Budget 2020: Regenerating the Arts

Sector engagement is open

Manatū Taonga is now seeking your feedback on the draft approach for three new cross-sector funding initiatives.

The Cultural Sector Capability Fund, the Creative Arts Recovery and Employment (CARE) Fund and the Cultural Sector Innovation Fund collectively provide $150 million in longer-term support to the arts and culture sector.

This is an investment to create opportunities for employment and skills development, promote innovation and enhance New Zealanders’ access to inspiring cultural experiences.

Open until Tuesday 22 September 2020, your feedback is important. What you tell us will help shape the final design to ensure we deliver value to those who will benefit most.

Progress in the short-term

Many of the over 25 initiatives that form the Arts and Culture COVID Recovery Programme have a short-term focus to address the immediate impact of COVID-19. They’re already delivering support to, or taking applications through our partner agencies.

This is good for artists, musicians and creative practitioners, and good for the industries that sit around them – our production companies and venues, for hospitality and tourism.

It’s also good for Aotearoa, as we know the significant contribution the culture sector makes to our economy and wellbeing, and how vital its strength is for our recovery as a nation.

Some of the short-term support includes:

  • Funding boosts for our creative practitioners and musicians available through Creative NZ and NZ On Air.
  • The NZ Music Commission’s NZ Music Month and Outward Sound make good funds -- $1.4 million to help musicians with losses from cancelled gigs.
  • Funds to get live music touring – $3 million so music venues can adapt to COVID-19 and safely host music gigs at Level 1 and 2. So far 43 venues across Aotearoa have been supported, with more to come. And $5 million in the Aotearoa Music Touring Fund due to open in September to get musicians and music businesses touring again, when they can do safely.
  • Additional support for Manatū Taonga-funded national cultural organisations to adapt to the COVID-19 environment.
  • Ensuring the survival of Pasifika festivals this year and building capability to get going again when it’s safe to do so. The $12 million of multi-year funding opens on 21 September and will also support development of more sustainable longer-term business models.
  • Protecting our cultural heritage and taonga cared for by our museums – the first grants for those affected by COVID-19 are open now for applications. $2 million is available over two years.

Creative Careers Support online hui

At the end of August, Manatū Taonga and the Ministry of Social Development jointly hosted online hui with creatives to get feedback on the design of a pilot for the new Creative Careers Support service.

As the service is to support people back into employment in the creative sector, and to develop and extend the skills of creatives whose income is affected by COVID-19, the hui was a great opportunity to listen to people who may use the service.

It allowed us to learn, and get feedback on its design which is helping us develop a framework for pilots in Auckland from November, then in Waikato and Nelson in the first half of 2021.

Tender information for providers of the pilots is expected to be available on the Government Electronic Tender Service (GETS) later in September.
