E ngā rau rangatira o Te Moana Nui a Toi, tēnā koutou katoa. As we at Toi Moana still mourn the loss of our cherished colleague and dear friend, Councillor Malcolm Campbell, we share and reflect with deep gratitude on his extraordinary lifetime of service to Local Government and his beloved community of Kawerau. Cr Campbell was a steadfast leader and a champion for our taiao, particularly across the Eastern Bay of Plenty. His presence, wisdom, and contributions to Komiti Māori have left an indelible mark. He cared deeply for the work of this committee, and his guidance, warmth, and unwavering support will be deeply missed across the entire Toi Moana rohe. To his loving wife, Adrienne, and the entire Campbell whānau, we extend our heartfelt gratitude for generously sharing him with us all. We are better for having worked alongside him, learned from his mentorship, and stood with him as he made bold, courageous decisions for our communities. Rest well, our dear friend. It is our privilege to invite you to the upcoming Komiti Māori hui, hosted alongside our Ngāti Moko o Tapuika whānau at Waitangi, Te Puke. Together, we will share important regional updates and celebrate powerful local stories that highlight the strength and vitality of our communities. Bay of Plenty Regional Spatial Plan: An early introduction
Bay of Plenty city, district and regional councils are working together to prepare for the development of a Regional Spatial Plan that will set a 30 year direction for the Bay of Plenty’s growth, infrastructure needs, environmental protection, resilience response and other strategic opportunities. The Regional Spatial Planning process will commence once the Government enacts the Planning and Natural Environment Bills in September 2026, to replace the Resource Management Act 1991 (RMA) and create a new resource management system. Our work prior to the enactment of the legislation is focused on gathering evidence, improving shared understanding, and exploring regional opportunities and constraints. Understanding the implications for Māori is important to us. We want to ensure you are aware of this work as it progresses and there are opportunities for you to be involved, participate, and express your aspirations. We are delivering a series of workshops across the region to share more information about Resource Management reform and the Regional Spatial Plan programme. If you would like to attend a workshop or have a targeted kōrero with us, please feel free to contact us using this email: BOPSpatialPlanning@boprc.govt.nz RMA Reform UpdateThe Environment Select Committee has now released its report on the Government’s RMA reform bill, signalling several shifts that matter for iwi and hapū.
