Cost Recovery
In April 2025, Cabinet approved consultation on proposals for Ministry for Primary Industries (MPI) to recover costs for services under the Organics Products and Production Act 2023. MPI consulted in June and July and subsequently extended the process into August to provide Organics Aotearoa New Zealand (OANZ) the opportunity to lead the development of an alternative model for allocating the all-operator levy.
MPI agreed that OANZ’s alternative proposal for the all-operator levy could work, with some minor amendments. We have made the amendments to the OANZ’s turnover-based model and public consultation is now open for review and feedback:

Notices to supplement the Organic Standards and Product and Production Regulations
A series of Organic Notices that will supplement both the Organic Standards and Product and Production Regulations will be undergoing public consultation in the following three tranches:
- Tranche one: this notice content will supplement the Organic Standards Regulations. The topics covered in this tranche are listed below.
- Tranche two: this notice content will supplement both the
Organic Standards and Organic Products and Production regulations and will include general requirements on operators and requirements related to organic management plans, record keeping and importation.
Tranche three: this Notice content will supplement the Organic Products and Production regulations and will include requirements on recognised entities, including recognition, accreditation, verification, quality management systems, competencies and record keeping.
The first tranche of
notice content is now open for consultation seeking your feedback.
