It is shaping up as being important for our economy, for our local businesses, and for our communities. We don’t know a lot of the detail for business but we do know that there will be some tax cuts, new policies, and economic measures that could significantly impact our country. We will provide an in-depth analysis next week, breaking down what the Budget means for businesses in the Hutt Valley and how you can navigate these changes.

In the meantime, let's focus on the latest retail sales data, which has important implications for our local economy. Recent figures show a 3.4% decline in retail sales in Wellington compared to last year. This decline, driven by persistent inflation and high interest rates, reflects the broader economic challenges we face. However, it's not all gloomy news. There are opportunities to adapt and thrive even in these uncertain times.

Key Insights and Tips for Hutt Valley Businesses:

  1. Understand Consumer Behaviour: Despite the overall decline, certain retail sectors have seen growth. It's essential to analyse which products and services are still in demand, as well as identifying customer behaviour trends to adapt product or services and provide a clear value proposition to customers.

Utilities Investigations

Utilities investigations will be conducted on High Street and Margaret Street from Tuesday, 28th May to Thursday, 30th May, between 7 pm and 5 am. Traffic management measures, including stop-go controls and minor one-way detours, will be implemented to ensure community safety. During this period, parking availability may be temporarily restricted, and any such changes will be indicated on cones and signage at least 24 hours in advance. The mobility parks located at 155 and 210 High Street will be temporarily relocated to 10 Andrews Avenue and 204 High Street, respectively. Retail sectors ends run of declines in March quarter

The retail sector showed some sign of life in the March quarter, rising by 0.5 percent. This ends a bleak run of eight consecutive quarters of declines. Recreational goods and accommodation saw the largest gains, up by 4.7 percent and 4.1 percent respectively. Food and beverage services also saw strong growth, increasing by 2.2 percent and motor vehicle and parts also saw improvement of 1.1 per cent.

Reserve Bank leaves Official Cash Rate unchanged

The Reserve Bank has held the Official Cash Rate unchanged at 5.5 percent last Wednesday. In its announcement, the Reserve Bank stated that restrictive monetary policy is being effective in bringing down inflation, and that they expected it to return to its target of 1 to 3 percent by the end of 2024.

First RMA amendment Bill introduced to Parliament

The coalition Government has today introduced legislation to slash the tangle of red and green tape throttling some of New Zealand’s key sectors, including farming, mining and other primary industries.

RMA Reform Minister Chris Bishop says the Government is committed to 

unlocking development and investment while ensuring the environment is protected. 

“Resource Management (RM) Bill 1 proposes targeted changes that can take effect quickly and give certainty to councils and consent applicants, while the Government develops new legislation to replace the Resource Management Act 1991 (RMA),” Mr Bishop says.

“The Bill will also speed up the process for preparing or amending national direction. The current process for making or amending national direction is unnecessarily onerous, costly, and it takes too long.”

A hawkish hold: unhelpful. The RBNZ is keen to flatten out market rates.

 

  • The RBNZ kept the cash rate at 5.50% for the seventh-straight meeting. The tone of the RBNZ however was more hawkish than expected. The OCR track was revised higher, and rate hikes were discussed. 
  • It’s all about inflation. We’ve seen an encouraging fall in the headline rate to 4%. But that was expected. The persistence in domestic inflationary pressure however is slowing progress, and risks delaying the return to 2%. The RBNZ is rightfully cautious.

We believe the outlook does not warrant further tightening. However, the RBNZ’s tone and track does pour cold water over our call for a cut come November. The risks are clearly for a cut later rather than sooner.

Northern Remutaka Bovine
TB control operation

An update has been provided by the NZ Transport Agency Waka Kotahi - Wellington regarding their ongoing work at State Highway 2/Hebden Crescent in Lower Hutt. Construction of the safety improvements at SH2/Hebden Crescent has commenced, with additional works scheduled later this week to permanently remove the right turn in and out of Hebden Crescent. Starting from Sunday evening (26 May), turning right in or out of Hebden Crescent will no longer be possible; alternative routes should be used as depicted in the guidance provided. The work is being carried out at night to minimise disruption to travel. Temporary traffic management and lane closures will be in effect, and all road users are advised to follow signs and instructions from roadworkers. As the construction is weather-dependent, the timings may be subject to change. Any changes will be communicated via electronic messaging signs near the intersection and published on their website.

Barges in Wellington Harbour

Divers, concrete trucks on barges, and structures resembling oil rigs have all been spotted in Wellington Harbour as the construction of an artificial reef intensifies. This project aims to enhance fish populations in the harbor and provide habitats for marine species such as octopuses, crabs, crayfish, and starfish. The design of the reef has been a collaborative effort with local Māori, incorporating mātauranga Māori (traditional Māori knowledge).

Alongside the reef, a significant construction project, the $312 million Ngā Ūranga ki Pito-One shared path and seawall, started in March last year and is set to be completed in 2026. This project features a large rig and barges transporting up to five concrete trucks to a temporary wharf. Fifty-four concrete pyramids, each a cluster of three, will be submerged over five hectares on the western side of the harbor. These engineered pyramids are designed to mimic the natural rocky reefs that were lost during the construction of the walking and cycling link.

Core construction skill standards

New core construction "building blocks" (skill standards) are being developed to reflect valuable skills shared across many construction trades. Skill standards relevant across construction trades have been identified at Levels 2, 3, and 4, and industry feedback is currently being collected on these.
