Welcome to the NLTP Bulletin, our newsletter with information about management of the current National Land Transport Programme (NLTP) and what we're working on for the development of the 2021-24 NLTP.

We're sending more frequent updates as more information becomes available and we reach significant milestones in Regional Land Transport Plans (RLTPs) and the 2021-24 NLTP development.

Government Policy Statement on land transport (GPS)

  • The Minister of Transport has announced the release of the final GPS 2021 this week.

  • The GPS 2021 builds on the strategic direction set in the GPS 2018 and focuses on four strategic priorities - safety, better travel options, improving freight connections, and climate change.
     
  • It looks to the NLTF to contribute to a wider range of outcomes – such as developing a safe and reliable heavy rail network, improving multi-modal options to move people and freight, improving urban form, and reducing greenhouse gas emissions from transport.

Investment Prioritisation Method consultation

  • Consultation begins today on the draft Investment Prioritisation Method (the draft IPM) for the 2021-24 NLTP, and will close on 2 November 2020.
     
  • The draft IPM will replace the Investment Assessment Framework for the 2021-24 period. It has been developed in response to the GPS 2021 and will be used to prioritise activities in the 2021-24 NLTP.
     
  • Information about investment prioritisation can be found in the draft IPM for the 2021-24 NLTP.
     
  • Information about the specific aspects of the draft IPM we’re seeking feedback on can be found in the Consultation Document.

Waka Kotahi Investment Proposal

  • Last week the Waka Kotahi Board reviewed the Waka Kotahi Investment Proposal and we are now finalising the Proposal.
     
  • We expect to share this with the sector and submit it to each Regional Transport Committee in early October.
     
  • The proposed state highway activities will inform the development of RLTPs, and the proposed other activities will provide guidance on what we’re proposing to submit for the 2021-24 NLTP.
