the IOT are eligible to apply. The closing date for the next round is 23 November 2021. (with the possibility of further extensions at the Department’s discretion) The Indian Ocean Territories Administration (IOTA) is currently seeking expressions of interest from motivated, professional and suitably qualified persons to join our team as the Director of Nursing and Community Health (DONCH), Senior Registered Nurse Level 7, within the Indian Ocean Territories Health Service (IOTHS) based on Christmas Island for a leave relief opportunity. The IOTHS delivers a primary and acute health care service in two of Australia’s most remote and most spectacular settings - Christmas Island (CI) and the Cocos (Keeling) Islands (CKI). The IOTHS includes a 24 hour eight bed hospital and primary care facility on CI and clinics on Home and West Islands in the CKI.
The IOTHS is committed to “Working with our communities to keep us healthy for the whole of our lives”. The key responsibilities of the DONCH are to lead and manage the nursing and community health portfolios within the IOTHS to ensure the delivery of high quality health care services to the Indian Ocean Territories communities, using a multi-disciplinary and culturally appropriate approach. The DONCH plays a key role in the IOTHS leadership team and is responsible for ensuring the cost effective use of human and material resources within a robust safety and quality framework. The successful candidate will have advanced clinical care skills and an understanding of Remote Area Nurse competencies specific to small hospitals. In addition, the successful candidate will
have a demonstrated commitment to improving health outcomes and experience in the development and delivery of health care using primary health principles and primary health care programs. Further, strong management and leadership skills as well as a sound understanding of human resources and financial management are essential. The Office of the Administrator is a dynamic, fast paced environment which is responsible for supporting the Administrator in the performance of his or her duties across the following key functions: Ministerial liaison, Government coordination, office management, community engagement, socio-economic
development and the implementation of the Christmas Island and Cocos (Keeling) Islands strategic plans. The key responsibilities of the Executive Officer are to provide a high level of operational and analytical support to the Administrator and her staff including but not limited to working closely with the Chief of Staff to ensure the smooth running of the Office. The Executive Officer is also responsible for managing the Administrator’s functions and events, diary and communications including but not limited to speeches, social media and community newsletters, supporting the IOT COVID and emergency management responses, managing the COVID travel application process and providing operational support to the Indian Ocean Territories Regional Development Organisation. ideal applicant will have exceptional organisational skills and the ability to manage a number of tasks simultaneously and work under pressure to meet deadlines. The Indian Ocean Territories Administration (IOTA) is currently seeking motivated, professional and suitably qualified persons to join our team as an Electrical Supervisor within the Indian Ocean Territories Power Service (IOTPS) based on Christmas Island. The IOTPS is the recognised Network Operator for the Indian Ocean Territories and is responsible for the generation and distribution of a safe, reliable and efficient electricity supply to residential, commercial and industrial consumers
on Christmas and Cocos (Keeling) Islands. IOTPS also provides regulatory compliance in collaboration with the Department of Mines, Industry Regulation and Safety. The key responsibilities of the Electrical Supervisor are to plan and schedule the IOTPS electricity distribution network and power generation electrical maintenance activities and to supervise and manage all electrical, instrumentation and control system works performed by the maintenance team and maintenance contractors. To be considered, applicants must possess a current and valid Western Australian Unrestricted Electrical Worker’s Licence (Applicants with Interstate or New Zealand Electrical Licences which are eligible for mutual recognition in WA are welcome to apply however applicants must hold an
unrestricted Electrical Worker’s Licence (WA) at time of commencement), must be listed as a nominee on IOTPS’ in-house installation work licence within 3 months of commencement, hold a current manual ‘C’ class, or higher, driver’s licence transferable to the Indian Ocean Territories and will be subject to a health assessment. Our ideal candidate will have substantial post qualification trades experience with strong leadership and people management within the power or construction sector, extensive knowledge and experience of the power industry, demonstrated experience with power generation equipment (preferably medium speed diesel engines and a demonstrated ability to motivate teams with professionalism, fairness, resilience and flexibility while demonstrating accountability for outcomes and
behaviours. Applicants with experience in establishing and driving procedures to standardise maintenance practices and reporting, the preparation of financial budgets and forecasting, working with the MEX Maintenance Management System, living and working in a remote location and a completed Certificate III, Certificate IV, Diploma or Advanced Diploma in Electricity Supply Industry (ESI) will be well regarded.
