This newsletter is to help inform our community on the District’s progress on the voter‐approved Measure X bond. The improvements made possible by this bond will fund capital improvements that will preserve quality education for years to come.

San Benito County Campus - Status Update

The San Benito County Campus is the number one priority for the Measure X Bond Program. This project will be built in phases. Phase One will include the public access road, primary campus entry, surface parking, and all infrastructure and utilities necessary to support Phase One. Subsequent phases will include expansion of the project to support the Facilities Master Plan Vision and a single multipurpose academic building. The District is currently in the process of determining the best way to provide sewer, water, power, and other utilities to the new campus site.

 


Board of Trustees Meeting:
February 12, 2019

The Board of Trustees took several important actions at their February 12, 2019 meeting to kick off the Measure X Bond Program:

Resolution No. 1042

This Resolution enters into the minutes that Measure X was approved by more than fifty-five percent of the votes cast at the Bond Election and declares that all of the proceedings of the District in connection with the Bond Election have been accomplished according to law. Adoption of this Resolution starts the 60-day period by which time the District must have established the Citizens' Bond Oversight Committee and all members been appointed by the Board.

Approval of the Measure X Initial Project List

The Measure X Initial Project List represents those priority projects that will be initiated within the first series sale of Measure X bond funds. These projects are all part of the current approved Facilities Master Plan (FMP): Vision 2030. The list also includes projects to cover cost of issuance, legal support, program management, initial planning and assessment work, and contingency.

The Measure X Initial Project List will continue to be refined through the ongoing review/updates of the current Facilities Master Plan, assessments, cost estimating and scheduling activities that the program management team is embarking upon. Any revision in project name, scope or budget will be brought back to the Board of Trustees for approval through an established Bond List Revision process.

Resolution No. 1043

The District is moving forward to issue its first series of bonds under Measure X in an amount not-to-exceed $38,000,000. This series of bonds is being authorized for sale for the purpose of providing funds to finance the projects approved by Measure X, and to pay the costs of issuing the bonds.

 

Citizens’ Bond Oversight Committee (CBOC)

The Gavilan Joint Community College District is seeking qualified, interested individuals to serve on a committee of community leaders which will serve as the independent Citizens’ Bond Oversight Committee (CBOC) for the implementation of the District’s Measure X college facilities bond program.
