Update on FPSC Transition Funding and On-Call/ Availability Funding for Inpatient Care
Today we’re providing you with important updates about FPSC supports for inpatient care, following up on the information communicated in the June 7 FPSC Special Update.

Short-Term FPSC Transition Funding for Inpatient Care

  • In response to feedback from divisions of family practice, FPSC is providing temporary transitional funding from now until December 2024.
  • This time-limited funding consolidates and replaces the bridge and stabilization funding and the additional transition funding supports that were previously announced for October to December.
  • This funding must be used to maintain, not increase, physician compensation from divisions. It should be used, if needed, to support on-call availability, unassigned inpatient care networking, physician recruitment, or other activities not currently covered by the LFP Payment Model.

FPSC On-Call/Availability

  • On-Call/Availability Funding for Inpatient Care: Paused until January 2025.
  • On-Call/Availability Funding for Long-Term Care: Remains available from July 1, 2024.
  • Physicians providing on-call availability for long-term care and inpatient care at the same time may receive the long-term care on-call payment and inpatient care transition funding until December 31, 2024.
  • There is no change to the MOCAP maternity availability payments.

  • Visit the Doctors of BC website (login required) for the LFP Payment Model inpatient calculator, and the BC Family Doctors website (login required) for the simplified fee guide, FAQs, and additional useful tools.

Next steps:

Over the next few months, divisions of family practice will be supported to work with their members and with health authorities to evolve inpatient delivery models as needed for January 2025 onwards in response to funding changes.

FPSC will continue to engage with you and with the divisions as these supports evolve.

Doctors of BC, BC Family Doctors, and the Ministry of Health will discuss and address longer-term supports and approaches to issues raised by community family physicians providing inpatient care.

Attachment of patients to GP and NPs in Central Island

Recently a staff member from Central Island Division received a phone call from one of our community members who was talking to a friend who informed her that they had gone to Oceanside Health Centre for treatment and expressed to the front desk person that they had no doctor and needed one. The OHC person tried to handle it by suggesting they call up 811. But this person was persistent and repeated her request that "someone find her a doctor". As she was leaving the front desk person slipped her a piece of paper telling her there was a new doctor in Parksville and go there and ask to join the clinic.
So, this person did, and the clinic accepted them and their partner. This brought the community member a great deal of frustration because they had been waiting 5 years for a family practitioner.
Clearly the process for attachment was ignored and someone managed to get to “the front of the line” before community members who had been waiting a long time.
I have reached out to OHC leadership, and they are working with front line staff to understand that the correct process is to send unattached patient to 811 to join the Health Connect Registry.
From the Central Island clinician side, it is important that MOAs, GPs and NPs also follow this process when community members ask to join a clinic. I understand what a caring community this is, and how we all want to help but in the spirit of equity to community members who have been waiting extended periods to find a family practitioner, it is imperative that the message should be the same in all clinics.
THEY SHOULD BE DIRECTED TO 811 TO REGISTER AND GET ONTO THE WAITING LIST.
Going forward, please work with clinic staff and care providers to support patients in getting onto the Health Connect Registry and not assist them in jumping the queue.
If you require help regarding this process, please reach out to Central Island Division to manage the interaction. Happily, we have a new Attachment Coordinator starting in September and she will be happy to assist.

The Canadian MAiD Curriculum (CMC) is the first nationally accredited, comprehensive, bilingual educational program to support the practice of MAiD in Canada.

CAMAP has launched 24 free CMC fall sessions and a new Events webpage. These sessions will be free of charge and open for clinicians (licensed physicians and nurse practitioners) to register and attend. We are confident that this will be a fantastic opportunity for your clinician audience to enhance their knowledge on MAiD. CAMAP is also an invaluable resource for clinicians.
