The importance of public hearings

The topic of public hearings has received media coverage recently, in part due to reporting about IBAC's Operation Gloucester public hearings. IBAC conducts the vast majority of examinations in private, as required by our legislation. This protects the integrity of our investigations and the reputations of those involved. However, holding public hearings is an important power of IBAC. Public hearings are a vital investigative tool for IBAC, and an important part of our work to expose corruption and police misconduct.

Research

What does a good local government integrity framework look like?

A new research report released today by IBAC has reviewed the integrity frameworks of six Victorian councils and identified that these councils have built solid integrity frameworks to help protect them from corruption.

IBAC CEO Alistair Maclean said the review was undertaken to inform all Victorian councils on what a good integrity framework may look like. It will also support councils in examining their current approaches and identifying opportunities to improve their systems, processes and controls to identify and manage corruption risks.

Legislative change

The Integrity and Accountability Legislation Amendment (Public Interest Disclosures, Oversight and Independence) Bill 2018 was recently passed by the Victoria Parliament. This will result in changes to a number of areas of Victoria’s integrity system, including the establishment of a new parliamentary oversight committee, the Integrity and Oversight Committee. As a result of this new legislation there will also be changes to the Protected Disclosure Act 2012 to support people making disclosures in the public interest. These changes, which will also see the term ‘public interest disclosure’ replace the term ‘protected disclosure’, come into effect on 1 January 2020.

Transparency International – Corruption Perception Index 2018

Australia remains in 13th place for the fourth year running in Transparency International's latest Corruption Perception Index (CPI) released earlier this year. Although Australia's CPI score remained stable at 77 this year, it is still significantly lower than its 2012 score of 85.

Supporting Protected Disclosure Coordinators: Community of Practice update

Sponsored by IBAC, a Protected Disclosure Community of Practice was launched last year. Since then, two events have been held in Melbourne focusing on the practical needs of Victoria's protected disclosure coordinators and other interested public sector professionals. The Community of Practice will hold its annual Protected Disclosure Coordinator Forum in Melbourne in May 2019.
