Looking forward to sharing this session with you, The webinar team Agenda • Chair and introductory remarks - Nouria Brikci (GFF) Speakers ![]() Nouria Brikci is a GFF consultant in health financing, a researcher in health economics, and a lecturer in health policy and health systems. For more than 20 years, she has worked with various governments on the analysis, development, and implementation of their health financing strategies. Nouria holds master's degrees in development studies and health policy, planning, and financing, and a PhD in health economics. ![]() Serge Mayaka is a health financing expert at the WHO. He has a special interest in issues related to health system strengthening and health financing reforms. He is also the P4H Focal Point and teaches health policy and financing at the School of Public Health in Kinshasa. Serge is a medical doctor and holds a PhD in public health. ![]() Hugo Silva is the coordinator for health system strengthening at the Ministry of Health in Sao Tome and Principe. In this capacity, he leads the development of national strategic health documents. Hugo holds a bachelor's degree in tourism infrastructure management and has training in operational planning and project and programme control. ![]() Aly Cheibani is Inspector General of Health at the Ministry of Health in Mauritania.He has been involved in the health system in Mauritania for nearly thirty years at both operational and strategic levels. He has led the development of the national health financing strategy. Aly holds a PhD in medicine and a master's degree in public health. ![]() Abebe Alebachew Asfaw is principal partner of Breakthrough International Consult with thirty-eight years of working experience in health strategic planning and policy, health system review and health financing. He is currently assisting the Ministry of Health of Ethiopia in revising the exempted services and designing the health fund to mobilize innovative sources of domestic financing. ![]() Raphaël Tikoihi is Director of Health Economics at the Ministry of Health, Public Hygiene and Universal Health Coverage in Côte d'Ivoire. As head of this department, he is responsible for preparing health accounts, conducting economic studies on health financing, producing strategic documents on health financing, and analysing and proposing ways to optimise the health budget.
