It is therefore vital that whistleblowers feel safe and protected, and trust that their complaints will not only be taken seriously but acted upon with discretion. ![]() PodcastIntroducing IBAC's newest Deputy Commissioner Colleen BellIBAC’s newest Deputy Commissioner, Colleen Bell, discusses her 20-year career in law and taking on the Deputy Commissioner role to help lead IBAC in strengthening public sector integrity. ![]() ![]() Using IBAC’s corruption and misconduct allegations dashboardIn December 2024, IBAC launched its interactive corruption and misconduct allegations dashboard, with data on allegations received between 2018 and 2023 across Victoria’s public sector, with Victoria Police data then introduced in February 2025. Spearheaded by IBAC’s Strategic Intelligence team, Senior Data and Strategic Intelligence Analyst Dr Bronson Harry says the dashboard is about improving transparency, while demonstrating IBAC’s ongoing commitment to investigate and prevent corrupt conduct. By providing access to its data and intelligence, IBAC aims to give the public a view of the allegations in their community and provide the public sector and police with a clear image of the types of corruption risks IBAC sees, to inform their own corruption prevention practices and initiatives. ![]() IBAC launches new guidance materials to support the public sector![]() This month, IBAC launched eight new guidance materials targeted at the public sector, to support education and provide a toolkit to build corruption-resistant practices. Every two years IBAC conducts a strategic assessment of the public sector, to identify trends and emerging issues to inform prevention activities. Following the most recent strategic assessment in 2024, IBAC identified that the development of guidance materials on key risks in the public sector would help engage organisations in strengthening integrity practices and identifying areas for growth. From risks associated with procurement and major projects, to ethical leadership and the emergence of artificial intelligence – each guidance material focuses on an area where research shows there is potential for corrupt conduct to arise, and how to build processes that identify risks early to prevent corruption before it occurs. ![]() Strategic assessment of the water sector releasedThis month also saw the release of IBAC’s Strategic assessment of the water sector summary report 2023/24. A specialised but critical industry, the water sector has unique integrity risks, and this strategic assessment aims to educate industry leaders on how to address risks to prevent misconduct and corruption. The strategic assessment sought input from various water sector stakeholders and includes an IBAC data breakdown on water sector complaints and allegations received between July 2018 and June 2024. ![]() NewsA further four people charged as part of IBAC’s Operation PerseusIBAC has charged a further four people as part of Operation Perseus, an investigation into allegations of corrupt conduct involving the Victorian Building Authority and the alleged assessment of builder registrations in exchange for financial benefit. These charges are in addition to 28 people charged by IBAC as part of Operation Perseus in January 2025, and six people charged in 2024. ![]() Events wrapVictorian Local Governance Association ‘Fastrack 2025’IBAC CEO Alison Byrne presented to mayors and councillors from across Victoria last month, as part of a panel on strengthening intergovernmental collaboration. Ms Byrne’s presentation focused on IBAC’s prevention and education work, perception of corruption surveys, sector risk profiles and the importance of positive leadership in building integrity culture. National investigations symposium![]() IBAC investigators travelled to Sydney in late May, to present on IBAC’s focused police complaints pilot and its work to prioritise single-incident complaints for communities at a higher risk of experiencing police misconduct.
