Port Alberni PCN; Maternity; Palliative Care and Shared Care October Update

Maternity Care, Oceanside
Dr. Kelly Hadfield is taking any referrals for perinatal care for Oceanside. If you have any pregnant women in your panel in Oceanside, please consider referring to Dr. Hadfield, as she is local.

Shared Care Port Alberni
Shared Care project has begun in Port Alberni bringing together Specialists and GPs. This project will focus on offering support to remote First Nations surrounding Port Alberni and the West Coast.

Palliative Network, Port Alberni
There will be a session in Port Alberni on November 30 led by Drs. Wendy Johnson and Kristine Woodley to discuss palliative care in the community, looking at any gaps in care and referral processes. Invitation to members by email will be going out shortly.

Elder Sessions – Four Medicines for Building Relationship

First Nation engagement sessions are being offered in collaboration with Port Alberni PCN and Nuu-chah-nulth First Nation Elders.
Providers who are currently engaged or considering applying for upcoming Allied Health roles via PCN are highly encouraged to attend, as cultural sensitivity is part of the agreement in having these roles. Sessionals will be paid.

Each session will have 1-3 Nuu-chah-nulth Elders and involve an activity. See below.
This is an invitation to take part in cultural activities and teachings and build relationship with our Indigenous partners.

LFP Payment Model Updates and Resources

Doctors of BC and BC Family Doctors continue to work with the Ministry of Health to improve, expand, and develop tools and supports for the Longitudinal Family Physician (LFP) Payment Model. We continue to listen to your feedback, meeting regularly with the provincial government to address concerns.To submit questions or provide feedback, please email FP.billing@doctorsofbc.ca

New: Billing for respiratory immunizations
Family physicians play a key role in helping to protect British Columbians from respiratory viruses, especially as we move toward winter when everyone is at greater risk. Many physicians enrolled in the LFP Payment Model have been asking for a change to enable billing when immunization is provided by allied care providers in your practices.
For services provided from October 1, 2023, physicians can bill for influenza, pneumococcal, pertussis, and COVID-19 immunizations provided by allied care providers using the
temporary code 98101 “LFP Respiratory Immunization Provided by an Allied Care Provider.” In order to bill this code, the allied care provider must be paid out of practice earnings to work directly within the practice team with no cost recovery either directly or indirectly from a third party (eg. Health Authority, Division of Family Practice, Ministry of Health).

October 31 deadline approaching to submit lists of empanelled patients

We want to thank the many physicians who have submitted lists of empanelled patients in advance of the upcoming deadline. A reminder for those who have not yet done so, that you have until October 31 to submit your panel lists using the third-party billing provider Dr.Bill. Step-by-step directions are available on Dr.Bill’s submission webpage. 

Newly registered physicians must submit lists by October 31 or within three months of enrolling in the payment model, whichever is later. Watch for information soon on how to submit panel lists after October 31.

Please note:

  • An MSP Facility Number is needed in order to submit your panel lists. The Facility Number is used to associate the panel with the physician’s location practice. If you do not have a Facility Number, you can request one here. If you practice at more than one location, you will need a Facility Number for each one.
  • If you practice at multiple locations providing care under the LFP Payment Model, you will also need to submit separate panel lists.
  • It is important to clean up your lists of empanelled patients before submitting them, as it will reduce the chances that patients will appear on more than one panel. Guides and resources on the Health Technology Resources webpage can help you do this. You can also submit a service request for assistance or email psp@doctorsofbc.ca.

A reminder that Clinic Medical Directors (or designates) have until October 31 to log in to the Clinic and Provider Registry using your OneHealthID, and verify, update, or add information about your clinics in order to claim the $2,000 payment. A step-by-step guide is available here. Information on how to claim for your payment will be shared soon.

Information on timelines to complete Panel Registry

We are being asked by physicians practicing within the LFP model about deadlines for completing the Panel Registry, one of two components of the provider-facing stream of the Provincial Attachment System.

While we encourage you to complete the Panel Registry as soon as possible, physicians on the LFP Payment Model have until December 31 in order to claim the $6,500 payment. You will need to log in and provide or update your practice information, and identify if you are able to take on new patients. A guide on how to register and provide information into the Panel Registry can be found here. Detailed information on payments will be available soon.

Physicians must submit lists of empanelled patients by October 31 AND complete the Panel Registry by December 31 in order to claim the $6,500 payment. If you are a newly registered physician, and you need to submit your panel list after October 31, you may claim the payment if you submit your panel list and complete the Panel Registry by December 31. Information on the process to submit lists after October 31 will be shared soon.

A note: Please ensure that you are linked to your clinic as entered into the system by your Medical Director. This must be done in order to complete the process and claim the $6,500 payment. If you do not see your clinic appear in your dashboard, please speak with your Medical Director.

A reminder that physicians will not be forced to take on new patients or expand their panels.

