What's coming to Kingston Work’s about to start on the delivery of critical three waters infrastructure in Kingston, which in the future will include new water and wastewater treatment plants, and a range of stormwater improvements in the township. Queenstown Lakes District Council (QLDC) is sharing delivery of these services and their costs with developer Kingston Village Ltd (KVL), to coincide with the developer’s plan for 750 new residential sections in Kingston, starting with 217 sections as part of a first stage of works. The infrastructure has been designed to eventually provide capacity for and allow connection of existing dwellings in Kingston. But for now, properties within the township will need to continue managing their own water and wastewater systems until Council completes further planning, design, and financial analysis work before working with the community to develop a servicing plan. Work to deliver this infrastructure will be staged, starting with associated water supply pipework through Kingston and the new water treatment plant, followed by stormwater improvements for the township, and then construction of the wastewater treatment plant. More details on when to expect each stage of work are provided below. Work on water supply upgrades starting today The contract for water supply improvements in Kingston has been awarded to Fulton Hogan, and they expect to take possession onsite this week. Fulton Hogan’s excited to be involved, and looking forward to working alongside the township’s residents. In October, crews will start with installation of the new bulk supply main (water pipes) along the south side of Kent Street. This work will start at the intersection of Kent and Oxford Street and move east towards State Highway 6, as crews try to complete as much of the disruptive work as possible before Christmas this year. In the new year, crews will install water pipes alongside SH6 and up Glen Nevis Station Road, working on the new water treatment plant and reservoir at the same time. We plan to provide regular updates on what to expect around Kingston. We’ll be sharing a newsletter in October to detail any traffic management requirements to expect along Kent Street for the upcoming works. All water supply improvements, including pipes along SH6 and Glen Nevis Station Road and the new water treatment plant, are expected to take just over a year to complete. Future work packages Work package twoThis includes the extension of the new bulk supply water main from Kent Street to the Kingston Village subdivision, and construction of a large-diameter stormwater pipe along the length of Oxford Street. Work is underway to determine the contractor that will deliver these works. We’re expecting work on these improvements to start towards the end of 2024, and they’ll take approximately 12 months to complete. Work package threeThis includes construction of a new wastewater treatment plant and the associated discharge infrastructure/land treatment area on Kingston Station, and a pump station on the corner of Oxford and Dorset Street. These upgrades are currently in the detailed design phase, and we’ll share more information on them in a future update. We’re expecting work on these improvements to begin in the first half of 2025, and they’ll take approximately 18 months to complete. Potential disruption around town As with any large construction project, there will be some disruption around Kingston while these upgrades are delivered. Generally, this is likely to include noise, vibration, and construction machinery movements in the area, especially along Kent Street and Oxford Street. We will let you know well in advance about works scheduled to commence on the different work packages. Crews carrying out these works will ensure resident and pedestrian access is maintained, and any changes or potential disruptions will be widely communicated in advance to the Kingston community. We’ll also ensure contractors delivering these works minimise as much disruption as they can and take resident and business needs into account where possible.
Project summary This week, Fulton Hogan starts work on the first stage of three waters upgrades in Kingston. In October, work on new water pipes will take place along the south side of Kent Street, heading from its intersection with Oxford Street towards State Highway 6. A second stage of works on Oxford Street will begin towards the end of the year. What to expect around traffic management and changes to road access in Kingston will be shared in early October. We expect work on Kent Street to be completed in December, before crews take a break over Christmas. Disruptions will be minimised as much as possible in the township over the festive season. In January 2025, work will resume to install water pipes along SH6 and up Glen Nevis Station Road, and stormwater infrastructure on Oxford Street. Work on the remaining water supply and stormwater improvements will continue until late 2025. A third stage of works for wastewater treatment will begin in mid 2025.
