2025-26 Annual Review Process Update

The start of the Annual Review cycle is quickly approaching!

Please watch for the upcoming Annual Review instruction packages that will be sent to MSAs and health authority partners at the end of October. 

The Annual Review is the structured reporting process and opportunity for Medical Staff Associations (MSAs), health authorities (HAs), and the Specialist Services Committee Facility Engagement Working Group (SSC FEWG) to assess progress toward the Memorandum of Understanding (MOU) and FE objectives. The activities involved in the review are intended to allow FE participants to reflect on the effectiveness of MSA strategies and plan for upcoming activities, while also enabling the FE Initiative to learn about the impacts of each MSA’s activities.

Building on our ongoing improvement efforts and your feedback on the AR process, we will be making a few minor adjustments for 2025/26. This year’s process will include changes that enhance the focus on impact and evaluation, as well as adjustments to the facilitated discussion, including required pre-work and supporting documentation. 

A detailed instruction package and provincial webinar will be held for MSA administrators to learn about the Annual Review activities and ask questions. By the end of October, all MSAs will receive email invitations to register for the November webinar, accompanied by the Annual Review overview and timeline.

Facility Engagement Quality Improvement Training for FE MSA Administrators

Facility Engagement (FE) is pleased to partner with the provincial SSC Physician Quality Improvement (PQI) team again to offer additional FE MSA administrators complimentary access to PQI Level 1 training via the online Institute for Healthcare Improvement (IHI) Open School platform.

What you need to know:

  • Training is a complementary professional development opportunity. 
  • Those interested must complete the form below by November 13, 2025, and will be granted access shortly after that deadline via email instruction.
  • Training subscriptions are available until April 30, 2026, meaning that you must complete your training before that date. 
  • Seats are limited and offered on a first-come, first-served basis.
  • PQI Level 1 Core Modules take approximately 4-5 hours of self-directed learning time* and include the following modules:
    • QI 101: Introduction to Health Care Improvement. 
    • QI 102: How to Improve with the Model for Improvement.
    • QI 103: Testing and Measuring Changes with PDSA Cycles.

Once you have access to IHI Open School, you will also have full access to many other resources, templates, papers, and other self-paced courses available on IHI. 

If physicians are interested in the training, please direct them to quality@doctorsofbc.ca to receive access and instructions for sessional payment (5 hours) upon completion.

*Contractor time to participate in training and professional development should not be compensated from Medical Staff Association (MSA) Facility Engagement budgets. The Canada Revenue Agency (CRA) outlines certain entitlements under the Employment Insurance Act, Canada Pension Plan, and Income Tax Act for employees versus self-employed workers (i.e. contractors). See here for more information about employment status indicators, including training.  As independent contractors, FE MSA administrators are responsible for the costs of acquiring the necessary training to deliver the needed services for their contracts.

2025 Doctors of BC Health Authority Engagement Survey 

This Fall, Doctors of BC is seeking feedback from its membership regarding their lived experiences with their health authority. Running for the ninth time, the Health Authority Engagement Survey plays a crucial part in helping Doctors of BC advocate for members and support the work of the JCCs and MSAs across the province. In the coming days, members will receive more information on the survey from Doctors of BC via email and website articles. Email invitations will be sent out on October 1.

Doctors of BC encourages MSA support teams and executives to share this information with their respective groups, to ensure our members have the chance to share their thoughts on this important survey. By sharing their feedback, members can directly inform our work and help Doctors of BC shape programs and policies that meet their needs in upcoming meetings with their health authority and the Ministry of Health.

FEMS Tip of the Month

This month, we are highlighting the resources available for all MSA administrators on the FE website.

In the past few months, we have made an effort to organize the various tip sheets for FEMS into separate sections and categories for ease of use. 

Split into 3 main sections, the website now lays out tip sheets into:

  • FEMS Basics
  • FEMS Advanced
  • FEMS Financial

Within each section, you can find tips on FEMS settings, statuses, activity, claims, and budget management, user profile information, and different FEMS policies and procedures.

Additionally, there is a section for medical staff who need to register for FEMS, laying out the 3 quick steps to registration.