What's coming up
Here is some of the work relating to the PAS that you will be hearing about soon: 

  • A process to update panel lists after they have been submitted to reflect patients leaving or joining the practice. We advise physicians to wait until that information is shared before attempting to update panel lists.
  • A process to resolve conflicts where patients appear on two or more lists of empanelled patients, is scheduled to start early in the new year. Our goal is to get information to you in November

In Circulation Special Edition: Provincial Attachment System Update

Provincial Attachment System Update
Doctors of BC, BC Family Doctors and the Ministry of Health recently announced the Provincial Attachment System (PAS). Together with the Health Connect Registry, where patients register who are looking for a family doctor, the PAS will help to better coordinate attachment of patients with family doctors who have capacity to expand their panels. It will also help all of us to better understand capacity in the system so we can plan more effectively.
All doctors providing longitudinal care to a panel of patients are asked to participate in the PAS. This includes physicians on Fee-for-Service (FFS) and alternate models of payment, and those enrolled in the LFP Payment Model.
This newsletter will provide physicians with important information, including dates for uploading panel lists and payment for participating in the PAS. With end-of-the-year deadlines quickly approaching, we encourage physicians to complete the steps outlined below as soon as possible. A guide to help you get started can be found here. What you should know about the PAS and uploading panel lists.

The PAS has two components: The Clinic and Provider Registry (CPR) and the Panel Registry (PR). Different actions are needed on both registries.

Clinic and Provider Registry: Clinic Medical Directors (or designates) must log in to the Clinic and Provider Registry and verify, update or add information about their clinics into the Clinic and Provider Registry.

Panel Registry: All physicians who provide longitudinal care under the LFP Payment Model, FFS, or Alternate Payment models are asked to:

  • Log in to the to the Panel Registry, provide or update your practice information and identify if you are able to take on new patients.
  • Clean up panel lists and upload them into MSP/Teleplan. About four to six weeks after uploading lists, the panel data will appear in the Panel Registry.

A reminder that no doctors will be forced to take on new patients or increase their panel size.

Step-by-Step guide and timelines

Medical Directors - Clinic and Provider Registry
All Medical Directors (or designates) at clinics where physicians provide longitudinal care will log in to the PAS using your BCProviderID, generated on the OneHealthID website. Once logged into the PAS, click on the name of the clinic and verify that all members who require access to the PAS have been added. Next, click the "Clinic Details" tab to verify that the clinic information is correct. If you have other types of clinicians that you work with, add them into the "Other Clinical Staff" tab. Once all three steps have been completed, the Medical Director (or designate) has completed all of the required tasks.

Deadline: October 31 – Date by which Medical Directors must verify and/or update information into the Clinic and Provider Registry in order to claim the $2,000 payment.

All Longitudinal Family Physicians – Step 1: Panel Registry
All physicians providing longitudinal care are encouraged to register and enter or update information in the Panel Registry as soon as possible. Physicians will log in to the PAS using your OneHealthID. You will identify if you have capacity to accept new patients and identify how many. You can also note whether or not you are not able to accept new patients.

Important: Please ensure that you are linked to your clinic as entered into the system by the Medical Director. This must be done in order to complete the process and claim the $6500 payment. If you do not see your clinic appear in the dashboard, please speak with your Medical Director.

Deadline: December 31 – We ask that physicians, especially those on the LFP Payment Model, complete the Panel Registry as soon as possible. The final date for all longitudinal physicians within the LFP model, FFS or Alternate Payment models is December 31, in order to claim the $6500. Information on how to claim the payment will be provided in our next newsletter.

All Longitudinal Family physicians – Step 2: Clean up and uploading of panel lists

Physicians enrolled in the LFP Payment Model:  Physicians within the LFP model have been working to upload panel lists by October 31, or within three months of enrollment, whichever is later. We want to thank those who uploaded their lists using EMRs by the deadline of October 13. For the remainder of the month, panel uploads by those enrolled in the LFP Payment Model must be completed using Dr.Bill. For more information visit its submission webpage.

Deadline: October 31, or within three months of enrollment to the LFP Payment Model. Date by which lists of empanelled patients must be uploaded. These physicians are also encouraged to complete the Panel Registry as soon as possible – identifying capacity to accept new patients – by December 31 at the latest to be eligible to claim the $6500 payment. 

Physicians billing under the FFS and Alternate Payment models: These physicians should start to develop an accurate list of empanelled patients (also called “panel clean up”). By cleaning up your panel, you will be ready to upload the list of patients you are responsible for using your EMR or the third-party service provider Dr.Bill when directions are provided in the coming weeks. Physicians will be able to submit panel lists starting November 7. Guides and resources on the Health Technology Resources webpage can help you do this now. You can also submit a service request for assistance or email psp@doctorsofbc.ca.

A reminder that full participation in PAS is an eligibility requirement for the 2023 CLFP payment and future CLFP payments. Panel data will be used to calculate future CLFP payments, to more accurately reflect panel size and complexity. More information on eligibility can be found on the Family Practice Services Committee website.

Deadline: December 31 – Date by which physicians enrolled in FFS and Alternate Payment models must complete panel submissions and submit lists of empanelled patients to claim the $6500 payment.  

A note for all physicians: A facility ID is required to submit a patient panel via the physician’s EMR or Dr.Bill. The facility ID is used to associate the panel with the physician location of the practice. You must apply for and obtain a Facility ID before submitting your patient panel. If you do not have one, you can request one here.
